Insurance companies in Philadelphia: 3,250 offices across three states, who is based here and how to check them

Philadelphia's insurance industry is a suburban one. The city has the head offices people know by name, but Montgomery and Delaware counties together employ more insurance workers than Philadelphia County, and one metro spans three state regulators.

This is for anyone searching for insurance companies around Philadelphia: a household or business buying cover or disputing a claim, someone job hunting in insurance, or a vendor selling software, data or services to carriers and agencies. It maps where the insurers and agencies are across the metro's counties, names the companies based here from filings and state records, and explains how to check one in Pennsylvania, New Jersey or Delaware. It doesn't recommend carriers.

Where the insurance jobs are

The Philadelphia-Camden-Wilmington metro (CBSA 37980) covers parts of Pennsylvania, New Jersey, Delaware and Maryland. County Business Patterns 2023:

Montgomery and Delaware counties together employ 31,466 people in insurance, more than twice Philadelphia County's 14,915. Delaware County is the most concentrated: 41 carrier offices with 10,101 employees, an average of 246 each. Bucks County's carrier employment is published but flagged as high-noise, meaning the Census Bureau's confidentiality noise changed it by 5% or more. Montgomery County is also the agency and service hub, with 660 agency and related establishments employing 11,514.

Insurers headquartered in the area

Pennsylvania's Department of Labor and Industry ranks each county's 50 largest employers from Quarterly Census of Employment and Wages data. For the first quarter of 2026 it puts Independence Blue Cross 19th and ACE American Insurance Company 27th in Philadelphia County, and Lincoln National Life Insurance Co 26th in Delaware County. It also ranks insurance carriers as Philadelphia County's 19th-largest industry by employment (16th in 2023) and agencies and related services 35th.

Many carriers here are subsidiaries of groups based elsewhere. Tennessee's list of licensed insurers (as of 30 September 2026), which records each company's state of domicile and main office, shows 30 Pennsylvania-chartered companies run from Philadelphia, Blue Bell, Bala Cynwyd, Wayne, Radnor or King of Prussia. They include ACE American Insurance Company, Insurance Company of North America and Westchester Fire Insurance Company (Philadelphia), Philadelphia Indemnity Insurance Company and Penn-America Insurance Company (Bala Cynwyd), Pennsylvania Manufacturers Association Insurance Company and Aetna Health Inc. (Blue Bell), Colonial Penn Life Insurance Company and QCC Insurance Company (Philadelphia), Radian Guaranty (Wayne) and Essent Guaranty (Radnor). That list covers only insurers licensed in Tennessee. Average pay is our calculation. The metro has 2,862 establishments under 20 employees, 292 with 20 to 99 and 96 with 100 or more, and 1.84% of the country's insurance establishments, with a $7.6 billion payroll. The figures cover establishments with paid employees, so a carrier's Center City and Blue Bell offices count separately and sole agents without staff are missing.

Checking a company in three states

Which regulator you use depends on where the policy was sold, not where the insurer sits.

  1. Pennsylvania. The Insurance Department's Sircon search verifies licensed companies, producers and agencies. Its Consumer Complaint Comparison Tool lists consumer complaints against insurers by year (2020 to 2025) for accident and health, annuity, auto, homeowners, life and title. The Department itself cautions that a complaint doesn't necessarily mean the company did something wrong, and that you shouldn't choose on complaints alone. File complaints through its Consumer Services Online portal or at 1-877-881-6388. A separate Regulatory and Enforcement Action Search shows corrective actions.
  2. New Jersey (Burlington, Camden, Gloucester and Salem counties). The Department of Banking and Insurance runs a licensee search and takes complaints on 1-800-446-7467.
  3. Delaware (New Castle County). The Department of Insurance publishes an Active Companies List and a Licensee Lookup; its Consumer Services Division is on 1-800-282-8611.
  4. Anywhere. The NAIC's Consumer Insurance Search gives complaint, license and financial reports for any company. Search the legal name on your policy, not the brand.

Working in Philadelphia-area insurance

Pay is high for the industry: $117,853 at carriers, $131,512 at property and casualty insurers and $112,434 at agencies and brokerages, against national averages of $107,137 for carriers and $90,831 for agencies (our calculation from County Business Patterns). The large employers are in the suburbs as much as the city; the 96 establishments with 100 or more employees are where underwriting, actuarial, claims and IT roles are.

Selling to the region's carriers and agencies

Life, health and specialty carriers dominate employment here, so carrier-side buyers are underwriting, claims, actuarial and IT leaders: they buy data and evidence for underwriting, document processing, claims and policy systems, actuarial models and contract staff. The 2,348 agencies, which average 8.8 employees, buy agency management and quoting systems, marketing and producer recruiting.

Illustrative example. The company, rates and results are invented.

Brandywine Records (brandywine-records.example) retrieves and summarizes medical records for life and disability underwriting. It targets carrier establishments with 20 to 499 employees across the metro: 71 plus 39 plus 27 plus 11, or 148. It keeps the ones that underwrite life, disability or health on site, an assumed 40%, or 59. A short note with a sample summary to each underwriting leader, at a 10% reply rate, gives 6 conversations; two pilots at $50,000 each would bring $100,000. Finding which of 148 offices underwrite on site is the slow part, and Bebop researches it for each account.

Next step: compare the wider business market in companies in Philadelphia.
