Boston agencies by the numbers
County Business Patterns (CBP) 2023, Boston-Cambridge-Newton, MA-NH Metro Area (CBSA 14460), NAICS 5418 (Advertising, Public Relations, and Related Services):
| Measure | Boston metro | What it tells you |
|---|---|---|
| Establishments | 622 | Locations with paid staff, not companies |
| Employees | 11,151 | Counted in the week of March 12, 2023 |
| Annual payroll | $1,153,884,000 | |
| Average employees per establishment | 17.9 | Larger than many metros' agencies |
| Average annual pay | $103,478 | The cost base behind agency fees |
| Share of US establishments | 1.6% of 38,864 |
CBP leaves out the self-employed, so freelance copywriters and solo consultants aren't counted, and a firm with offices in Boston and Cambridge counts twice.
Suffolk and Middlesex: same count, different shops
| County | Establishments | Employees |
|---|---|---|
| Middlesex County, Massachusetts | 186 | 3,247 |
| Suffolk County, Massachusetts | 185 | 5,165 |
| Norfolk County, Massachusetts | 82 | 621 |
| Essex County, Massachusetts | 80 | 803 |
| Plymouth County, Massachusetts | 52 | 344 |
| Rockingham County, New Hampshire | 32 | 961 |
| Strafford County, New Hampshire | 5 | Not reported (high-noise figure) |
Suffolk, which is mostly the city of Boston, averages about 28 employees per office against about 17 in Middlesex. Rockingham County, New Hampshire, is small in count but averages about 30. "Not reported" means the Census Bureau published Strafford County's figure but flagged it as high-noise: its confidentiality noise moved the value by 5% or more.
Advertising agency, PR firm, or both?
Boston's 622 break down by Census code as follows (employees per location is our calculation):
| Your goal | Code | Boston establishments | Employees per location |
|---|---|---|---|
| Paid campaigns, creative, digital media | 541810 Advertising agencies | 212 | 25.9 |
| Earned media, reputation, investor or public affairs | 541820 PR agencies (includes lobbying) | 182 | 11.5 |
| Branded merchandise, demonstrations, events support | 541890 Other advertising services | 124 | 15.1 |
| Out-of-home and in-store displays | 541850 Display advertising | 31 | 6.8 |
| Mail campaigns | 541860 Direct mail | 21 | 7.8 |
| Media bought and resold | 541830 Media buying | 16 | 34.1 |
The rest are 19 media representative offices and 17 advertising distribution businesses. Strategy-only firms sit in 541613, marketing consulting, with 828 Boston-area establishments; design studios in 541430 (253); custom SEO in 541511. If you need both coverage and campaigns, ask whether one firm truly does both or subcontracts half. The NAICS code for marketing page explains the codes.
The top end
By size, 370 establishments have one to four employees, 80 five to nine, 64 10 to 19, 62 20 to 49, 28 50 to 99, 11 100 to 249, 3 250 to 499 and 4 500 to 999. In bands: 514 have fewer than 20, 90 have 20 to 99 and 18 have 100 or more. The Census Bureau doesn't publish the 1,000-or-more cell (it drops cells with fewer than three establishments); the published cells already add to 622, so the derived figure is 0.
Two public companies worth knowing
Stran & Company, Inc., of 500 Victory Road in Quincy, is the only SEC-listed company in the advertising SIC codes (7310 to 7319) based in the metro. Its 10-K for 2025 describes a promotional products business with a loyalty solutions subsidiary, and reports sales of $116.2 million, with 154 full-time employees as of 13 March 2026. If you buy branded merchandise, it's a local supplier with audited accounts.
On the advertiser side, Wayfair Inc., at 4 Copley Place, reported advertising expense of $1,425 million for 2025, $1,254 million of it in its US segment. Advertisers that size shape the local market for media and performance talent.
Contract clauses to paste into your statement of work
Agencies of every size work from their own paper. These clauses, in plain English, cover the disputes that come up most. Have counsel adapt them.
