Insurance companies in Chicago: seven listed headquarters, 5,317 offices and how to check them

Chicago is a headquarters town for insurers and an even bigger one for the businesses around them: brokers, wholesalers and claims administrators. Carriers employ fewer people in the metro than the agencies and service firms do, which is unusual for a city with this many insurance head offices.

The Chicago metro had 5,317 insurance establishments with paid employees in 2023, employing 126,758 people, according to Census County Business Patterns. 898 were carriers and 3,944 were agencies and brokerages. Seven SEC-listed insurance companies are headquartered there: Allstate (Northbrook), CNA, Arthur J. Gallagher (Rolling Meadows), Old Republic, Kemper, Ryan Specialty and Kingsway. The Illinois Department of Insurance licenses insurers and agents and publishes complaint ratios.

This page is for people searching for Chicago insurance companies for different reasons: to buy coverage or chase a claim, to find a job at a carrier or broker, or to sell technology, data and services into the industry. It starts with the companies headquartered here, then the Census counts behind them, then how to check any insurer or agent in Illinois. It doesn't recommend carriers.

Insurance companies headquartered in Chicago

Seven SEC-registered listed insurance companies have their principal executive offices in the metro, according to the cover pages of their 2025 annual reports on Form 10-K:

CompanyHeadquartersBusiness, per its 10-KTotal revenue, 2025
AllstateNorthbrookPersonal property and casualty; over 27,400 exclusive agents and licensed sales professionals in the US$67.69 billion
CNA FinancialChicagoMainly commercial property and casualty, sold mainly through independent agents; about 92% owned by Loews$14.99 billion
Arthur J. GallagherRolling MeadowsInsurance and reinsurance brokerage, consulting and claims administration$13.94 billion
Old Republic InternationalChicagoSpecialty insurance and title insurance$9.14 billion
KemperChicagoPersonal and commercial auto insurance, plus life insurance$4.79 billion
Ryan SpecialtyChicagoWholesale brokerage and delegated underwriting for specialty risks$3.05 billion
Kingsway Financial ServicesChicagoExtended warranty and a portfolio of acquired business services companies$135.0 million

Revenue is total revenue as reported. Three of the seven are distributors rather than insurers: Gallagher and Ryan Specialty earn commissions and fees, and much of Kingsway's business is outside insurance. Many large Chicago-area insurers aren't listed, and some listed groups with big Chicago offices are headquartered elsewhere, so this is a starting list, not a complete one. How big Chicago's insurance industry is

County Business Patterns 2023 covers the Chicago-Naperville-Elgin metro (CBSA 16980), which runs into northwest Indiana. Pay figures divide each segment's payroll by its employees (our calculation).

The carrier total also includes 149 title insurers, whose employment the Census Bureau flags as high-noise, plus small groups of other direct insurers and reinsurers. The metro has 3.01% of the country's 176,459 insurance establishments and a payroll of $10.9 billion.

The administrators. The 152 third-party administrator establishments (claims processing and benefits administration for insurers, employer plans and self-insured funds) employ 49,698 people, more than the metro's carriers. Their average pay of $28,020 is a quarter of the agency figure, which drags the all-insurance average down to $85,944. The Census Bureau doesn't publish which firms these are. Leave them out and the rest of Chicago insurance pays far more than the headline suggests.

Checking an insurer or agent in Illinois

Chicago's insurers and agents are regulated by the Illinois Department of Insurance (IDOI), which publishes company-level complaint ratios every year.

  1. The agent or agency. IDOI's Agent Lookup sends you to the NAIC's State Based Systems lookup: set the jurisdiction to Illinois and the search type to Licensee, choose individual (agent) or business entity (agency), and search by name. Advanced criteria let you search by city or ZIP code. Check that the license shows Active, and look at the agent's lines of authority, which say what kinds of insurance they may sell. Agency records don't show lines of authority.
  2. The company. IDOI's company lookup application gives general information and rate filings by company; match the exact legal name on your policy, since groups such as Allstate write through several companies.
  3. The complaint record. IDOI publishes an annual Consumer Complaints Ratio Report. In 2025, claims handling accounted for 64.8% of the reasons consumers gave, policyholder service 16.3%, underwriting 14.4% and marketing and sales 4.5% (one complaint can cite several reasons). The report lists companies with five or more complaints in each line and divides complaints by Illinois earned premium, so a large insurer with many complaints can still have a low ratio. The NAIC's Consumer Insurance Search gives a national view of the same company.
  4. A problem. Go to the company first, then file through IDOI's How to File a Complaint page.

Selling to Chicago insurers, brokers and administrators

The metro gives a seller three distinct markets. Carriers buy core systems, data, analytics, cloud and security services, and contract talent, with buying committees in IT, claims and underwriting. Brokers, from Gallagher and Ryan Specialty down to 2,825 agencies with fewer than five employees, buy agency management and CRM systems, submission and quoting tools, marketing and acquisition finance. Third-party administrators buy claims platforms, document processing and contact-center staffing. CNA's 10-K says it sells mainly through independent agents, and Allstate's runs on exclusive agents, so the agency count matters even if you only sell to carriers.

Illustrative example. The company, rates and results are invented.

Lakefront Secure (lakefront-secure.example) sells managed security services to mid-size brokers. It targets metro agencies and brokerages with 20 to 249 employees: 111 plus 36 plus 27, or 174 establishments. It keeps those that look independent rather than branches of a national broker, an assumed 60%, or about 104. Outreach to each operations or IT lead, at a 7% reply rate, gives 7 meetings; two contracts at $4,000 a month come to $96,000 a year. Sorting 174 offices into independents and branches is the research job Bebop does from a plain-language description.
