Law firms in Sacramento: a capital-city legal market where most lawyers don't work at firms

By federal counts, Sacramento has more employed lawyers than its law offices have jobs of any kind. That's what a capital city does to a legal market: a large share of the profession appears to work for government, and the private firms are mostly small.

The Sacramento-Roseville-Folsom metro had 1,194 law offices with paid employees in 2023, employing 7,580 people with $851.4 million in payroll, according to Census County Business Patterns. Sacramento County has 869 of them and Placer County 223. This report is for anyone looking for a law firm in Sacramento, Roseville, Folsom, Davis or the foothills: a business or family hiring counsel, a lawyer weighing private practice against public service, an analyst, or a company selling to legal teams. It sets Census counts of law offices beside BLS counts of lawyers, because in a capital city the two tell different stories.

Two counts that don't match

Employees of law offices, all roles (mid-March 2023)7,580Census County Business Patterns

Paralegals and legal assistants (May 2025)2,590BLS OEWS
Legal occupations, all (May 2025)11,370BLS OEWS

The two sources use different years and definitions, but the gap is too large to be noise. Law offices employ receptionists, assistants, paralegals and administrators as well as lawyers, so lawyers are only part of their 7,580 jobs. The BLS's 7,620 lawyers are therefore mostly working somewhere else: the likeliest employers in the state capital are state agencies, the Legislature, local government, courts and corporate legal departments. By comparison, the San Antonio metro has 7,317 law-office jobs and only 4,020 employed lawyers.

The BLS location quotient for Sacramento lawyers is 1.45, meaning they're 45% more concentrated in local jobs than nationally. Their mean annual wage is $187,020 and the median $178,540. Lawyers who own their practices aren't in the BLS survey, which covers employees only.

Sacramento's law offices

The Sacramento-Roseville-Folsom, CA Metro Area (CBSA 40900) in County Business Patterns (CBP) 2023, offices of lawyers (NAICS 541110):

County averages are derived from published payroll and headcount. The metro has 5.2% of California's 22,821 law offices, and its average pay is 19% below the state figure; unlike the Bay Area or Los Angeles, it has no office with more than 249 employees.

Three of the four offices with 100 or more employees are in Sacramento County. Two-thirds of all offices have fewer than five employees.

CBP counts locations with paid staff, so a firm with offices downtown and in Roseville counts twice. Add the businesses with no payroll at all and the picture shifts: Nonemployer Statistics count 2,302 legal services businesses of that kind in the metro in 2023, nearly twice the number of law offices with staff, with $206.0 million in receipts (the code also includes title abstract and other non-lawyer legal services).

Checking a Sacramento lawyer

  1. Look up the license. The State Bar of California's attorney profile search shows a licensee's status and any disciplinary and administrative history.
  2. Consider a certified specialist. The State Bar certifies specialists in 12 areas, including family, criminal, estate planning, workers' compensation, immigration and taxation law, with privacy law added from 1 January 2027. A certified specialist has passed an exam in the area and practiced for at least five years with at least 25% of that work in the specialty, and completes extra education and peer and judicial review. In the advanced attorney search, choose a specialty under "Cert. Legal Specialty".
  3. Know what the local bar does and doesn't do. The Sacramento County Bar Association says it doesn't make legal referrals, but it lists legal aid resources and handles fee arbitration.
  4. Ask about public-sector experience if your matter involves a state agency: many Sacramento lawyers have worked on the government side, and it's fair to ask.

Selling in Sacramento: firms and government

A seller to legal teams here has two markets. The private one is small-firm: 1,116 of 1,194 offices have fewer than 20 employees, and the owner usually decides. The public one is larger than the office count suggests, and buys through state and local procurement rules, with formal solicitations and long timelines. Pick one deliberately; the sales motion, the paperwork and the timeline are different.

Illustrative example. Company and figures are invented.

Capitol Watch (capitolwatch.example) sells a regulatory-change alert service to private firms with administrative, regulatory or government-relations practices. Census county detail gives 192 offices with 10 to 99 employees in Sacramento County (94 + 59 + 9) and Placer County (25 + 5). If an estimated 25% have that kind of practice, that's 48 firms. Writing to two people at each (the practice leader and the person who runs research or knowledge) gives 96 contacts; a 5% reply rate yields about five conversations and, say, two trials. The research step is knowing which 48: firm practice pages and agency hearing records show who appears before which regulator, and Bebop handles that research account by account.
