Short answer
Use NAICS 541511, Custom Computer Programming Services, if you write, modify, test and support software for a particular client. Use 513210, Software Publishers, if you design, develop and sell your own software, including SaaS sold by subscription; it replaced 511210 in NAICS 2022. Companies that host other firms' applications or sell infrastructure or platform as a service use 518210. The SIC codes are 7371 for custom programming and 7372 for prepackaged software.
- Software Publishers moved from 511210 to 513210 in NAICS 2022; many lookup sites and old registrations still show 511210.
- The Census definition of 513210 covers publishers who sell "through subscriptions and/or downloads," so a SaaS company is a publisher.
- 541511 had 68,051 establishments in 2023, 72.0% with fewer than five employees; 513210 had 18,425 averaging 54.9 employees.
- SBA size standards: $34.0 million for 541511, $47.0 million for 513210, $40.0 million for 518210.
- Federal contract obligations under 541511 were $10.28 billion in fiscal 2025, against $1.54 billion under 513210.

This page is for founders, agencies and finance teams choosing a code for a bank account, an SBA or state application, SAM.gov or a customer's vendor portal, and for sellers building lists of software companies. If you advise on or integrate technology rather than build it, the IT consulting code page covers 541512 and its neighbors.
The software development codes
| NAICS 2022 | Official title | What it covers | Establishments, 2023 | Employees per establishment |
|---|---|---|---|---|
| 541511 | Custom Computer Programming Services | Writing, modifying, testing and supporting software for a particular customer, including custom web page design | 68,051 | 14.9 |
| 513210 | Software Publishers | Designing, developing and publishing your own software, sold by license, subscription or download; includes packaged apps, mobile apps and computer games | 18,425 | 54.9 |
| 518210 | Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services | Application hosting, cloud storage, infrastructure and platform as a service, data processing | 18,544 | 33.9 |
| 541512 | Computer Systems Design Services | Planning and designing systems that integrate hardware, software and communications, often with installation and training | 58,113 | 13.2 |
| 541519 | Other Computer Related Services | Software installation, disaster recovery and other computer services | 13,275 | 12.7 |
Employees per establishment is our calculation from County Business Patterns.
Custom or published: the rule that decides
The Census Bureau's cross-references draw one line through all of software: who the software is for.
- Built to one client's needs, the client owns or directs the result: 541511. The definition says "to meet the needs of a particular customer." Agencies, dev shops, contract developers and staff-augmentation firms that write code belong here.
- Built once and sold to many as your product: 513210. Publishers "may design, develop, and publish, or publish only," and may distribute "through subscriptions and/or downloads." That covers a SaaS company selling its own application.
- Running computing for others, not publishing software: 518210. Its examples include application hosting, platform as a service and infrastructure as a service, and its definition excludes software publishing.
If you do more than one, classify by the activity with the most revenue and list the others as secondary codes. A product company with a services arm that earns less than the subscriptions is still 513210.
| If your business mainly... | Use | Not |
|---|---|---|
| Builds apps, websites or integrations for clients | 541511 | 513210 |
| Sells its own SaaS product by subscription | 513210 | 518210 or 541511 |
| Publishes mobile apps that aren't built for a client | 513210 | 541511 |
| Develops and publishes computer games | 513210 | 541511 |
| Hosts other companies' applications or sells IaaS or PaaS | 518210 | 513210 |
| Designs integrated systems of hardware, software and networks | 541512 | 541511 |
| Designs robotics software and automation applications | 541511 | 541512 |
| Installs software or provides disaster recovery | 541519 | 541511 |
| Resells packaged software without publishing it | A wholesale (42) or retail (44 to 45) code | 513210 |
| Teaches programming | 611420 Computer Training | 541511 |
| Runs an online gaming site without publishing the games | 516210 Media Streaming Distribution Services, Social Networks, and Other Media Networks | 513210 |
Robotics engineering design for factories goes to 541330, Engineering Services, under 541512's cross-references; the 541511 index keeps robotics software design and development in 541511.
