Insurance companies in Jacksonville: a title insurance head office, health insurers and Duval County's carrier jobs

Jacksonville is a carrier town disguised as a mid-size market: fewer than a thousand insurance establishments, but large ones, and the head office of Fidelity National Financial, which calls itself one of the nation's largest title insurance companies. Almost all of it is in Duval County.

That's 36 establishments with 100 or more employees in a metro of 914. Remember that these are workplaces with a payroll, not companies, and that sole agents without staff are missing. The shape is unusual. Health insurers alone employ more people than all 620 agencies and brokerages. Third-party administrators, which handle claims and plan administration for insurers and employers, average about 110 employees per establishment. Title insurers (31 establishments) have an employee figure the Census Bureau flags as high-noise, so it isn't shown; Fidelity National Financial's own headcount is in its 10-K below.

Fidelity National Financial

FNF's 10-K for 2025 gives its head office as 601 Riverside Avenue, Jacksonville, in facilities it owns. It describes itself as one of the nation's largest title insurance companies, operating through underwriters including Fidelity National Title Insurance Company, Chicago Title Insurance Company and Commonwealth Land Title Insurance Company, and it also owns the annuity and life insurer F&G, which is headquartered in Des Moines.

How to check an insurer or agent from Jacksonville

Florida divides the work between two agencies, so use the right one:

  1. The insurer: the Office of Insurance Regulation's Active Company Search shows whether a company is authorized in Florida. OIR's site counts 4,876 insurance-related entities in the state.
  2. The agent or adjuster: the Department of Financial Services' Licensee Search covers agents, agencies and adjusters.
  3. Help with a claim or complaint: DFS's Division of Consumer Services runs "Get Insurance Help" and an insurance assistance line.
  4. The track record: the NAIC's Consumer Insurance Search reports complaints, licences and financial health for each insurer across states.

Illustrative example. The company, prices and rates are invented; the counts are from the Census table above.

First Coast Capture (firstcoastcapture.example) scans and indexes paper claims and enrollment documents.

  1. List: 31 third-party administrator establishments and 41 health insurer establishments in the metro: 72 sites.
  2. Arithmetic: reaching an operations leader at 65% gives 47 conversations. If 10% run a paid test batch, that's 5; 3 contracts at $55,000 a year bring $165,000.
  3. Start with Duval: nearly all the large sites are there.

Finding who runs mailroom and intake at each site is the slow part; Bebop researches each account in a list and suggests the person to contact.

Subject: Paper claims at your Jacksonville site

Hi [first name],

Administrators tell us paper still arrives for a share of claims and enrollments, and it's the share that misses turnaround targets.

We scan, index and push those documents into your claims system the same day, from a facility in Duval County.

Could I send you a cost per document for a test batch of 5,000?
