The metro is the Richmond, VA Metro Area (CBSA 40060) and the industry is NAICS 541110, offices of lawyers, in County Business Patterns. A Richmond-area office averages half again as many people as the typical US law office, and inside the city it's more than double. Average pay is almost exactly the national law-office figure of $125,580.
| Employees per office | Offices |
|---|---|
| 1 to 4 | 369 |
| 5 to 9 | 95 |
| 10 to 19 | 72 |
| 20 to 49 | 34 |
| 50 to 99 | 8 |
| 100 to 249 | 5 |
| 250 to 499 | 3 |
The 500-and-over cells aren't published, but the classes above already account for all 586 offices, so there's no larger office in the metro. Grouped, that's 536 offices with 1 to 19 employees, 42 with 20 to 99 and 8 with 100 or more.
Read the figures for what they are. An establishment is a single location with paid staff, so a firm with offices downtown and in Henrico counts twice. Lawyers who practice with no employees, in-house counsel and government lawyers aren't included. Payroll is pay to employees; equity partners are paid from profits and aren't in it.
Where the offices are
| Locality | Offices | Employees |
|---|---|---|
| Richmond city | 222 | 3,097 |
| Henrico County | 180 | 1,852 |
| Chesterfield County | 108 | 595 |
| Hanover County | 22 | 103 |
| Petersburg city | 13 | 45 |
| Hopewell city | 11 | Not reported (high-noise figure) |
| Goochland County | 7 | Not reported (high-noise figure) |
| Colonial Heights city | 6 | Not reported (high-noise figure) |
Virginia's independent cities are county-equivalents in Census data, which is why Richmond, Petersburg, Hopewell and Colonial Heights appear separately from the counties around them. Three employee counts are published with the Census Bureau's high-noise flag (the confidentiality noise changed them by 5% or more), so we leave them out. The other 17 offices are spread across smaller localities.
Together, Richmond city and Henrico hold 69% of the offices and 86% of the jobs. Chesterfield's 108 offices average 5.5 people: smaller suburban practices.
Virginia's mandatory bar
The Virginia State Bar was created by the General Assembly in 1938 as an administrative agency of the Supreme Court of Virginia, and it unified Virginia's lawyers into a mandatory bar. It's headquartered in Richmond, at 1111 East Main Street. Its membership statistics, refreshed monthly, showed these classes when we checked on 30 October 2026:
| Membership class | Members |
|---|---|
| Active | 32,688 |
| Associate | 13,320 |
| Retired | 6,832 |
| Limited admission | 1,212 |
| Judicial | 1,007 |
Two membership associations sit alongside it. The Richmond Bar Association has served the city's lawyers since 1885 and reports more than 1,400 members, and the Virginia Bar Association is a separate statewide membership association.
Hiring a Richmond firm
- Decide how much bench you need. With eight offices of 100 or more people, Richmond can staff a large matter locally; for a lease, an estate plan or a small dispute, one of the 536 offices under 20 people is usually the better fit on cost.
- Confirm the license in the Virginia State Bar's lawyer directory. Membership is mandatory for practicing in Virginia, so a lawyer who isn't listed as active should explain why.
- Ask what's done in Richmond. At a regional firm, check that the lawyers on your matter are in the Richmond or Henrico office, not in another city.
- Get the staffing and rates in writing, including which work goes to associates and paralegals.
Selling to Richmond law firms
Large offices change how you sell here. In a market where 50 offices have 20 or more employees, a meaningful share of the buying runs through firm administrators, HR and recruiting staff and practice group leaders rather than a single name partner.
| Office size | Offices | Who you'll deal with |
|---|---|---|
| 1 to 19 employees | 536 | The owner or managing partner |
| 20 to 99 employees | 42 | Firm administrator or COO; the practice group leader who has the problem |
| 100 or more | 8 | Executive director or COO, CIO, HR and recruiting, procurement |
Illustrative example. The company, percentages and results are invented.
Fall Line Legal Staffing (fallline-legal.example) places contract attorneys and paralegals for document review, closings and leave cover. It targets the 50 Richmond-area offices with 20 or more employees and maps three people at each: the HR or recruiting director (or the firm administrator at smaller offices), and the leaders of the litigation and real estate groups. That's about 150 contacts. At a 7% reply rate, roughly ten conversations; if three turn into open requests in the first quarter, the list has done its job. The 180 Henrico offices, averaging about ten people each, are a second list for paralegal placements.
The slow part is knowing which firms are busy: new matters, lateral hires, a group that just lost a paralegal. Bebop finds firms that match a description and researches each account. For identifying who owns staffing at each firm, see how to find decision makers.
Subject: Cover for [firm]'s [practice group] in [month] Hi [first name], I saw [firm] [recent signal: added a litigation partner, posted a paralegal opening, took on a large matter]. When that happens, review and closing work usually piles up before the permanent hire starts. We place Virginia-licensed contract attorneys and experienced paralegals with Richmond firms, typically within a week, for a few days or a few months. Is there a group that could use cover this quarter? A two-line reply is plenty. [Your name]
