Short answer
Construction is NAICS sector 23. Forms usually want a six-digit code inside it: 236 codes for contractors responsible for whole buildings (236115 new single-family houses, 236118 residential remodelers, 236220 commercial and institutional buildings), 237 codes for heavy and civil projects such as roads (237310) and utility lines (237110, 237130), and 238 codes for a single trade such as electrical (238210) or plumbing and HVAC (238220). The SIC equivalents are Major Groups 15, 16 and 17.
- Sector 23 had 814,557 establishments with paid employees in 2023; 64% were specialty trade contractors (238).
- Run the whole project? Use a 236 or 237 code by type of structure. Do one trade on subcontract? Use a 238 code.
- Warehouses and data centers are 236220, not 236210; factories are 236210.
- SBA size standards: $45.0 million average receipts for most 236 and 237 codes, $19.0 million for most 238 codes.
- SIC 1542 maps to 236220 alone, but SIC 1522 splits across three NAICS codes, so convert with care.

This page is for construction owners and office managers who need a code for a form (SAM.gov, a vendor portal, a bank, insurer or surety, a tax return), and for anyone building a list of construction companies by code. It covers the NAICS 2022 codes, how to choose, the SIC equivalents, Census counts and federal size standards.
How the construction codes are organized
Sector 23 has three subsectors, split by who is responsible for the work:
| Code | Title | Who it's for | Establishments, 2023 | Employees |
|---|---|---|---|---|
| 236 | Construction of Buildings | Builders and remodelers responsible for a whole building | 254,630 | 1,621,439 |
| 237 | Heavy and Civil Engineering Construction | Roads, bridges, utility lines, pipelines, dams | 38,612 | 1,051,261 |
| 238 | Specialty Trade Contractors | One trade, usually on subcontract, such as electrical or plumbing | 521,315 | 4,986,759 |
The Census Bureau's sector definition puts construction managers (agency and at-risk), design-builders and turnkey contractors with the general contractors. Specialty trades produce "a specific component" of a project, usually on subcontract, though in remodeling they often work for the owner directly.
The six-digit codes for buildings and heavy civil work
For contractors who run the whole project, the code depends on the type of structure:
| NAICS 2022 | Official title | What it covers | Establishments, 2023 |
|---|---|---|---|
| 236115 | New Single-Family Housing Construction (except For-Sale Builders) | New houses and town houses built for an owner on the owner's land, including modular homes | 60,635 |
| 236116 | New Multifamily Housing Construction (except For-Sale Builders) | New apartment and condominium buildings built for others | 4,014 |
| 236117 | New Housing For-Sale Builders | Homes built on land the builder owns and sold with the lot | 12,192 |
| 236118 | Residential Remodelers | Additions, renovations and repairs to existing houses and apartment buildings | 135,337 |
| 236210 | Industrial Building Construction | Factories, mills, assembly and processing plants (not warehouses) | 3,380 |
| 236220 | Commercial and Institutional Building Construction | Offices, stores, schools, hospitals, hotels, warehouses, data centers, new or remodeled | 39,072 |
| 237110 | Water and Sewer Line and Related Structures Construction | Water mains, sewers, treatment plants, pumping stations | 10,841 |
| 237120 | Oil and Gas Pipeline and Related Structures Construction | Pipelines, refineries, petrochemical plants | 2,156 |
| 237130 | Power and Communication Line and Related Structures Construction | Power lines, substations, power plants (except hydro), telecom towers, solar and wind structures | 7,112 |
| 237210 | Land Subdivision | Dividing land into building lots, usually with streets and utilities | 4,441 |
| 237310 | Highway, Street, and Bridge Construction | Highways, streets, runways, public sidewalks, bridges | 9,256 |
| 237990 | Other Heavy and Civil Engineering Construction | Dams, tunnels, marine facilities, dredging, parks and trails | 4,806 |
Specialty trades have 19 six-digit codes in four groups (2381 structure and exterior, 2382 building equipment, 2383 finishing, 2389 other trades). See the pages for plumbing, electrical and concrete contractors.
