Short answer
The Charleston-North Charleston metro had 113 advertising, PR and related agency offices with paid staff in 2023, employing 422 people, an average of 3.7 per office (Census County Business Patterns). 86 offices have one to four employees and 89 are in Charleston County. Another 144 offices are marketing consultancies. To hire one, meet the people who will do the work, agree a backup if one leaves, keep accounts in your name, and avoid any agency that sells reviews or followers.
- 113 agency offices employ 422 people in the Charleston metro; 105 of them have fewer than ten employees.
- Marketing consultancies (144 offices, 425 employees) are as big a pool as the agencies themselves.
- Average pay at agency offices was $64,611 in 2023, about 69% of the US industry average.
- The FTC's 2024 rule bans buying fake reviews, paying for reviews of a set sentiment and buying fake followers.
- With a micro-agency, name the people, the backup and the handover in the contract.

This report is for Lowcountry businesses deciding whether to hire a local agency, and for vendors whose customers are small agencies. The figures cover the three-county metro: Charleston, Berkeley and Dorchester.
The count: 113 offices, mostly very small
US Census Bureau, County Business Patterns 2023, Charleston-North Charleston, SC Metro Area (CBSA 16700), NAICS 5418 (advertising, public relations and related services):
| Measure (2023) | Charleston metro |
|---|---|
| Agency offices | 113 |
| Employees | 422 |
| Annual payroll | $27,266,000 |
| Employees per office | 3.7 |
| Average annual pay | $64,611 |
| Share of US offices | 0.29% of 38,864 |
| Employees at the office | Offices |
|---|---|
| 1 to 4 | 86 |
| 5 to 9 | 19 |
| 10 to 19 | 5 |
| 20 or more | Not published (3 offices, by subtraction) |
The Census Bureau publishes only the three smallest classes here; the other three offices have 20 or more employees, but how they split is withheld. Nationally, offices average about 12 employees and 69% have fewer than five; here 76% do.
| County | Offices | Employees |
|---|---|---|
| Charleston County | 89 | 375 |
| Berkeley County | 17 | not reported (high-noise figure) |
| Dorchester County | 7 | not reported (high-noise figure) |
"Not reported" means the Census Bureau published the number but flagged it as high-noise: the noise it adds for confidentiality moved the value by 5% or more, so it isn't reliable at this size.
What's not counted. CBP covers establishments with paid employees, so the many Charleston freelancers who work alone without payroll are missing, and an agency with offices downtown and in Mount Pleasant counts twice. It uses NAICS 2017 codes.
Agencies, consultants and designers
| Kind | Code | Offices | Employees |
|---|---|---|---|
| Advertising agencies (full-service, creative, digital, paid media) | 541810 | 37 | 167 |
| PR agencies | 541820 | 20 | 47 |
| Promotional products, sign lettering and other advertising services | 541890 | 42 | 143 |
| Billboards and display | 541850 | 7 | 52 |
| Direct mail | 541860 | 3 | 5 |
| Media representatives | 541840 | 3 | 2 |
| Marketing consultancies (outside 5418) | 541613 | 144 | 425 |
| Graphic design studios (outside 5418) | 541430 | 54 | 130 |
The agency rows add up to 112; one more office sits in a code too small to publish. The marketing consultancies employ 425 people, slightly more than all 113 agency offices together. In a market this size the label matters less than the work: many consultants run social, email and paid search for clients. The Census index also files custom SEO and web page design under 541511 (custom computer programming), so a web-and-SEO shop may show up there instead.
Hiring a small agency: what changes
A three-person agency can be excellent value. The risks are concentration and continuity, and the contract can handle both.
- Meet the doers. Ask who writes, who designs and who runs the ads, by name. In an office of three, they're probably all in the pitch.
- Agree a backup. What happens if your lead is out for two weeks, or leaves? Ask which freelancers the agency uses and get them bound by the same confidentiality terms.
- Keep the keys. Ad accounts, analytics, the domain registration and social pages in your company's name, with the agency as a user. Google requires agencies to give advertisers their Google Ads customer ID on request and tells advertisers the agency must set up a separate account for each of them.
