Short answer
Arizona had 4,070 insurance establishments in 2023, employing 82,433 people at an average pay of $81,547 (Census County Business Patterns, NAICS 524), 12th among the states. 849 are carriers employing 50,176 people; 3,221 are agencies, brokers, adjusters and administrators. No SEC-listed insurer is headquartered in Arizona. The Department of Insurance and Financial Institutions (DIFI) licenses insurers and agents; the NAIC's Consumer Insurance Search shows any insurer's licences and complaint record.
- Carriers employ 61% of Arizona's insurance workers; 123 insurance establishments have 100 or more employees.
- Arizona ranks fifth for title insurer establishments (174), sixth for health insurers (204) and seventh for third-party administrators (210).
- The Census Bureau assigns 19,096 Arizona insurance jobs to no county at all, a quarter of the state total.
- Maricopa County has 2,893 insurance establishments and Pima County 526; Tucson's average insurance pay is $61,135.
- Agencies and brokerages average 4.9 employees each; 2,920 of the state's establishments have fewer than five.

Arizona insurance at a glance
County Business Patterns 2023, NAICS 524 (Insurance Carriers and Related Activities), Arizona:
| Measure (2023) | Arizona |
|---|---|
| Establishments | 4,070 |
| Employees | 82,433 |
| Annual payroll | $6,722,163,000 |
| Average employees per establishment | 20.3 |
| Average annual pay | $81,547 |
| Share of US establishments | 2.31% of 176,459 |
| Rank among states by establishments | 12th |
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 2,920 |
| 5 to 9 | 573 |
| 10 to 19 | 222 |
| 20 to 49 | 166 |
| 50 to 99 | 66 |
| 100 to 249 | 66 |
| 250 to 499 | 28 |
| 500 to 999 | 16 |
| 1,000 or more | 13 |
So 3,715 establishments have fewer than 20 employees, 232 have 20 to 99 and 123 have 100 or more. The count is of establishments with paid employees, not companies, and leaves out self-employed agents. Codes are NAICS 524 and subcodes, 2017 basis.
Where Arizona's insurance jobs are
The county file shows a quirk worth knowing. Maricopa County has 2,893 establishments and 55,696 employees and Pima County 526 and 5,142, but 133 establishments with 19,096 employees are coded "statewide" (county code 999) rather than to any county. Whatever those operations are, they're a quarter of Arizona's insurance employment, and county or metro figures leave them out.
By type, from our tabulation of the state file:
| Segment | NAICS | Establishments | Employees | US rank by establishments |
|---|---|---|---|---|
| All carriers | 5241 | 849 | 50,176 | 9th |
| Property and casualty insurers | 524126 | 350 | 27,120 | |
| Health and medical insurers | 524114 | 204 | 17,788 | 6th |
| Title insurers | 524127 | 174 | not reported (high-noise) | 5th |
| Life insurers | 524113 | 100 | not reported (high-noise) | |
| Agencies and brokerages | 524210 | 2,845 | 14,065 | |
| Third-party administrators | 524292 | 210 | not reported (high-noise) | 7th |
| Claims adjusters | 524291 | 85 | 831 |
"Not reported" means the Census Bureau published the figure but flagged it as high-noise: its confidentiality noise changed the value by 5% or more. Two specialties stand out. Title insurance follows home sales, and Arizona has more title insurer establishments than all but four states. Third-party administration matters because NAICS 2022 explicitly places pharmacy benefit management in this code, so benefits administrators and pharmacy benefit operations count here, not under carriers.
Carriers average 59.1 employees per establishment and paid $85,790 on average; agencies and brokerages average 4.9 employees and paid $81,320.
Why there's no head-office list
Neither the data file nor EDGAR shows an SEC-listed insurer with an Arizona head office. The large employers here are operations of insurers headquartered in other states and private or mutual companies, and the Census Bureau doesn't publish employers' names. To see who the biggest groups are nationally, use the largest insurance companies in the US; to see which of them operate in Arizona, use the regulator's records below.
How to check an insurer or agent in Arizona
- Confirm the regulator. Arizona Revised Statutes section 20-101 establishes the Department of Insurance and Financial Institutions, "known as DIFI", under a director whose powers and duties are set out in section 20-142. Its website is difi.az.gov.
- Look up the licence. Search the company or agent by name before you buy. A company licensed in Arizona can have a slightly different legal name from its brand, and groups often have several companies.
- Read the complaint record. The NAIC's Consumer Insurance Search reports complaints, licences and financial health for each insurer, which lets you compare an Arizona-licensed company's record across states.
- Ask the agent which company writes the policy. An independent agency in Arizona usually represents several carriers. The Independent Insurance Agents & Brokers of Arizona, based in Phoenix, has a find-an-agent directory.
Working in Arizona insurance
With 123 establishments of 100 or more employees, Arizona has more large insurance sites than its head-office count suggests. Pay varies by place: Tucson's 526 establishments paid an average of $61,135, against $81,547 statewide.
Selling to Arizona insurers
| Target | Count | Usually decides |
|---|---|---|
| Large carrier operations (100+ employees) | 123 establishments | Site leader, operations director, regional HR |
| Title insurers and agencies | 174 title insurer establishments | Branch or underwriting manager |
| Benefits and pharmacy administrators | 210 establishments | Operations or client service lead |
| Agencies and brokerages | 2,845 establishments | Owner or principal |

