On this page
This page is about Cleveland, Ohio (searches for Cleveland, Tennessee and Cleveland, Mississippi turn up the same phrase). It is for residents and businesses buying insurance or sorting out a claim, people looking for insurance work in Northeast Ohio, and companies that sell to insurers and agencies. It covers who is based here, how big each side of the industry is, how to check a company or agent with the state, and how to sell into the market. It doesn't recommend carriers.
Progressive and the rest of the carriers
Progressive's 2025 10-K gives its principal executive offices as 300 North Commons Blvd., Mayfield Village, and reports total revenue of $87.67 billion. It is the only SEC-listed insurance company headquartered in the metro. Two lines from that filing matter locally. Progressive's agency business runs through "more than 40,000 independent insurance agencies" across the country, plus brokerages in New York and California, and the agency channel wrote 43% of its personal vehicle premiums in 2025 and 72% of its personal property premiums. So even Cleveland's largest direct-to-consumer brand depends on agents.
Other insurers are run from the area too. Tennessee's list of licensed insurers (as of 30 September 2026), which records each company's state of charter and main office, shows 17 Ohio-chartered companies managed from Mayfield Village, Cleveland or Independence. Eleven are managed from Mayfield Village, nine of them carrying the Progressive name, including Progressive Casualty Insurance Company and Progressive Direct Insurance Company. The others include MedMutual Life Insurance Company, Family Heritage Life Insurance Company of America and Progressive Life Insurance Company in Cleveland, and Evergreen National Indemnity Company and Radian Title Insurance Inc. in Independence. That list covers only insurers licensed in Tennessee, so it is a floor, not a census. For where Progressive ranks nationally, see the largest insurance companies in the US.
Carriers versus agencies, in numbers
County Business Patterns 2023, Cleveland, OH metro (CBSA 17410). Average pay divides payroll by employees; the arithmetic is ours.
| Segment | NAICS | Establishments | Employees | Average pay |
|---|---|---|---|---|
| Insurance carriers | 5241 | 180 | 17,382 | $108,763 |
| Property and casualty insurers | 524126 | 86 | 12,457 | $118,175 |
| Health and medical insurers | 524114 | 21 | 2,776 | $90,984 |
| Life insurers | 524113 | 46 | 1,746 | $74,522 |
| Agencies and brokerages | 524210 | 865 | 5,642 | $84,490 |
| Third-party administrators | 524292 | 47 | 1,660 | $63,196 |
| All insurance | 524 | 1,125 | 24,868 | $100,104 |
The carrier total also includes 23 title insurers whose employment is flagged as high-noise. Property and casualty carriers are the core: 86 establishments with 12,457 employees, four of them with 1,000 or more. Carriers average 96.6 employees per establishment; agencies 6.5.
| Employees at the establishment | Establishments |
|---|---|
| 1 to 4 | 751 |
| 5 to 9 | 176 |
| 10 to 19 | 92 |
| 20 to 49 | 54 |
| 50 to 99 | 22 |
| 100 to 249 | 13 |
| 250 to 499 | 8 |
| 500 to 999 | 2 |
| 1,000 or more | 7 |
The 500 to 999 figure is derived: the Census Bureau doesn't publish that cell for the metro, so it is the total less the published classes. In all, 1,019 establishments have fewer than 20 employees, 76 have 20 to 99 and 30 have 100 or more. The metro holds 0.64% of the country's insurance establishments, with a payroll of $2.5 billion.
| County | Establishments | Employees |
|---|---|---|
| Cuyahoga | 761 | 20,658 |
| Lorain | 111 | 585 |
| Lake | 90 | 401 |
| Medina | 78 | not reported (high-noise figure) |
| Geauga | 53 | 270 |
| Ashtabula | 32 | 124 |
Medina's employee count is published but flagged: the noise the Census Bureau adds for confidentiality changed it by 5% or more. Cuyahoga has 153 of the metro's 180 carrier offices and 14,710 of its carrier jobs. These counts are establishments with paid staff, so a sole agent with no employees isn't in them.
Checking an Ohio insurer or agent
The Ohio Department of Insurance (ODI) regulates both sides from its Columbus office.
- Agents and agencies: ODI's Agents and Agencies page links its Agent/Agency Locator, which shows whether a producer or agency is licensed in Ohio.
- Insurers: the same page links ODI's Authorized Companies search. Look up the exact company on your policy: the Progressive name alone appears on ten Ohio-chartered insurers in Tennessee's registry.
- Complaint record: the NAIC's Consumer Insurance Search gives complaint, license and financial information by company, using the complaints state regulators report.
- A dispute: contact the company first, then use ODI's online Submit an Insurance Complaint form or call Consumer Services at 800-686-1526.
Insurance jobs in Cleveland
Average pay across the industry was $100,104 in 2023, with property and casualty carriers at $118,175, above the national carrier average of $107,137 (our calculation). Agencies pay $84,490, a little under the national agency average of $90,831. With all seven 1,000-plus offices on the carrier side, corporate roles in claims, underwriting, data and IT are concentrated in a handful of Cuyahoga County sites.
Selling to Cleveland's agencies and carriers
The agency side is the open market: 865 agencies, 621 of them with fewer than five employees, run by owners who buy agency management systems, payment and billing tools, quoting software, websites and marketing. The Ohio Insurance Agents association is one place they meet. ODI's Agents and Agencies page also links a tool to create an agent and agency mailing list. The carrier side is few, large buyers with formal procurement, security reviews and long cycles.
Illustrative example. The company, rates and results are invented.
Cuyahoga Pay (cuyahoga-pay.example) sells online premium payment and billing for agencies that bill commercial clients directly. It targets Cleveland-metro agencies with 5 to 49 employees: 137 plus 62 plus 28, or 227. It keeps the ones with commercial lines practices, an assumed 50%, or about 114. A two-step sequence to each owner, at a 6% reply rate, gives 7 conversations; two clients at $9,000 a year add $18,000 in annual revenue. Finding which of 227 agencies write commercial accounts is the research Bebop does for each one.