How to choose: the edge cases
NAICS classifies a business by its primary activity: pick the code for the work that brings in the most revenue, and list the others as secondary codes.
| If your company mainly... | Use | Not |
|---|---|---|
| Builds new houses for clients on the clients' land | 236115 | 236117 (the builder owns the land) |
| Renovates or adds on to existing homes | 236118 | 236115 |
| Builds or remodels offices, stores, schools, hotels, warehouses or data centers | 236220 | 236210 (factories and plants) |
| Builds a power plant, refinery or water treatment plant | 237130, 237120 or 237110 | 236210 |
| Manages construction for owners (agency or at risk) | The 236 or 237 code for the type of project | A consulting code such as 541611 |
| Does one trade on other contractors' projects | The 238 code for that trade | A 236 code |
| Builds buildings to rent out on its own account | 531110 or 531120 (lessors of real estate) | 236 codes |
| Rents equipment with an operator | 238910 (site preparation) or 238990 (cranes) | 532412 (rental without operator) |
The warehouse, power plant and build-to-rent rows come straight from the Census cross-references.
The SIC codes for construction
The 1987 SIC system puts construction in Division C: Major Group 15 for building contractors and operative builders, 16 for heavy construction, 17 for special trades. From the Census concordances:
| SIC 1987 | Title | NAICS 2022 codes it maps to |
|---|---|---|
| 1521 | General Contractors, Single-Family Houses | 236115, 236118 |
| 1522 | General Contractors, Residential Buildings Other Than Single-Family | 236116, 236118, 236220 |
| 1531 | Operative Builders | 236117, 236118, 236210, 236220 |
| 1541 | General Contractors, Industrial Buildings and Warehouses | 236210, 236220 |
| 1542 | General Contractors, Nonresidential Buildings Other Than Industrial and Warehouses | 236220 |
The mapping is rarely one to one: 236220 draws on six SIC codes, and SIC 8741, Management Services, scatters its construction management work across ten construction codes. If someone asks for "the SIC code for general construction", there isn't one: give 1542 for commercial work, 1521 for houses, or 1531 for a for-sale builder. The SEC uses its own SIC list, which adds group codes such as 1520, 1540, 1600 and 1700 that aren't in the 1987 manual. UK Companies House forms use UK SIC 2007 instead: 41201 for commercial buildings and 41202 for domestic buildings.
How many businesses use these codes
County Business Patterns counted 814,557 construction establishments with paid employees in 2023, employing 7,659,459 people with an annual payroll of $586.6 billion. Most are small:
| Employees | Establishments | Share |
|---|---|---|
| Fewer than 5 | 536,259 | 65.8% |
| 5 to 9 | 127,972 | 15.7% |
| 10 to 19 | 75,854 | 9.3% |
| 20 to 49 | 49,046 | 6.0% |
| 50 to 249 | 23,064 | 2.8% |
| 250 or more | 2,362 | 0.3% |
The top states by establishments are California (86,763), Florida (68,008), Texas (56,287), New York (51,349) and Illinois (29,457). Commercial building is where the larger firms are: 2,476 of the 39,072 establishments in 236220 (6.3%) have 50 or more employees, against about 0.5% of the 60,635 single-family builders in 236115.
CBP counts locations with paid employees, so a contractor with three offices counts three times and owner-operators with no staff aren't counted. It uses NAICS 2017 codes, but no construction code changed in 2022. Census withholds the largest size classes for 236115 and 236118, so their bands sum to one or two less than the total.
SBA size standards for construction codes
Each code carries an SBA size standard, measured on average annual receipts over your latest five complete fiscal years, including affiliates:
| Codes | Size standard (average annual receipts) |
|---|---|
| All 236 codes | $45.0 million |
| 237110, 237120, 237130, 237310, 237990 | $45.0 million |
| 237210 Land Subdivision | $34.0 million |
| Dredging and surface cleanup (exception under 237990) | $37.0 million |
| 238 codes except 238290 | $19.0 million |
| 238290 Other Building Equipment Contractors | $22.0 million |
From 13 CFR 121.201, effective March 17, 2023 and unchanged in the eCFR as of 28 October 2026. The gap matters: a firm can be small as a general contractor and too big for a trade set-aside.
Where the code is used, and what a wrong one costs
- SAM.gov and federal bids. List every code you'd bid under. Each solicitation carries one NAICS code, and you must be under its size standard (13 CFR 121.402). A wrong code can be appealed to SBA's Office of Hearings and Appeals within 10 calendar days of the solicitation (13 CFR 121.1103).
- Size certification. Registering to be considered for small business awards counts as certifying your size (13 CFR 121.108), so a code that makes you look small when you aren't is a legal problem, not a typo.
- Tax returns. Schedule C uses the IRS's own list, which shortens some codes: 236100 for residential building, 236200 for nonresidential, 237100 for utility systems. Trade codes keep all six digits.
