Law firms in Portland, Oregon: 1,440 offices across two states, and the rules that make Oregon different

Portland's law market is small-firm country: nearly three in four offices have fewer than five employees, and only nine have 100 or more. Oregon also requires every lawyer in private practice to carry malpractice coverage from a bar-run fund, and it now licenses paralegals for some housing and family work, which changes how you hire and how you sell here.

This page is for people who need a view of Portland's law firms as a market: residents and businesses choosing a lawyer, lawyers and staff weighing where to work, researchers, and companies that sell to law practices. It covers the Census count by county and size, how the Oregon and Washington sides differ, the Oregon rules that set this market apart, what lawyers charge, and how to prospect firms.

The Census Bureau doesn't publish the cells above 249 employees for the metro; the published classes come to one fewer than the total, so a single office sits above them. Grouped, 1,355 offices have 1 to 19 employees, 76 have 20 to 99 and 9 have 100 or more. The average office (6.2 people) is a little smaller than the US average of 6.6, and average pay is below the US law-office figure of $125,580.

These are County Business Patterns figures for CBSA 38900 under NAICS 541110, offices of lawyers. They count locations with paid staff, not firms, and leave out lawyers working alone with no employees, in-house lawyers and government lawyers. Payroll covers employees only, not partners' profits.

These six counties account for 1,439 of the 1,440 offices. Multnomah, which contains downtown Portland, has the larger offices; Hillsboro and Beaverton's Washington County and Clackamas County are mostly small practices.

The river is also a licensing line. Lawyers on the Oregon side are licensed by the Oregon State Bar; Vancouver's lawyers are licensed by the Washington State Bar Association, which counted 858 members in Clark County in September 2026. Some lawyers hold both licenses; check the one that matches the court your matter will be in.

What makes Oregon different

Mandatory malpractice coverage. Oregon State Bar licensees in private practice whose principal office is in Oregon must carry primary coverage from the bar's Professional Liability Fund (PLF), and so must licensed paralegals in private practice. The limits are $300,000 per claim and $300,000 for all claims against a covered party in a year, plus a $75,000 allowance for defense costs, with no deductible. The 2026 assessment is $3,500 for each licensee. Lawyers employed by government, by a company or nonprofit, or by legal aid can file for an exemption, as can lawyers whose principal office is out of state (who must carry substantially equivalent coverage).

Licensed paralegals. Since 2023, Oregon has licensed paralegals to do designated legal work in housing and family law, tasks previously open only to lawyers. The bar admitted 17 in 2025, for a total of 28 practicing.

Heavy referral demand. The bar's Lawyer Referral Service received 112,420 calls and made 59,009 referrals in 2025, 13% more referrals than in 2024. Its Modest Means program offers sliding-scale representation for people who don't qualify for legal aid.

What Portland lawyers charge

The Oregon State Bar's most recent economic survey ran in late 2022 and asked about 2021 billing rates for lawyers in private practice.

RegionRespondentsMedian hourly rate (2021)Mean
Downtown Portland597$380$401
Rest of the tri-county area (Multnomah, Clackamas, Washington)500$325$329
Oregon1,613$325$344

The survey drew from 14,802 active member records, including 3,411 downtown and 4,190 in the rest of the tri-county area. The rates are five years old, so treat them as a floor for today's quotes.

Finding and checking a Portland lawyer

  1. No name to start from? Call the Oregon State Bar's Lawyer Referral Service, or ask about Modest Means if cost is the obstacle.
  2. Confirm the license in the Oregon State Bar's licensee directory, or the WSBA Legal Directory for a lawyer based in Vancouver.
  3. Ask about coverage beyond the PLF's $300,000 if your matter is large. The PLF also offers excess and cyber coverage.
  4. For an eviction or family matter, ask whether a licensed paralegal could do the work at lower cost.
  5. Put the fee in writing, with the rate for each person who will work on the matter.

Selling to Portland law firms

With 1,241 offices of fewer than ten people, most Portland firms buy like small businesses: the owner decides, quickly, and price matters. One cost is fixed and known for every Oregon lawyer in private practice, the $3,500 PLF assessment, so pitches that cut other costs or save billable time land better than ones that add a line item.

Illustrative example. The company, percentages and results are invented.

Willamette Forms (willamette-forms.example) sells document automation for family law and landlord-tenant practices. It starts with the 1,241 Portland-area offices of 1 to 9 employees and keeps those whose websites show family or landlord-tenant work, an illustrative 12%, or about 149. It adds the 28 licensed paralegals, the smallest and best-fitting list in the market. One contact per practice gives 177 people. At a 5% reply rate that's about nine conversations; if a third start a free trial, that's three trials from one list.

Sorting practices by area of law, one website at a time, is the slow part; Bebop finds the firms that match a plain-language description and researches each one. For pitching owner-run firms, see how to sell to small businesses.

Email to a family law solo practitioner
Subject: Dissolution paperwork at [firm]

Hi [first name],

Most solo family lawyers I talk to in Portland spend an evening a week on the same petitions, declarations and parenting plans, retyping details the client already gave them.

[Product] fills Oregon family law forms from one intake questionnaire, so a dissolution packet takes minutes instead of hours.

Would a two-week trial on your next new matter be useful? Reply "yes" and I'll set it up.
