This report is for people who need a Milwaukee-area law firm (as a client, a job seeker or a referral partner) and for companies that sell to law firms in southeastern Wisconsin. It combines federal counts of law offices with the State Bar of Wisconsin's own member figures, so you can see both the offices and the lawyers.
Lawyers and law offices in metro Milwaukee
The Census Bureau's County Business Patterns counts offices of lawyers (NAICS 541110) with paid employees; the State Bar of Wisconsin counts its members by State Bar district. Both cover the four counties of the Milwaukee-Waukesha, WI Metro Area (CBSA 33340).
| County | Law offices (2023) | Office employees (2023) | State Bar members (Oct 2026) |
|---|---|---|---|
| Milwaukee | 425 | 4,665 | 5,254 |
| Waukesha | 152 | 1,234 | 1,594 |
| Ozaukee | 40 | 123 | 652 (with Washington) |
| Washington | 26 | not reported (high-noise figure) | |
| Metro total | 643 | 6,156 | 7,500 |
The Census Bureau published Washington County's employee count with a high-noise flag (its confidentiality noise moved the figure by 5% or more), so we leave it out; the metro total is the Bureau's own. State Bar members aren't all at law firms: the district counts include every member based there, whatever their job.
| Measure (2023) | Metro Milwaukee |
|---|---|
| Annual payroll | $779,648,000 |
| Average employees per office | 9.6 |
| Average annual pay | $126,648 |
| Share of Wisconsin's 1,716 law offices | 37.5% |
| Share of Wisconsin's law office employees | 51.4% |
| Share of US law offices | 0.39% of 165,491 |
Milwaukee County's offices average 11.0 employees, Waukesha's 8.1 and Ozaukee's 3.1. Pay in the metro averages 14% more than Wisconsin's law offices as a whole ($111,128).
More firms than offices
The State Bar of Wisconsin says there are approximately 3,400 law firms in the state, that 92% (about 3,200) have five or fewer lawyers, and that 72% (about 2,500) are solo practices with one lawyer. County Business Patterns finds only 1,716 law offices statewide, because it counts only offices with paid employees. The Census Bureau's Nonemployer Statistics fill in part of the gap: 965 legal services businesses in metro Milwaukee had no employees in 2023, with $68.9 million in combined receipts, about $71,400 each. (That code, NAICS 5411, also includes paralegal and title businesses.)
So if you're counting potential clients or customers, the metro's 643 staffed offices are the floor, not the total.
Office sizes
| Employees per office | Offices |
|---|---|
| 1 to 4 | 419 |
| 5 to 9 | 106 |
| 10 to 19 | 60 |
| 20 to 49 | 39 |
| 50 to 99 | 7 |
| 100 to 249 | 9 |
| 250 to 499 | 3 |
The table stops at 499 because the published classes already account for every one of the 643 offices; the Bureau leaves the larger cells blank. Under 20 employees: 585 offices. From 20 to 99: 46. At 100 or more: 12. Nationally, offices with 50 to 99 employees outnumber those with 100 or more by more than half; in Milwaukee it's the other way round, so a few large offices account for a big share of the metro's legal jobs.
An establishment is one office, so a firm with offices downtown and in Brookfield counts twice. Employees are everyone on payroll, not just lawyers.
Finding a Milwaukee lawyer
- Ask for a referral if you don't have a name. The State Bar of Wisconsin's Lawyer Referral Service (1-800-362-9082, weekdays) refers you to a lawyer near you who handles your kind of matter. Mention the referral and the first 30-minute consultation costs no more than $20. Its online referral system runs around the clock and charges a non-refundable $30 fee.
- Confirm the license. Every lawyer who holds a Wisconsin law license must belong to the State Bar of Wisconsin, a mandatory association created by the Wisconsin Supreme Court. Search the State Bar's lawyer search by name.
- Pick the right size. For a will, a lease or a traffic case, one of the 525 offices with fewer than ten employees is the natural fit. A company with a merger, a regulatory problem or multi-state litigation will look at the dozen offices with 100 or more.
Selling to Milwaukee law firms
With 46 offices of 20 to 99 employees and 12 larger ones, the mid-market is small enough to know by name. Offices that size usually have a firm administrator or director of operations, and in a market this small a clumsy first approach is remembered, so research each one before you write.
Illustrative example. The company, percentages and results are invented.
Lakefront Imaging (lakefront-imaging.example) scans and indexes closed files so firms can give up offsite paper storage. It targets the 106 metro offices with 10 to 99 employees (60 + 39 + 7) and the 12 larger ones separately. For the 106 it estimates, illustratively, that 70% still store paper offsite: 74 offices. It writes to the firm administrator at each, and follows up once by phone. At an 8% reply rate (a warm, concrete offer to a small market), that's six conversations; two paid pilots of 500 boxes each would cover the quarter's target.
The work is in knowing which firms still store paper, who the administrator is, and what changed recently (a move, a merger, a new lease). Bebop finds firms that fit a description like this and researches each one. For the method, see how to find decision makers.
Subject: Re: closed files at [firm] Hi [first name], Following up on my note last week. One number that may help: firms your size usually spend [amount] a year to store boxes they open a few times a year. We scan and index them, return a searchable archive within [time], and certify destruction of the paper. If you're reviewing your lease or storage contract this year, it might be worth a 15-minute look. Would [day] work? [Your name]

Questions people ask
How many law firms are in Milwaukee?
By the Census Bureau's 2023 count, the Milwaukee-Waukesha metro had 643 law offices with paid staff, 425 of them in Milwaukee County itself. That counts offices with staff, not firms, and it misses solo lawyers with no employees. The State Bar of Wisconsin counted 7,500 members in Milwaukee, Waukesha, Ozaukee and Washington counties as of 1 October 2026, including lawyers outside private practice.
How do I find a lawyer in Milwaukee?
Call the State Bar of Wisconsin's Lawyer Referral Service at 1-800-362-9082 on weekdays, or use its online referral system, which charges a non-refundable $30 fee. It refers you to a lawyer in your area who handles your type of matter, and the first 30-minute consultation costs no more than $20 if you mention the referral. Check the lawyer's name in the State Bar's lawyer search too.
Do all Wisconsin lawyers have to join the State Bar?
Yes. The State Bar of Wisconsin describes itself as a mandatory professional association, created by the Wisconsin Supreme Court, for all attorneys who hold a Wisconsin law license. It had 26,201 members as of 1 October 2026, of whom 9,323 were based out of state. That makes its lawyer search a reliable first check on anyone who says they're licensed in Wisconsin.
How many law firms are in Wisconsin?
The State Bar of Wisconsin estimates about 3,400 law firms in the state, 92% of them with five or fewer lawyers and 72% solo practices. Census County Business Patterns counted 1,716 law offices with paid employees in Wisconsin in 2023; much of the difference is practices with no staff, which the Census office count leaves out. Metro Milwaukee had 643 of the offices.
