How many employees does Oracle have? Headcount by year from its 10-K

Oracle cut its workforce by 21,000 in fiscal 2026 while its revenue grew 17%, and its latest quarterly filing says more restructuring is coming. Every figure below comes from Oracle's own SEC filings, with the date it applies to, so you can quote it and check it.

Oracle had approximately 141,000 full-time employees on May 31, 2026, according to its Form 10-K for fiscal 2026, filed June 22, 2026. About 49,000 work in the US and 92,000 in other countries. That is 21,000 (13%) fewer than the 162,000 a year earlier, Oracle's biggest one-year fall since at least 2019, under a restructuring plan it ties partly to adopting AI. Oracle hasn't published a newer count.

  • Latest figure: about 141,000 full-time employees on May 31, 2026, from Oracle's fiscal 2026 10-K: 49,000 in the US and 92,000 abroad.
  • Headcount fell 21,000 (13%) in fiscal 2026 while total revenues rose 17% to $67.4 billion.
  • Every function shrank: research and development lost 7,000 people and sales and marketing 6,000.
  • After August 31, 2026, Oracle added about $700 million to its 2026 Restructuring Plan for further actions.
  • Revenue per employee was about $477,700 in fiscal 2026 (our calculation), up from about $354,300.

This page is for sellers, analysts and anyone who needs an Oracle headcount they can cite: the latest number, what it counts and how it has moved. Workforce-data sites estimate Oracle's size from public profiles, and their figures differ from the company's own. Every number here comes from Oracle's annual report on Form 10-K or its quarterly report on Form 10-Q, filed with the SEC. Oracle's fiscal year ends on May 31, so fiscal 2026 ran from June 1, 2025 to May 31, 2026.

Oracle employees by year

Oracle reports its headcount once a year, as of May 31, in the Human Capital section of its 10-K.

Each filing gives the figures as "approximately", rounded to the nearest thousand. The changes are our arithmetic. Oracle's quarterly 10-Qs and earnings releases don't report headcount, so the fiscal 2026 10-K holds the latest company figure until the fiscal 2027 10-K arrives in June 2027.

Oracle employees by function

Each 10-K also splits the workforce by line of business.

Line of businessMay 31, 2020May 31, 2023May 31, 2025May 31, 2026

Total135,000164,000162,000141,000

The fiscal 2026 filing labels the third line "Cloud and software"; earlier filings call it "cloud services and license support operations".

Every line fell in fiscal 2026. Research and development lost the most people (7,000, or 14%) and is still the largest group, at 30% of the workforce. Sales and marketing fell furthest in proportion (6,000, or 19%). It is now 25,000 people, down from 39,000 at May 31, 2019, while total revenues grew about 70% over the same seven years.

The US share has moved too. US headcount fell 9,000 (15.5%) in fiscal 2026 and international headcount 12,000 (11.5%), leaving 35% of employees in the US.

What the number includes

  • Full-time employees only. The 10-K says: "As of May 31, 2026, we employed approximately 141,000 full-time employees, of which approximately 49,000 were employed in the U.S. and approximately 92,000 were employed internationally." It gives no part-time figure.
  • No contractors. The filing gives no contractor count. It does record a $37 million increase in external contractor expenses in the services business in fiscal 2026, so some of Oracle's work is done by people outside the headcount.
  • Staff of foreign subsidiaries. The international figure covers Oracle's subsidiaries abroad: the filing notes that "in certain foreign subsidiaries, labor unions or workers' councils represent some of our employees." None of its US employees are represented by unions.
  • A point-in-time count on May 31, not an average for the year. Average tenure is about eight years, and 31% of employees have been with Oracle for ten years or more.

What changed and why

Fiscal 2023: Cerner

Oracle acquired Cerner Corporation on June 8, 2022, for a total purchase price of $28.2 billion. Headcount rose by 21,000 that year, US headcount from 48,000 to 62,000 and services staff from 25,000 to 39,000. The 10-K doesn't say how many people Cerner brought, so read the rise as the acquisition plus Oracle's own hiring.

Fiscal 2024: integration

Oracle started its 2024 Restructuring Plan "to restructure and further improve efficiencies in our operations due to our acquisitions and certain other operational activities," with costs of up to $635 million ($432 million recorded in fiscal 2024). Headcount fell 5,000 and the US count went back to 58,000.

Fiscal 2026: restructuring and AI

The 2026 Restructuring Plan aims "to implement certain strategic measures and further improve operational efficiencies, including through the adoption and integration of AI technologies across certain functions." Its costs run up to $2.1 billion, $1.8 billion of it recorded in fiscal 2026. The risk factors add that "the adoption and deployment of AI technologies across our operations have resulted, and may continue to result, in reductions to our workforce." The filing also says some of the savings were offset by investment in its second-generation cloud infrastructure.