The 2022 change: 511210 is now 513210
NAICS 2022 moved Software Publishers from 511210 to 513210, in a new subsector 513, Publishing Industries. The definition carried over, and the County Business Patterns figures above are reported under 511210, because CBP 2023 still uses NAICS 2017 codes. If your SAM.gov profile, bank file or insurance policy says 511210, update it.
The SIC codes for software
From the Census concordances:
| SIC 1987 | Title | NAICS 2022 |
|---|---|---|
| 7371 | Computer Programming Services | 541511 |
| 7372 | Prepackaged Software | 513210 (publishing); 334610 (mass reproduction of software) |
| 7373 | Computer Integrated Systems Design | 541512 |
| 7374 | Computer Processing and Data Preparation and Processing Services | 518210 |
| 7379 | Computer Related Services, NEC | 541512 (systems consultants), 518210 (disk conversion), 541519 (the rest) |
So the SIC code for software development is 7371 for custom work and 7372 for a software company. The SEC uses 7372, Services-Prepackaged Software, for most public software companies, plus 7370, 7371, 7373 and 7374, and its labels don't always follow the business model, as the table below shows. Look up any other pair in the NAICS to SIC converter.
How many software businesses there are
County Business Patterns 2023 counts 18,425 software publisher establishments with 1,011,187 employees and $203.7 billion in annual payroll, about $201,430 per employee. Custom programming has nearly the same headcount spread across almost four times as many establishments: 68,051 establishments, 1,012,250 employees and $125.8 billion in payroll, about $124,250 per employee (both our calculations).
| Employees | 541511 establishments | Share |
|---|---|---|
| Fewer than 5 | 49,009 | 72.0% |
| 5 to 9 | 6,850 | 10.1% |
| 10 to 19 | 4,795 | 7.0% |
| 20 to 49 | 4,044 | 5.9% |
| 50 to 99 | 1,600 | 2.4% |
| 100 to 249 | 1,135 | 1.7% |
| 250 or more | 618 | 0.9% |
The top states for custom programming are California (10,962 establishments), Texas (6,411), Florida (4,839), Virginia (4,080) and New York (3,559). For software publishers they're California (3,890), Texas (1,302), New York (1,264), Florida (908) and Washington (860). CBP counts locations with paid employees, not companies, and leaves out solo developers with no staff.
SBA size standards and federal spending
From SBA's table effective 17 March 2023, still current in the eCFR on 28 October 2026, in average annual receipts: 541511, 541512 and 541519 are $34.0 million, 518210 is $40.0 million and 513210 is $47.0 million. A footnote to 513210 says federal purchases of software subject to a waiver of the nonmanufacturer rule are classified under 513210. IT value-added resellers have their own 150-employee standard as an exception under 541519.
Federal contract obligations from USAspending.gov show where the government buys:
| NAICS | FY2024 | FY2025 |
|---|---|---|
| 541512 Computer Systems Design | $33.37 billion | $31.70 billion |
| 541519 Other Computer Related | $25.30 billion | $24.86 billion |
| 541511 Custom Programming | $10.78 billion | $10.28 billion |
| 518210 Computing Infrastructure | $3.05 billion | $3.35 billion |
| 513210 Software Publishers | $0.96 billion | $1.54 billion |
Each solicitation carries one code chosen by the contracting officer, and you're judged against that code's standard, so a software company registered only as 513210 can miss custom development bids posted under 541511.
Where the code is used, and what a wrong one costs
- Tax returns. Schedule C shortens these to 513000 (publishing industries) and 541510 (computer systems design and related services); Form 1120 lists 513210, 541511, 541512 and 518210 separately.
- Banks, insurers and investors. A SaaS company filed as 541511 looks like a services firm, which changes how lenders and underwriters read its revenue and risk.
