Short answer
PayPal had approximately 23,800 employees on December 31, 2025, according to its 2025 Form 10-K, filed February 3, 2026: about 9,600 in the United States, and 46% in the Americas, 42% in Asia-Pacific and 12% in Europe and the Middle East. That is the latest headcount PayPal has reported, down from a peak of about 30,900 at the end of 2021. A further global workforce reduction followed in the third quarter of 2026.

- A strategic reorganization announced in April 2026 led to another global workforce reduction, with $152 million of restructuring charges in the third quarter.
- Revenue per employee was about $1.39 million in 2025 (our calculation from the 10-K).

This page is for sellers, partners and job seekers who need a PayPal headcount they can cite. PayPal reports one figure a year, as of December 31, in the Human Capital section of its 10-K, with a US count and, since 2022, a regional split. Every number below comes from those filings, PayPal's latest 10-Q or California's public layoff notices.
PayPal employees by year

| December 31, 2018 | 21,800 | 11,500 | 2018 10-K, filed February 7, 2019 |
Every figure is "approximately", rounded to the nearest hundred. The changes are our arithmetic.
Where PayPal's employees work
| Year end | Americas | Asia-Pacific | Europe and the Middle East | Countries |
|---|---|---|---|---|
| 2025 | 46% | 42% | 12% | 28 |
| 2024 | 44% | 44% | 12% | 28 |
| 2023 | 45% | 42% | 13% | 27 |
| 2022 | 44% | 43% | 13% | 27 |
The US share has fallen from 53% of employees in 2018 (11,500 of 21,800) to 40% in 2025 (9,600 of 23,800), by our arithmetic. Yet 57% of 2025 revenue ($18.9 billion of $33.2 billion) came from US customers. The difference is Asia-Pacific, where 42% of employees work.
The US count rose in 2025, from about 8,900 to 9,600, while the total fell by 600. PayPal's filing doesn't explain why.
What the number includes
- Employees, mostly full-time. The 10-K says "we employed approximately 23,800 people globally" and that they "work predominantly full-time." It gives no separate part-time or contractor count.
- Worldwide. The count covers PayPal and its brands across 28 countries, with the regional split above. It doesn't break the total down by brand (the 10-K lists PayPal, PayPal Credit, Braintree, Venmo, Xoom, Hyperwallet, Honey and Paidy) or by function.
- Rounded. PayPal rounds to the nearest hundred, so small year-to-year moves are inside the rounding.
What changed and why
2018 to 2021: growth to a peak
Headcount rose from about 21,800 to about 30,900 in three years, an increase of 42%.
2022 to 2025: four years of decline
PayPal's 10-Ks describe a workforce reduction in each of the following years:
- 2023: "management initiated a global workforce reduction intended to focus resources on core strategic priorities," with restructuring charges of $122 million.
- 2024: a global workforce reduction "intended to streamline operations, focus resources on core strategic priorities, and improve our cost structure," with $307 million of charges. PayPal put the annual cost of the affected workforce at about $575 million.
- 2025: smaller plans, including one in the first quarter tied to "a new regulation impacting operations in an international market" ($36 million) and the "2Q 2025 Plan" to "reengineer our existing technology infrastructure" and "optimize our workforce," including exiting data centers for cloud services, with its workforce component completed in the second quarter of 2026.
California's WARN reports, which cover only California sites above the law's thresholds, list PayPal notices for 378 employees in the state's July 2022 to June 2023 report and 311 in July 2023 to June 2024.
2026: the strategic reorganization
PayPal's September 2026 10-Q says that in April 2026 it "announced a strategic reorganization of its business and executive leadership team" expected to deliver "at least $1.5 billion in gross annualized run-rate savings over the next two to three years," by realigning its structure and "accelerating the adoption of artificial intelligence and automation." In the third quarter it carried out a global workforce reduction "removing organizational layers across the Company and increasing spans of control," with $152 million of charges and expected annualized employee-related savings of about $340 million. A California WARN notice dated August 31, 2026 lists 251 employees at PayPal's San Jose headquarters. The 10-Q doesn't give a number of roles, so the effect on headcount will show in the 2026 10-K.
Revenue per employee
PayPal's 2025 net revenues were $33.2 billion. $33,172 million ÷ 23,800 = about $1.39 million per employee (our calculation). In 2024 it was about $1.30 million ($31,797 million ÷ 24,400). Most of PayPal's revenue is transaction fees (89.8% in 2025), which grow with payment volume rather than with the number of employees.
| 2025 net revenues | Amount | Share |
|---|---|---|
| Transaction revenues | $29.8 billion | 89.8% |
| Revenues from other value added services | $3.4 billion | 10.2% |
| US customers | $18.9 billion | 56.9% |
| Other countries | $14.3 billion | 43.1% |
Selling to a company this size
General guidance on how a regulated payments company of about 24,000 people buys, not a description of PayPal's internal processes.
- Lead with the savings target. A company that has published a $1.5 billion savings goal will measure every new purchase against it. Show the cost you remove, in its own terms.
- Expect regulators in the room. Payments companies are licensed in many markets, so vendors handling data or operations face risk, compliance and data-protection review. Have your security and compliance documents ready before you're asked.
- Find the owner after the reorganization. Fewer layers and wider spans of control move budgets. Confirm who owns the problem now, not who owned it last year. Our guide to buying authority covers how to check.
- Think global delivery. With 42% of staff in Asia-Pacific, operations and support decisions may be made outside the United States.
Re-mapping an account after a reorganization is slow research. Bebop researches each account and suggests who to talk to now; check what it finds against the filings.

Questions people ask
How many employees does PayPal have in 2026?
PayPal's latest reported figure is approximately 23,800 employees on December 31, 2025, from its 2025 10-K, filed February 3, 2026. It doesn't report headcount quarterly. In the third quarter of 2026 it carried out a global workforce reduction as part of a reorganization announced in April 2026, and the 10-Q gives no role count, so the effect will first show in the December 31, 2026 figure in next year's 10-K.
How many PayPal employees are in the United States?
About 9,600 on December 31, 2025, according to the 2025 10-K, or about 40% of the 23,800 total. That's up from about 8,900 a year earlier, even though total headcount fell. In 2018, about 11,500 of PayPal's 21,800 employees were in the United States. Regionally, 46% of employees are in the Americas, 42% in Asia-Pacific and 12% in Europe and the Middle East.
How many employees has PayPal laid off?
PayPal doesn't give role counts in its 10-Ks, but it describes global workforce reductions in 2023 ($122 million of charges), 2024 ($307 million) and the third quarter of 2026 ($152 million, with about $340 million of expected annual savings). Headcount fell from about 30,900 at the end of 2021 to about 23,800 at the end of 2025.
What is PayPal's revenue per employee?
About $1.39 million in 2025, by our calculation: $33,172 million of net revenues divided by about 23,800 employees at December 31, 2025, both from the 2025 10-K. In 2024 it was about $1.30 million. The figure has risen because revenue grew while headcount fell. Most revenue is transaction fees, which grow with payment volume rather than with headcount.
Does PayPal's employee count include Venmo?
PayPal's 10-K reports one global headcount for PayPal Holdings and doesn't break it down by brand, so Venmo, Braintree, Xoom and PayPal's other brands are covered by the single figure of about 23,800 rather than reported separately. There's no public count of Venmo employees in PayPal's filings, so any Venmo-only headcount you see elsewhere is an estimate rather than a company figure.