- Own what you pay for. Ask for a written copyright assignment of logos, photos and site designs. The US Copyright Office explains that commissioned work counts as a work made for hire only in nine narrow categories, with a signed agreement.
- Price the exit. A 30-day notice period, a handover list (files, passwords, ad account access) and no fee to release your own accounts.
- Check the entity. Confirm the agency's registration with the South Carolina Secretary of State's business entity search before you sign.
Reviews, followers and the FTC
Some small agencies sell reputation packages to restaurants, hotels, clinics and contractors. Since 2024 the FTC's rule on consumer reviews and testimonials prohibits creating or buying fake reviews, offering incentives "conditioned on the writing of consumer reviews expressing a particular sentiment," suppressing negative reviews with threats or intimidation, and buying "fake indicators of social media influence, such as followers or views generated by a bot or hijacked account." The FTC can seek civil penalties against knowing violators. If an agency promises a set number of five-star reviews or followers, walk away. Asking every customer for an honest review, good or bad, is fine.
What it costs
Small agencies set their own prices, usually a monthly retainer or a project fee, and few publish them. Two public reference points help. First, local pay: agency offices here paid $64,611 per employee in 2023, so a full-time specialist's time costs the agency well under the national average. Second, federal price lists: on GSA schedule contracts, the national median ceiling rate is about $103 an hour for an account manager or executive, $133 for an art director, $134 for a copywriter and $143 for a PR specialist (our calculation from GSA's CALC+ data on 30 October 2026: each contractor's median for the role, then the median across contractors with advertising, consulting, PR or design contracts). Those are federal maximums, not Charleston quotes, but they show the range a fair hourly rate falls in.
Selling to Charleston agencies
Almost every buying decision here is the founder's. With 105 of 113 offices under ten people, there's no operations team to route around: write to the owner, keep it short and price in monthly terms. Don't ignore the 144 consultancies and 54 design studios; they buy the same scheduling, reporting, stock and freelance services.
Illustrative example. The vendor, price and conversion rate are invented.
Tidewater Dev (tidewater.example) does white-label website builds for agencies at a flat $4,500 per site. Its Charleston list: 37 advertising agencies, 54 design studios and the 144 consultancies, 235 businesses. Perhaps a quarter sell websites to their clients without an in-house developer, about 59. If an illustrative one in ten tries a first build within six months, that's about six agencies and, at two sites each a year, roughly $54,000. A short note to the founder, tied to a site the agency recently launched, opens the conversation.
Subject: The [client] site Hi [first name], The new [client] site looks great. When a three-person shop sells a build like that, the development usually lands on someone who'd rather be designing. We build agency-designed sites under your name at a flat [price], with [proof, e.g. a two-week turnaround and a year of fixes included]. Your client never sees us. Want our rate card for your next proposal? [Your name] [Company, postal address] Reply "no" and I won't email again.

Questions people ask
How many marketing agencies are in Charleston, SC?
County Business Patterns counted 113 advertising, PR and related agency offices with paid employees in the Charleston-North Charleston metro in 2023, employing 422 people. 89 are in Charleston County. The region also has 144 marketing consulting offices and 54 graphic design studios. Solo freelancers without payroll aren't counted, so the real number of people selling marketing services is higher.
Is it safe to hire a very small marketing agency?
Yes, if the contract covers the risks of a small team. Meet the people who will do the work, agree who covers if your lead is out, keep ad accounts, analytics, domain and social pages in your company's name, get a written copyright assignment, and agree a short notice period with a handover list. In Charleston, 86 of 113 agency offices have fewer than five employees.
Can a marketing agency buy reviews for my business?
Not legally. The FTC's 2024 rule on consumer reviews and testimonials prohibits fake reviews, incentives conditioned on reviews expressing a particular sentiment, review suppression through threats, and buying fake followers or views. The FTC can seek civil penalties against knowing violators. An agency can help you ask real customers for honest reviews, but not promise five-star ratings or follower counts.
How much do marketing agencies in Charleston charge?
Most quote monthly retainers or project fees privately. Two public guides help: agency offices in the Charleston metro paid an average of $64,611 per employee in 2023, below the US average, and federal schedule contracts show national median ceilings of about $103 an hour for an account manager and $134 for a copywriter. Ask any agency for its plan as roles and hours so you can compare.