Accounts. All advertising, analytics, social media and tag manager accounts used for this work are owned by [Client] and held in [Client]'s name. [Agency] receives user access, which [Client] may remove at any time. On request, [Agency] will provide the customer ID of every ad account it manages for [Client]. Fees and media. Media and other third-party costs are passed through at cost [or: with a markup of X%], shown separately from [Agency]'s fees on every invoice. Reporting. Each month [Agency] reports cost, clicks, impressions and conversions per account, with platform charges shown without [Agency]'s fees, and gives [Client] read access to the source data. Work product. On payment, [Agency] assigns to [Client] all copyright and other rights in the final deliverables, and confirms it holds those rights from any freelancer or subcontractor. Data. [Agency] uses [Client]'s customer data only to perform this work, lists any subcontractor that will access it, and returns or deletes it within [30] days of the end of the engagement. Term. Either party may end this agreement on [60] days' written notice. On exit, [Agency] hands over files, logins and account access within [10] business days.
Where these come from: Google's transparency rules require agencies to give clients their customer ID on request, to report Google's charges "exclusive of any fees," and to disclose management fees on every invoice. The Copyright Office explains that commissioned work is a "work made for hire" only in nine narrow categories with a signed agreement, hence the assignment. For notice, Stagwell's 10-K says its contracts "typically provide for termination by either party within 30 to 90 days."
Selling to Boston agencies
The 18 offices with 100 or more staff buy through operations, finance or IT; the 514 under 20 staff buy through the founder.
Illustrative example. The company and figures are invented.
Pressline (pressline.example) sells a media monitoring and reporting tool to PR firms at $500 a month. Boston has 182 PR establishments. If an illustrative 60% have five or more staff and run media relations rather than public affairs, about 109 fit, worth about $654,000 a year if all bought. The opener cites a client story the firm placed recently and the hours spent compiling coverage reports. Sorting the 182 into media relations and public affairs shops is research Bebop does for each firm in a list; how to build a prospect list covers the method.
Where to meet and check Boston agencies
- The Ad Club, Boston's advertising and marketing industry association.
- AMA Boston and PRSA Boston, the local American Marketing Association and Public Relations Society of America chapters.
- Greater Boston Chamber of Commerce, for member businesses and events.
- The Massachusetts Secretary of the Commonwealth's Corporations Division holds business registrations; its site refused our automated request on 30 October 2026, so search it directly.
Next step: put the clauses above into your next statement of work, and check any national bidder's parent group in the largest advertising agencies and marketing firms.

How many marketing agencies are in Boston?
County Business Patterns counted 622 advertising, PR and related agency establishments with paid employees in the Boston metro area in 2023, employing 11,151 people. Middlesex County had 186 and Suffolk County 185, with 37 more in southern New Hampshire. The metro also had 828 marketing consulting establishments, counted separately. Freelancers without employees aren't included.
Should I hire a PR firm or an advertising agency in Boston?
Hire a PR firm (NAICS 541820) to earn coverage, manage reputation or handle investor and public affairs; hire an advertising agency (541810) to create and run paid campaigns. Boston has 182 PR establishments averaging 11.5 employees and 212 advertising agencies averaging 25.9. If you need both, ask whether one firm does both in house or subcontracts one side.
What should a marketing agency contract include?
At minimum: accounts held in your name with agency user access, third-party costs shown separately from fees, a monthly report with access to the source data, assignment of copyright in final work on payment, limits on use of your customer data and its deletion at the end, and a notice period with a handover deadline. Stagwell's 10-K says its contracts typically allow termination on 30 to 90 days' notice.
What is the largest marketing company in Boston?
No public source ranks Boston's private agencies by revenue. Among SEC-listed companies in the advertising industry codes, the only one based in the metro is Stran & Company of Quincy, a promotional products firm that reported $116.2 million of sales for 2025. The Census Bureau counts four Boston-area agency establishments with 500 to 999 employees but doesn't name them.
