Tampa Bay construction at a glance
County Business Patterns (CBP) 2023, construction sector (NAICS 23), with Florida's other large metros for comparison:
| Measure | Tampa-St. Petersburg-Clearwater metro | Orlando metro | Jacksonville metro |
|---|---|---|---|
| Establishments | 9,077 | 8,635 | 5,066 |
| Employees | 85,237 | 84,306 | 46,979 |
| Annual payroll | $5,471,299,000 | $5,593,176,000 | $3,366,212,000 |
| Average employees per establishment | 9.4 | 9.8 | 9.3 |
| Average annual pay | $64,189 | $66,344 | $71,654 |
| Share of US establishments | 1.11% | 1.06% | 0.62% |
Tampa has the most construction establishments and jobs of the three, but the lowest average pay.
Hillsborough, Pinellas, Pasco and Hernando
| County | Establishments | Employees | Average size |
|---|---|---|---|
| Hillsborough County, Florida | 4,393 | 48,880 | 11.1 |
| Pinellas County, Florida | 2,793 | 23,121 | 8.3 |
| Pasco County, Florida | 1,380 | 10,223 | 7.4 |
| Hernando County, Florida | 511 | 3,013 | 5.9 |
Hillsborough (Tampa) has 48.4% of establishments and 57.3% of jobs, so the bigger firms cluster there. Pinellas (St. Petersburg and Clearwater) has the second-largest base, with smaller firms on average.
Firm sizes
| Employees | Establishments |
|---|---|
| 1 to 4 | 6,235 |
| 5 to 9 | 1,234 |
| 10 to 19 | 761 |
| 20 to 49 | 554 |
| 50 to 99 | 178 |
| 100 to 249 | 91 |
| 250 to 499 | 18 |
| 500 to 999 | 4 |
| 1,000 or more | Not published |
In bands: 8,230 have 1 to 19 employees (90.7%), 732 have 20 to 99 (8.1%), and the published classes of 100 or more add up to 113. The 1,000-or-more cell isn't published because it holds fewer than three establishments; the published classes sum to 9,075, two short of the total.
The trades lead
| Type of work (NAICS) | Establishments | Employees |
|---|---|---|
| Specialty trade contractors (238) | 6,322 | 60,984 |
| Including building equipment: electrical, plumbing, HVAC (2382) | 2,378 | 29,392 |
| Including building finishing: drywall, painting, flooring (2383) | 1,916 | 12,685 |
| Including foundation, structure and exterior: concrete, roofing, masonry (2381) | 1,120 | 11,435 |
| Construction of buildings (236) | 2,381 | 14,394 |
| Including residential building (2361) | 1,930 | 9,059 |
| Including nonresidential building (2362) | 451 | 5,335 |
| Heavy and civil engineering (237) | 374 | 9,859 |
Specialty trades are 69.6% of establishments and 71.5% of jobs. Building equipment contractors are the largest group by both measures.
What the count leaves out
CBP counts establishments with paid employees. One company with offices in Tampa and Clearwater counts as two, and self-employed contractors with no payroll are excluded. Architects, engineers and suppliers fall outside sector 23. Employment is for the pay period including March 12, and the Census Bureau flags the finishing contractors' employment figure as moderately adjusted for confidentiality. Apart from the unpublished size cell, nothing above is withheld.
Demand to watch: condo milestone inspections
Section 553.899 of the Florida Statutes, passed in 2022 and amended each year since, requires owners of residential condominium and cooperative buildings three or more habitable stories tall to have a milestone inspection by December 31 of the year the building turns 30, and every 10 years after. A local building department can move the first inspection to 25 years where conditions such as proximity to salt water call for it. In a coastal metro like Tampa Bay, that creates a steady flow of structural repair, concrete restoration and waterproofing work, and the contractors who do it are a distinct segment worth listing separately.
Licensing in Tampa Bay: the state, plus Pinellas
Florida licenses contractors through the Department of Business and Professional Regulation. A certified contractor can work anywhere in the state; a registered contractor only in the jurisdictions where it holds a local competency card.
Pinellas County adds its own layer. The Pinellas County Construction Licensing Board (PCCLB), which has licensed contractors since 1973, governs county-certified contractors in a wide range of trade classifications and specialties. Its search notes that state-certified contractors are no longer required to register with the board. It also reminds homeowners that journeymen work under a licensed contractor and can't be hired directly.
How to vet a Tampa Bay contractor
- State license: search the DBPR license search and check the category covers the job.
- Pinellas trades: for county-certified specialty contractors, use the PCCLB contractor search by name, license number, license type or city.
- Insurance: ask for general liability and workers' compensation certificates, or a workers' compensation exemption. Pinellas reminds owners that contractors working on or over water also need USL&H coverage.
- Permits: in the City of Tampa, look up recent permits through the city's Construction Services online permitting.
- For condo work: ask how many milestone repair projects the firm has completed and talk to the boards it did them for.

Who to approach, and how
With 90.7% of establishments under 20 employees, the owner is usually the buyer, often reachable only early or late in the day. At the 732 mid-sized firms, the operations manager and estimator matter as much as the owner. For restoration contractors, the project manager who runs condo jobs is often the person who picks materials and subcontractors.
- Pick one segment: restoration and waterproofing, building equipment trades, or residential builders in Pasco and Hernando.
- Build the list from DBPR and PCCLB license types, then add ABC members.
- Find the decision maker and a current reason to write; our guide to finding decision makers covers the first part. Bebop finds companies that match a plain description and researches each account, which helps with the second.
- Send short, specific messages and follow up by phone within the week.
Example: a materials supplier and the milestone cycle
Illustrative example. The company and figures are invented to show the method.
Gandy Restoration Supply (gandysupply.example) sells concrete repair mortars and waterproofing membranes. Its rep builds a list of 120 restoration and waterproofing contractors in Pinellas and Hillsborough from license searches and the ABC directory. If 10% agree to a product trial and half of those switch one product line worth an illustrative $40,000 a year each, six accounts add $240,000 a year.
Subject: Repair mortar for your milestone jobs Hi [first name], I saw [company] is working on [building or association] in [city]. With milestone inspections turning up repair lists on coastal condo buildings, most restoration crews I talk to are short on two things: lead time and product that cures fast in humid weather. We stock [product] in Tampa with next-day delivery to the beaches. Would a free trial bucket for your next balcony repair be useful? [Your name]

For state-certified contractors, use the Florida DBPR license search; the Pinellas County Construction Licensing Board says they no longer need to register with it.