Since May 2026: more planned

The 10-Q for the quarter ended August 31, 2026, filed September 11, 2026, says: "Subsequent to August 31, 2026, our management supplemented the 2026 Restructuring Plan by approximately $700 million to reflect additional actions that we expect to take." Oracle doesn't translate restructuring costs into a number of roles, and you shouldn't either. The next company figure is the fiscal 2027 10-K.

Revenue per employee

Oracle's fiscal 2026 total revenues were $67,357 million. Divided by the year-end headcount, that's $67,357 million ÷ 141,000 = about $477,700 per employee (our calculation).

Fiscal yearTotal revenuesEmployeesRevenue per employee (our calculation)
2026$67.4 billion141,000about $477,700
2025$57.4 billion162,000about $354,300
2024$53.0 billion159,000about $333,100
2023$50.0 billion164,000about $304,600

The fiscal 2026 jump comes from both sides: revenue up 17%, headcount down 13%. It's a rough measure (a year-end count of full-time staff, without contractors), so compare it only with figures built the same way, such as those on our highest revenue per employee list.

By business, cloud and software brought in $58.5 billion (87% of revenue), services $5.7 billion and hardware $3.1 billion. The headcount lines don't map onto these businesses (research, sales and administration serve all three), so a per-business ratio from the filing would mislead. By region, the Americas produced $44.5 billion, or 66% of revenue, while 65% of employees work outside the US; the filing doesn't say where each function sits.

Selling to a company this size

General guidance on how organizations of 140,000 people buy, not a description of Oracle's internal processes.

  • Start from the function, not the company. The 10-K's six lines of business are a first map: engineering tools land with research and development, delivery tools with services, infrastructure with cloud operations. Budgets and approvals usually sit several levels below the top.
  • Read the restructuring language. A company cutting headcount while investing in data centers judges vendors on cost and output per person. A pitch that adds work for a smaller team will struggle; one that removes work fits the stated plan.
  • Land with one team. Win where the problem is sharpest and use the result to reach the next team: the land and expand motion.
  • Plan for review time. Expect security, legal and procurement reviews before a first order, and put that time in your forecast.
  • Name the people. Work out who signs, who uses and who can block. Our guide to finding decision makers shows how.

Mapping which team owns a problem inside an account this large is the slow part. Bebop researches each account and suggests who to talk to and the angle to open with; check what it finds against the company's filings.

How to check Oracle's headcount yourself

  1. Open Oracle's 10-K filings on SEC EDGAR and pick the latest one (filed each June).
  2. In Item 1, Business, find Human Capital, then Workforce. The first sentence gives the count, the date and the US split; the table under it gives the lines of business.
  3. Between annual reports, read the restructuring note in the latest 10-Q for planned changes.
  4. Before comparing with another company, check the basis: Oracle counts full-time employees only.

Questions people ask

How many employees does Oracle have in the US?

About 49,000 on May 31, 2026, out of approximately 141,000 full-time employees worldwide, according to Oracle's fiscal 2026 10-K. That is down from 58,000 a year earlier and 62,000 at May 31, 2023, the peak after the Cerner acquisition. The other 92,000 work outside the US. Oracle doesn't publish a count by country beyond this US and international split.

Did Oracle have layoffs in 2026?

Oracle's filings describe a 2026 Restructuring Plan, partly to adopt AI across certain functions, with costs of up to $2.1 billion, $1.8 billion of it recorded in fiscal 2026. Full-time headcount fell by 21,000, to about 141,000, by May 31, 2026. After August 31, 2026, Oracle added about $700 million to the plan for further actions. The filings don't state a number of roles cut.

What is Oracle's revenue per employee?

About $477,700 in fiscal 2026, by our calculation: total revenues of $67,357 million divided by about 141,000 full-time employees at May 31, 2026, both from Oracle's 10-K. The same calculation gives about $354,300 for fiscal 2025. It's a rough measure: it uses a year-end count, leaves out contractors and part-time staff, and rose mainly because headcount fell while revenue grew 17%.

How many employees did Oracle add with Cerner?

Oracle's filings don't say. Oracle acquired Cerner on June 8, 2022, at the start of fiscal 2023, and its full-time headcount rose from about 143,000 at May 31, 2022 to about 164,000 at May 31, 2023, an increase of 21,000. That rise mixes the acquisition with Oracle's own hiring and leaving, so it isn't a count of Cerner employees.

How many Oracle employees work in research and development?

About 43,000 on May 31, 2026, according to the fiscal 2026 10-K. Research and development is Oracle's largest group, at about 30% of its 141,000 full-time employees, followed by services (34,000), cloud and software operations (26,000), sales and marketing (25,000), general and administrative (11,000) and hardware (2,000). Research and development was about 50,000 a year earlier.

When does Oracle report its number of employees?

Once a year, in the Human Capital section of its Form 10-K, filed with the SEC in June. The figure is as of May 31, the last day of Oracle's fiscal year. Oracle's quarterly 10-Q reports and earnings releases don't give a headcount, so the June 2026 filing's figure of about 141,000 stays the latest until the fiscal 2027 10-K.
