- The five boroughs have 5,252 law offices employing 76,838 people, with average pay of $200,115.
- Manhattan has 67% of the offices and 88% of the employees, and average pay there is about 2.5 times the other boroughs'.
- 58 offices have 250 or more employees; the other 5,194 are where most firms, and most buyers, actually sit.
- The state's open attorney registration data lets you count any firm's registered lawyers by county.

The largest NYC law firms by New York headcount
The New York Law Journal's annual NYLJ 100 ranks firms by the number of attorneys in their New York offices. Above the Law republished the top of the 2024 ranking in July 2025:
| Rank | Firm | Attorneys in New York (2024) |
|---|---|---|
| 1 | Kirkland & Ellis | 969 |
| 2 | Paul, Weiss | 925 |
| 3 | Davis Polk | 865 |
| 4 | Simpson Thacher | 789 |
| 5 | Latham & Watkins | 770 |
| 6 | Debevoise & Plimpton | 667 |
| 7 | Skadden | 649 |
| 8 | Weil Gotshal | 598 |
| 9 | Sullivan & Cromwell | 564 |
| 10 (tie) | Milbank | 504 |
| 10 (tie) | Fried Frank | 504 |
Counts move every year and depend on the date and definition used. Kirkland's own New York office page now says the office "includes more than 1,000 attorneys", above its 2024 NYLJ figure. Treat any headcount as dated, and check the firm's own page for the current number.

New York City's law offices in Census data
County Business Patterns 2023 counts offices of lawyers (NAICS 541110) in Bronx County, Kings County, New York County, Queens County and Richmond County, New York: the five boroughs.
| Measure (2023) | Five boroughs |
|---|---|
| Establishments | 5,252 |
| Employees (week of March 12) | 76,838 |
| Annual payroll | $15,376,434,000 |
| Average employees per establishment | 14.6 |
| Average annual pay | $200,115 |
| Share of US law offices | 3.17% of 165,491 |
| Employees per office | Offices |
|---|---|
| Under 5 | 3,654 |
| 5 to 9 | 757 |
| 10 to 19 | 344 |
| 20 to 49 | 259 |
| 50 to 99 | 96 |
| 100 to 249 | 75 |
| 250 to 499 | 35 |
| 500 to 999 | 14 |
| 1,000 or more | 9 |
In broader bands, 4,755 offices have 1 to 19 employees, 355 have 20 to 99 and 133 have 100 or more. The classes add up to 5,243: nine outer-borough offices fall in size cells the Census Bureau doesn't publish, because it releases a cell only when it holds at least three establishments. All nine offices with 1,000 or more employees are in Manhattan, and the Bureau's finer classes put eight of them at 1,000 to 1,499.
| Borough (county) | Offices | Employees | Average annual pay |
|---|---|---|---|
| Manhattan (New York County) | 3,499 | 67,654 | $215,662 |
| Queens (Queens County) | 720 | 3,398 | $80,906 |
| Brooklyn (Kings County) | 694 | 3,593 | $91,118 |
| Staten Island (Richmond County) | 184 | 739 | $69,949 |
| The Bronx (Bronx County) | 155 | 1,454 | $90,827 |
Outside Manhattan, the average office has about five people and pays about $85,600 a year: small local practices, not the corporate firms in the ranking above.
What the Census count doesn't tell you. It counts establishments with paid employees, not firms: a firm with offices on Lexington Avenue and in Brooklyn counts twice. Solo lawyers with no staff aren't counted, because the self-employed are excluded. "Employees" means everyone on the office's payroll (partners in a partnership are owners, not employees), so it isn't a lawyer count. Government lawyers are out of scope.
Counting lawyers with the state's registry
Every New York attorney must register with the Unified Court System, and the public part of that database is published as open data. As of its 24 October 2026 update, 76,132 currently registered attorneys list a business address in New York County, 5,961 in Kings, 4,157 in Queens, 2,103 in the Bronx and 891 in Richmond: 89,244 across the five boroughs.
That's more than Census law-office employment in Manhattan, because the registry includes in-house counsel, government lawyers and public defenders. In the Manhattan records, the New York City Law Department and the Legal Aid Society each have more than 300 registered attorneys, as many as some of the ranked firms. To size one firm, filter the data by county and the firm's name, and check spelling variants, since the same firm can appear with and without "LLP". The same records show each lawyer's registration status, a quick check before you engage someone.
Choosing a big firm as a client
- Clear conflicts first. Large firms act for many banks, funds and companies, so ask for a conflicts check before you share details.
- Ask who will do the work. Get the names, seniority and hourly rates of the team, not just the partner who pitched.
- Check the New York bench in your matter type. Headcount is firm-wide; what matters is how many lawyers in this office handle matters like yours.
- Compare fee arrangements. Ask for a budget by phase and whether a cap, blended rate or fixed fee is available.
- Confirm registration of the lawyers named in the engagement letter in the state data.
Selling to New York law firms
Big Manhattan firms buy through committees and run security reviews, often because their own clients require them. Small firms buy like any small business: the partner who signs the checks decides, quickly.
| Office size | Offices (five boroughs) | Who usually decides |
|---|---|---|
| 1 to 19 employees | 4,755 | The managing or named partner, sometimes an office manager |
| 20 to 99 employees | 355 | The firm administrator or director of operations, with a management committee |
| 100 or more employees | 133 | COO or executive director, CIO, and heads of practice support, knowledge, records or facilities; procurement and information security sign off |
Legal administrators are a well-organized buying group: the New York City Chapter of the Association of Legal Administrators has about 240 members and runs a business partner program for vendors.
Illustrative example. The company and rates are invented.
Fernleaf Court Reporting (fernleaf.example) wants litigation-heavy Manhattan firms with 20 to 249 employees. Census gives the ceiling: 222 + 89 + 72 = 383 Manhattan offices in those classes. It removes branch offices of national firms where purchasing is run elsewhere, roughly 30% on its own review, leaving about 268 accounts. With two contacts each (the firm administrator and a litigation partner) that's 536 people. At a 4% reply rate, that's about 21 conversations; if one in four agrees to a trial deposition, five trials. Doubling the reply rate with better research doubles the trials without adding a single account.
Use the attorney registration data to rank those 268 accounts by registered lawyers, read each firm's recent court filings and news for active matters, and lead with the case, not the product. At volume this research is slow; Bebop finds firms that match a description and writes a playbook for each account. For finding the right person at each firm, see how to find decision makers.
Subject: Depositions for [firm]'s [matter type] team Hi [first name], [Firm] has [number] registered attorneys in Manhattan, and I noticed [a recent filing, case or hire in its litigation group]. Firms that size usually book depositions through whichever reporter the associate knows, which makes cost and transcript turnaround hard to control. We give firms one booking line, one rate card and transcripts in [time]. Worth a 15-minute call on [day] to see whether consolidating would help? [Your name]

How do I check if a New York lawyer is registered?
Every attorney admitted in New York must register with the Unified Court System, and the public registration details are published as open data on data.ny.gov. Search by name to see the lawyer's employer, business address, year of admission and status, such as currently registered, delinquent or suspended. For disciplinary history, check with the Appellate Division department where the lawyer was admitted.