- Market research. Analysts and acquirers screen by code; a product company sitting in 541511 drops out of software publisher screens.
Finding software companies by code
EDGAR lists public companies by SIC: 7372 prepackaged software, 7371 computer programming and 7374 computer processing. Examples from their latest 10-Ks:
| Company | SEC SIC | Revenue, latest fiscal year | What the filing shows |
|---|---|---|---|
| Microsoft (Redmond, WA) | 7372 | $331,839 million, year ended 30 June 2026 | $267,143 million from service and other revenue |
| Salesforce (San Francisco, CA) | 7372 | $41,525 million, year ended 31 January 2026 | 95% from subscription and support |
| Cognizant (Teaneck, NJ) | 7371 | $21,108 million, 2025 | "Professional services" that modernize clients' technology |
| Workday (Pleasanton, CA) | 7374, a data processing code | $9,552 million, year ended 31 January 2026 | $8,833 million from subscription services |
| EPAM Systems (Newtown, PA) | 7371 | $5,457.1 million, 2025 | Digital engineering, cloud and AI-enabled transformation services |
Workday sells its own subscription software, which NAICS would put in 513210, yet the SEC files it under data processing. Private software firms don't appear on EDGAR at all; Bebop finds them from a description, such as vertical SaaS companies with 50 to 200 employees selling to hospitals.
Worked example
Illustrative example. The company and its figures are invented; the standards and counts are SBA's and the Census Bureau's.
Lattice Labs (lattice.example) builds custom apps for clients and has launched its own scheduling product. Last year: $1.8 million from client projects and $0.6 million in subscriptions.
- Today's code. Client work is 75% of revenue ($1.8 million of $2.4 million), so the primary code is 541511, with 513210 as a secondary code. SIC: 7371.
- When to switch. If subscriptions reach $2.0 million next year while client work stays at $1.8 million, the product earns more and the primary code becomes 513210 (SIC 7372).
- Size. Five-year average receipts of about $1.5 million are far under both standards, $34.0 million and $47.0 million, so Lattice can register as small under each.
- Bidding. With $10.28 billion obligated under 541511 in fiscal 2025, Lattice keeps 541511 in SAM.gov even after the switch, because most federal custom development is posted under it.
Next step: if you also advise clients on technology, compare the codes on the NAICS code for IT consulting page.

541511, Custom Computer Programming Services, for writing, modifying, testing and supporting software for particular clients. If you develop and sell your own software product, including by subscription, the code is 513210, Software Publishers. Companies that host applications or sell cloud infrastructure use 518210, and firms that design integrated hardware and software systems use 541512.
What is the NAICS code for a SaaS company?
513210, Software Publishers. The Census Bureau's 2022 definition says publishers may design, develop and publish software and may distribute it through subscriptions or downloads, which covers a company selling its own application as a service. Use 518210 only if you host or run infrastructure for other companies' software rather than publishing your own. Before 2022 the publisher code was 511210.
What is the SIC code for software development?
SIC 7371, Computer Programming Services, for custom software development; it maps to NAICS 541511. Software companies selling their own products use SIC 7372, Prepackaged Software, which maps to 513210. Systems integrators use 7373 and data processing firms 7374. The SEC uses 7372 for most public software companies, but some subscription software firms file under 7374.
What replaced NAICS code 511210?
513210, Software Publishers. NAICS 2022 created a new subsector, 513 Publishing Industries, and moved software publishing into it with the same definition. Census County Business Patterns 2023 still reports the industry under 511210 because it uses 2017 codes. Update any registration, policy or vendor profile that still shows 511210.
What is the SBA size standard for software companies?
$47.0 million in average annual receipts for 513210 Software Publishers, and $34.0 million for 541511 Custom Computer Programming Services, in SBA's table effective 17 March 2023. 518210 is $40.0 million. Receipts are averaged over five completed fiscal years and include affiliates. On a federal bid, the standard for the code on the solicitation is the one that applies.
