New York City's five boroughs had 2,439 insurance establishments in 2023, employing 58,397 people at an average pay of $175,535 (Census County Business Patterns, NAICS 524). Of those, 441 are carriers that underwrite risk and 1,998 are agencies, brokers, adjusters and administrators. Listed insurers with Manhattan head offices include MetLife, Travelers, AIG, Marsh McLennan and Oscar Health. Check any carrier or broker with the New York Department of Financial Services before you buy.

This page is for three kinds of reader: New Yorkers looking for coverage who want to know which firms actually stand behind a policy, people looking for insurance jobs, and sellers who want insurers as customers. It doesn't rank carriers for consumers. It shows what's here, where the official records are and how to check a company.
Carriers, brokers and everything in between
The Census Bureau splits insurance into two groups. Carriers (NAICS 5241) underwrite policies and pay claims. Agencies, brokerages and related services (NAICS 5242) sell policies on a carrier's behalf, adjust claims or administer plans. A storefront with an insurer's logo in Queens is usually an agency; the company that pays your claim is the carrier. Our tabulation of the 2023 County Business Patterns county file for the five boroughs:
| Business type | NAICS | Establishments, five boroughs | Employees, Manhattan only |
|---|---|---|---|
| All carriers | 5241 | 441 | 28,330 |
| Life insurers | 524113 | 112 | 12,151 |
| Property and casualty insurers | 524126 | 149 | 7,369 |
| Health and medical insurers | 524114 | 105 | 5,873 |
| Reinsurers | 52413 | 24 | 2,361 |
| Title insurers | 524127 | 39 | 549 |
| All agencies and related services | 5242 | 1,998 | 21,320 |
| Agencies and brokerages | 524210 | 1,762 | 13,013 |
| Third-party administrators | 524292 | 121 | 7,003 |
| Claims adjusters | 524291 | 76 | 573 |
Employees are shown for Manhattan because several outer-borough cells carry the Census Bureau's high-noise flag. County detail rows don't add exactly to the group totals. Every reinsurance establishment in the city is in Manhattan.
The size of the market
From the County Business Patterns 2023 data for Bronx, Kings, New York, Queens and Richmond counties, NAICS 524:
| Measure (2023) | New York City |
|---|---|
| Establishments | 2,439 |
| Employees | 58,397 |
| Annual payroll | $10,250,738,000 |
| Average employees per establishment | 23.9 |
| Average annual pay | $175,535 |
| Share of US insurance establishments | 1.38% of 176,459 |
| Borough (county) | Establishments | Employees |
|---|---|---|
| Manhattan (New York County) | 1,041 | 49,650 |
| Brooklyn (Kings County) | 587 | 3,087 |
| Queens (Queens County) | 584 | 4,271 |
| Staten Island (Richmond County) | 115 | 915 |
| The Bronx (Bronx County) | 112 | 474 |
By size, 1,549 establishments have 1 to 4 employees, 380 have 5 to 9 and 194 have 10 to 19. The Census Bureau doesn't publish the classes from 20 employees up for every borough, so they can't be added up; all we can say is that 316 establishments have 20 or more (the total less the published classes). Statewide, New York had 8,434 insurance establishments and 164,125 employees, so the city holds 29% of the establishments and 36% of the jobs.
County Business Patterns counts establishments with paid employees, not companies: one insurer with three Manhattan offices counts three times, and self-employed agents with no staff aren't counted. The NAICS codes used are 524 and its subcodes (2017 basis).

SEC-registered companies in insurance SIC codes whose latest 10-K gives a New York City head office, by 2025 total revenue as reported:
| Company | What it does | 2025 revenue | Employees (10-K) |

