Short answer
Florida's largest employers vary by region. In Central Florida, the Orlando Economic Partnership's October 2026 list puts Walt Disney World Resort first with about 80,000 workers, then AdventHealth (40,000) and Universal Orlando Resort (32,000). In Northeast Florida, JAXUSA's February 2026 list is led by Baptist Health (15,000) and Naval Air Station Jacksonville (14,390). Statewide, Publix reports more than 260,000 employees, and local governments employ 718,561 Floridians, according to the BLS.
- Walt Disney World Resort, with about 80,000 workers, is the largest employer on any Florida regional list.
- Publix, headquartered in Lakeland, reports more than 260,000 employees and is fourth on Jacksonville's list with 10,920.
- Government employs 11.1% of Florida's 9.9 million covered workers, lower than California's 14.7% or Minnesota's 13.4%.
- Outside Orlando, health systems, the Navy and schools lead: Baptist Health tops Jacksonville's list and the school district tops Palm Beach County's.
- Each regional list counts differently: Orlando's excludes local government, nonprofits and retail; Jacksonville's and Palm Beach's include them.

This page is for job seekers, site selectors, journalists and B2B sellers who want to know who employs the most people in Florida. FloridaCommerce, the state's labor market information office, doesn't publish a statewide ranking of named employers that we could find, so this page uses the regional economic development organizations' published lists, each cited and dated, plus federal counts for the state as a whole.
Central Florida: the Orlando region
The Orlando Economic Partnership's Top 50 Employers list (updated October 2026) covers Lake, Orange, Osceola and Seminole counties. It excludes local government, nonprofit and retail operations, and its figures are estimates from direct company contact, PitchBook, the Orlando Business Journal, the Orlando Sentinel and the Partnership's own research.

Northeast Florida: the Jacksonville region
JAXUSA Partnership's Northeast Florida Large Employers list (February 2026) covers Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns counties and includes public employers. JAXUSA notes its figures are estimates drawn from multiple sources.

Southeast Florida: Palm Beach County
The Business Development Board of Palm Beach County publishes a 2025-2026 Top Employers profile in two parts, goods-producing and service-providing. Combined, the ten largest are:
| Rank | Employer | Activity | Approximate employees |
|---|---|---|---|
| 1 | School District of Palm Beach County | Education | 22,801 |