Illustrative example. The company and its numbers are invented; the counts come from the tables above.
Saguaro Skills (saguaroskills.example) runs licensing prep and onboarding courses for new claims and service staff.
- List the sites: 123 establishments with 100 or more employees.
- Do the arithmetic: reaching an HR or training lead at 60% gives 74 conversations. If 10% run a pilot cohort, that's 7; if 4 renew at $40,000 a year, that's $160,000.
- Use the local network: the Arizona Chamber of Commerce & Industry covers the state's large employers.
Finding the site leader for each operation is the slow part; Bebop researches each company in a list and suggests who to contact.
Subject: New-hire licensing at your Arizona site Hi [first name], Service and claims sites in Arizona tell us the expensive weeks are the ones between hiring someone and getting them licensed. We run exam prep and onboarding for cohorts of 10 to 40, on site or online, and report pass rates back to you. Would it help to compare your last cohort's time to licence with ours? [Your name]

Questions people ask
How many insurance companies are in Arizona?
Census County Business Patterns counted 4,070 insurance establishments in Arizona in 2023, employing 82,433 people, which ranks the state 12th. 849 are carrier establishments and 3,221 are agencies, brokers, claims adjusters and administrators. Many more insurers are licensed to sell in Arizona without an office there, so check the regulator's records for a specific company.
Are any insurance companies headquartered in Arizona?
No SEC-listed insurer gives an Arizona head office in its filings. Arizona's large insurance employers are operations of companies headquartered elsewhere and private or mutual insurers, which don't file with the SEC. Census data show 123 insurance establishments in the state with 100 or more employees, but the Census Bureau doesn't say which companies run them; check DIFI's records for a specific insurer.
Who regulates insurance companies in Arizona?
The Arizona Department of Insurance and Financial Institutions, known as DIFI, regulates insurers and insurance producers. Arizona Revised Statutes section 20-101 establishes it under a director, and section 20-142 sets out the director's powers and duties. Check a company or agent with DIFI before you buy. For an insurer's complaint record across states, the NAIC's Consumer Insurance Search is a useful second check.
Why are so many title insurance companies in Arizona?
County Business Patterns counted 174 title insurer establishments in Arizona in 2023, fifth among the states behind California, Texas, Florida and Illinois. Title insurance is bought with home purchases and refinancing, so the number of title offices tends to follow the housing market. The Census Bureau flags Arizona's title employment figure as high-noise, so we don't report it.