| MetLife | Life insurance, annuities, benefits | $77.1 billion | about 46,000 |
| Travelers | Property and casualty | $48.8 billion | about 34,000 |
| Marsh McLennan | Broking and consulting | $27.0 billion | more than 95,000 |
| AIG | Property and casualty | $26.8 billion | about 22,100 |
| Loews (owner of CNA) | Insurance holding company | $18.5 billion | about 13,100 |
| Oscar Health | Health insurance | $11.7 billion | about 2,305 |
| Equitable Holdings | Retirement, life, asset management | $11.7 billion | about 8,000 full-time |
| Voya Financial | Retirement and benefits | $8.2 billion | about 11,000 |
| Lemonade | Renters, home, pet, car and life | $737.9 million | 1,282 |
| Bowhead Specialty | Casualty and professional liability | $551.6 million | 296 |
| Ategrity Specialty | Excess and surplus lines | $424.3 million | 203 |
| Octave Specialty Group | Specialty MGAs and programs | $251.2 million | 483 (US, Bermuda, UK) |
Travelers is incorporated in Minnesota and EDGAR still shows a St. Paul business address, but its 10-K gives principal executive offices at 485 Lexington Avenue. CNA, Loews' insurer, is run from Chicago. EDGAR's address match also picked up several Chinese, Japanese and European insurers; their filings give head offices abroad, so they're left out. Mutual insurers and private brokers don't file 10-Ks. For the national ranking, see the largest insurance companies in the US.
How to check a carrier or broker in New York
- Licence. The Department of Financial Services (DFS), which supervises more than 1,900 insurance companies, runs an Insurance Company Search by NAIC number, group or DMV code. Agents, brokers and adjusters are in its separate Producer/Licensee Search, which shows whether a licence was issued and its number.
- Complaints. DFS ranks auto insurers by upheld complaints per million dollars of premium over two years; the 2025 report is the latest, with a history back to 2009 on Open Data NY. For other lines and other states, the NAIC's Consumer Insurance Search covers complaints, licences and financial health.
- Non-admitted insurers. If a broker places you with an excess and surplus lines insurer, the Excess Line Association of New York keeps the list of eligible insurers. New York excess line premium was $10.26 billion in fiscal 2025, by ELANY's count.
For job seekers: DFS requires a department-approved pre-licensing course before an agent, broker or public adjuster licence, and PSI Services runs the exams. The large employers are in the table above.
Selling to New York insurers
| Segment | How many | Who usually decides |
|---|---|---|
| Listed carrier and broker head offices | 12 above | Chief claims, underwriting or operations officer; procurement for large contracts |
| Specialty and E&S carriers | Bowhead, Ategrity, Octave and private peers | Heads of underwriting and claims; teams of 200 to 500 |
| Life insurers | 112 establishments; LICONY lists 53 domestic members | Chief compliance officer, head of distribution |
| Agencies and brokerages | 1,762 establishments | Owner or principal at small agencies |
| Third-party administrators | 121 establishments | Operations or client service lead |
Trade groups give you a member map: Big I New York for independent agents, the New York Insurance Association for property and casualty insurers (its members write nearly $14 billion a year), the Life Insurance Council of New York and ELANY. The Partnership for New York City convenes the city's large employers.
Worked example: claims intake software
Illustrative example. The vendor, prices and conversion rates are invented; the counts come from the Census and EDGAR figures above.
Five Boroughs Intake (fiveboroughsintake.example) sells software that reads first-notice-of-loss documents for commercial claims teams.
- Size the list. 149 property and casualty establishments and 24 reinsurers: 173 sites. Assume they belong to about 90 companies, since head offices often run several sites.
- Do the arithmetic. Reaching a claims operations leader at 60% of 90 gives 54 conversations. If one in ten agrees to a pilot, that's 5, and 2 contracts at $75,000 a year bring $150,000.
- Start with the specialists. Bowhead and Ategrity each report about 200 to 300 employees, so a vice president of claims is often the buyer, and a pilot doesn't need a global procurement cycle.
Working out who owns claims intake at 90 companies is the slow part; Bebop researches each account in a list and suggests the person to contact.
Subject: First notice of loss at [company] Hi [first name], [Company] writes [line] from its [Manhattan office], and specialty claims teams tell us the first 48 hours go to retyping broker submissions. We read loss notices and attachments into your claims system in minutes, with a person checking anything uncertain. Would a 20-minute look at your last month's intake volume be useful? Questions people ask
How many insurance companies are in NYC?
County Business Patterns counted 2,439 insurance establishments in New York City's five boroughs in 2023, with 58,397 employees. That includes 441 carrier establishments and 1,998 agencies, brokers, adjusters and administrators. The Census Bureau counts locations with paid staff, so a company with several offices counts more than once. Manhattan alone had 1,041 establishments and 49,650 employees.
What insurance companies are headquartered in New York City?
Listed insurers and brokers whose 2025 10-K gives a New York City head office include MetLife, Travelers, Marsh McLennan, AIG, Loews (CNA's parent), Oscar Health, Equitable Holdings, Voya Financial, Lemonade, Bowhead Specialty, Ategrity Specialty and Octave Specialty Group. MetLife was the largest by 2025 revenue, at $77.1 billion. Mutual and privately held insurers don't file with the SEC, so they aren't in this list.
How do I check if an insurance company is licensed in New York?
Use the Department of Financial Services' Insurance Company Search, which looks up insurers by NAIC number, group or DMV code. For an agent, broker or adjuster, use the DFS Producer/Licensee Search, which shows whether a licence was issued and its number. For auto insurers, DFS also publishes an annual complaint ranking based on upheld complaints per million dollars of premium.
Who are the big 5 insurance companies?
By 2025 property and casualty premiums written, the NAIC's market share report ranks State Farm first ($115.3 billion), then Progressive, Berkshire Hathaway, Allstate and Travelers ($43.2 billion). Together they wrote 33.04% of the US market. Of the five, only Travelers has its principal executive offices in New York City. Health and life insurers rank differently, so the answer depends on the measure.
What is the difference between an insurance carrier and a broker?
A carrier underwrites the policy: it takes the risk, collects the premium and pays claims. A broker or agent sells policies and is paid commission, usually by the carrier. The Census Bureau classifies carriers under NAICS 5241 and agencies and brokerages under 524210. In New York both need a DFS licence, and you can look either up on the DFS website.