- Banks, insurers and sureties. They compare you with firms in the same code, so give the one that matches the work you'd describe to an underwriter.
Finding construction companies by code
For public companies, EDGAR lists SEC registrants by SIC code: 1531 operative builders, 1540 nonresidential contractors, 1600 heavy construction and 1731 electrical work. Those lists include subsidiaries and inactive filers. The largest by reported revenue:
| Company | SEC SIC | Headquarters | Revenue | Fiscal year |
|---|---|---|---|---|
| D.R. Horton | 1531 | Arlington, TX | $34.25 billion | Ended Sept. 30, 2025 |
| Lennar | 1520 | Miami, FL | $34.19 billion | Ended Nov. 30, 2025 |
| Quanta Services | 1731 | Houston, TX | $28.48 billion | 2025 |
| PulteGroup | 1531 | Atlanta, GA | $17.31 billion | 2025 |
| EMCOR Group | 1731 | Norwalk, CT | $16.99 billion | 2025 |
| Fluor | 1600 | Irving, TX | $15.50 billion | 2025 |
Most construction firms are private. State contractor license files and building permits name real, active ones; the guide to construction company lists shows where to get them. Bebop can also search by description, such as commercial general contractors with 20 to 99 employees in one state, and explain why each company fits.
Worked example
Illustrative example. The company and figures are invented.
Ridgeline Builders (ridgeline.example) does commercial tenant fit-outs (60% of revenue), residential remodels (25%) and electrical work for other contractors (15%). Its codes: 236220 as primary, with 236118 and 238210 as secondary codes in SAM.gov.
Its receipts for the last five fiscal years were $11.2 million, $13.5 million, $16.0 million, $19.8 million and $24.5 million: $85.0 million in total, an average of $17.0 million. That's small under 236220 and 236118 ($45.0 million) and under 238210 ($19.0 million).
If next year brings $28.0 million, the oldest year drops out: $85.0 million, less $11.2 million, plus $28.0 million is $101.8 million, or $20.4 million a year. Ridgeline stays small for general contracting set-asides but not for electrical ones, so it should stop bidding 238210 set-asides before that year closes, not after a size protest.
Next step: see how many construction firms there are by trade and size, and where to get their names, in the list of construction companies.

Questions people ask
What is the NAICS code for a construction company?
Construction is NAICS sector 23, but most forms need a six-digit code. General contractors use a 236 code by building type: 236115 for new single-family homes, 236118 for remodeling and 236220 for commercial and institutional buildings. Heavy and civil contractors use 237 codes, such as 237310 for roads and bridges. Specialty trades use 238 codes, such as 238210 for electrical work.
What is the SIC code for construction?
Construction is Division C of the 1987 SIC system: Major Group 15 for building general contractors and operative builders, 16 for heavy construction and 17 for special trade contractors. Common four-digit codes are 1521 for single-family general contractors, 1542 for nonresidential general contractors and 1531 for operative (for-sale) builders. Each maps to one or more NAICS 2022 codes.
What NAICS code should a general contractor use?
A general contractor uses the 236 code for the type of building it's responsible for: 236115 for new houses built for owners, 236116 for new multifamily buildings, 236118 for residential remodeling, 236210 for factories and plants, and 236220 for commercial and institutional buildings, including warehouses. Construction managers and design-build firms use the same codes. If you run highway or utility projects, use a 237 code instead.
Can a construction company have more than one NAICS code?
Yes. A business has one primary code, the activity that brings in the most revenue, and can list others. In SAM.gov you list every code you'd bid under, and SAM records your small business status against each code's size standard. A federal solicitation names one NAICS code, and your size is judged against that code's standard, so list the trade codes you actually self-perform.
What is the SBA small business size standard for construction?
It depends on the code. Under SBA's table effective March 17, 2023, building and most heavy civil codes (236 and 237) have a standard of $45.0 million in average annual receipts, land subdivision is $34.0 million, and most specialty trade codes (238) are $19.0 million, with 238290 at $22.0 million. Receipts are averaged over your latest five complete fiscal years.
Is NAICS code 23 enough for a form?
Rarely. Code 23 only says you're in construction. Federal registration, lenders and most vendor portals ask for a six-digit code because size standards, risk ratings and contract searches are set at that level. Pick the six-digit code for your main activity, such as 236220 or 238220, and add secondary codes if the form allows.