The largest goods producers are Florida Crystals and Pratt & Whitney, at about 2,000 each. The BDB says updates came from employers in January 2025 and flags figures it couldn't update, which covers every entry, so treat these as older estimates than the Orlando and Jacksonville lists. Miami-Dade, Broward and Tampa Bay have no current published list from their economic development organizations that we could open.
Florida's workforce by type of employer
The Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) counts every job covered by unemployment insurance. Florida's 2025 annual averages:
| Employer type | Average employment, 2025 | Share | Average annual pay |
|---|---|---|---|
| Private | 8,814,642 | 88.9% | $72,719 |
| Local government | 718,561 | 7.2% | $69,940 |
| State government | 222,878 | 2.2% | $64,700 |
| Federal government | 158,330 | 1.6% | $99,963 |
| Total | 9,914,411 | 100% | $72,772 |
Government's 11.1% share is lower than California's 14.7% or Minnesota's 13.4% in the same data. Among private industries, health care and social assistance employs the most, 1,374,246, followed by retail (1,149,476) and accommodation and food services (1,059,594). In the Census Bureau's County Business Patterns, only 643 of Florida's 645,575 private establishments had 1,000 or more employees in 2023.
The biggest Florida-based companies by workforce
Companies report headcount for the whole company, not by state. From their latest 10-Ks:
| Company | Headquarters | Employees | As of |
|---|---|---|---|
| Publix Super Markets | Lakeland | more than 260,000 | Dec 2025 |
| Darden Restaurants | Orlando | 209,931 team members | May 2026 |
| Carnival Corporation | Miami | about 101,000 on ships on average, plus 13,000 full-time shoreside | Nov 2025 |
| Royal Caribbean Cruises | Miami | about 108,000 | Dec 2025 |
| Ryder System | Coral Gables | 51,600 in North America | Dec 2025 |
| Carrier Global | Palm Beach Gardens | about 47,000 | Dec 2025 |
| L3Harris Technologies | Melbourne | about 45,000 | Jan 2026 |
| Fidelity National Information Services | Jacksonville | more than 44,000 | Dec 2025 |
| AutoNation | Fort Lauderdale | about 24,800 | Dec 2025 |
| Raymond James Financial | St. Petersburg | about 19,500 | Sep 2025 |
Publix's 10-K calls it the largest employee-owned company in the US. Carrier and FIS report that most of their employees work outside the US; Publix and Darden don't split headcount by state. For Florida businesses by revenue rather than headcount, see businesses in Florida.
Using these lists to sell
The regional lists show where large workforces sit, which matters for anything bought per employee or per site: benefits, on-site health services, uniforms, food service, training, facilities work. Hospitality employers dominate Orlando, health systems and the military dominate Jacksonville, and public employers lead in Palm Beach, and each buys differently. Public bodies use formal bids; health systems often buy through group purchasing contracts; theme parks and hotels have centralized procurement with seasonal timing.
Illustrative example. The company, rates and results are fictional; the employer figures are from the Orlando list.
Sunrail Health (sunrailhealth.example) runs on-site flu shot clinics and wants Central Florida employers outside health care.
- From the Orlando list it takes the 15 largest non-health employers with 2,400 or more workers, from Walt Disney World Resort down to Full Sail University, leaving out the VA medical center, a federal facility that buys through government channels.
- Their combined workforce is about 181,200.
- At an assumed 30% uptake and $35 a shot, that's roughly $1.9 million a season if it won them all, so even three or four large accounts would fill its calendar.
- It times outreach for July and August, before clinics are booked for the fall.
Bebop can find the benefits and wellness leads at each of the 15 and draft the first message.

Questions people ask
What is the largest employer in Florida?
On the published regional lists, Walt Disney World Resort is the largest single employer, with about 80,000 workers on the Orlando Economic Partnership's October 2026 list. By company-wide headcount, Publix, headquartered in Lakeland, reports more than 260,000 employees in its 10-K, most of them in its stores. Government as a whole employs about 1.1 million Floridians, according to the BLS.
Who are the largest employers in Jacksonville?
JAXUSA Partnership's February 2026 list of Northeast Florida large employers puts Baptist Health System first with 15,000, followed by Naval Air Station Jacksonville (14,390), Duval County Public Schools (11,310), Publix (10,920) and Mayo Clinic (10,900). The list covers seven counties and JAXUSA says its figures are estimates drawn from several sources.
Who are the largest employers in Orlando?
The Orlando Economic Partnership's Top 50 Employers list, updated October 2026, puts Walt Disney World Resort first with about 80,000 workers, then AdventHealth (40,000), Universal Orlando Resort (32,000), Orlando Health (30,600) and the University of Central Florida (13,500). The list excludes local government, nonprofit and retail operations, so school districts and supermarkets aren't on it.
Does Florida publish an official list of its largest employers?
We couldn't find a statewide ranking of named employers from FloridaCommerce, the state's labor market information office. The most reliable published lists come from regional economic development organizations: the Orlando Economic Partnership, JAXUSA Partnership in Jacksonville and the Business Development Board of Palm Beach County. Each covers different counties and counts differently, so compare them with care.
How many people does government employ in Florida?
In the BLS Quarterly Census of Employment and Wages, Florida averaged 718,561 local government jobs, 222,878 state government jobs and 158,330 federal jobs in 2025, together 11.1% of the state's 9,914,411 covered jobs. Local government includes school districts, counties and cities, which is why school districts top the employer lists in Duval and Palm Beach counties.
