Marketing agencies in Tampa: 500 offices across the bay, and how to compare their proposals

Tampa Bay's agency market splits almost evenly across the bay: 252 offices in Hillsborough and 200 in Pinellas. With 500 to choose from, most of them small, the hard part is comparing proposals that price the same work in different ways.

Market report5 min readPublished

The Tampa-St. Petersburg-Clearwater metro area had 500 advertising, PR and related agency offices with paid staff in 2023, employing 4,631 people, according to the Census Bureau's County Business Patterns. Hillsborough County has 252, Pinellas 200 and Pasco 39. Another 1,063 offices are marketing consultancies. To compare agencies, send the same brief to three or four, ask each to price it in hours by role, and score the answers on fixed weights.

  • Tampa Bay has 500 agency offices with 4,631 employees, 1.29% of the US total.
  • 385 offices have fewer than five employees; eight have 100 or more, four of them 250 to 499.
  • Marketing consultancies add 1,063 offices, more than twice the agency count.
  • No SEC-listed agency is headquartered in the metro, despite two Tampa Bay addresses in EDGAR's advertising codes.
  • Two local agencies' federal schedules price a creative director at $143 and $208 an hour.

This report is for Tampa Bay businesses hiring a marketing agency, for agencies sizing their market, and for vendors that sell to agencies. It gives the Census count by county, size and type, what SEC filings show, a scorecard for comparing proposals, published rates and a prospecting example.

The count across the bay

County Business Patterns 2023 reports NAICS 5418 (advertising, public relations and related services) for the Tampa-St. Petersburg-Clearwater metro area:

Pinellas200not reported (high-noise figure)
Pasco39200

The Census Bureau published Pinellas and Hernando employment but flagged it as high-noise: the noise added for confidentiality changed the figures by 5% or more, so we leave them out. Payroll came to $378.7 million in 2023, or $81,769 per employee, and the average office has 9.3 employees.

The Census Bureau doesn't publish the cells for 500 or more employees here; the one office is the total less the published cells. CBP counts establishments with paid employees, not companies, so a firm with offices in Tampa and St. Petersburg would count twice, and owner-only shops are left out.

The eight codes add up to the metro's 500 offices. Outside 5418 there are 1,063 marketing consultancies (541613, 5,953 employees) and 171 graphic design studios (541430). Custom SEO services fall under custom computer programming (541511), so many SEO shops don't appear in these figures at all.

What SEC filings show

A screen of SEC EDGAR for listed companies in the advertising codes (SIC 7310 to 7319) returns two with Tampa Bay addresses, but neither is a Tampa agency. Specificity's 10-K for 2025 gives its principal office as Lakewood Ranch, outside the metro. NAPC Defense, in Clearwater, still carries an advertising code in EDGAR, but its 10-K for the year to April 2026 describes a defense and security business. Tampa's agencies are private, so judge them on evidence you can check rather than published rankings. How to compare agency proposals

Proposals arrive in different shapes: one quotes a monthly retainer, another a project fee, a third an hourly rate plus a percentage of ad spend. Make them comparable:

  1. Send one written brief with the goal, the audience, the channels in scope, the budget range and the measure of success.
  2. Ask each agency to price it in hours by role, and to list third-party costs (media, printing, stock, software) separately, with any markup.
  3. Ask how it is paid on media. Agencies can earn fees, commissions on media bought, and incentives, as Omnicom's 10-K describes. Google requires any agency charging a management fee on Google Ads to disclose it in writing and on every invoice.
  4. Score every proposal on the same sheet before you meet the teams again.

Score each line 1 to 5, multiply by the weight, and add up.

Red flags (any one is a reason to pause):
[ ] Guarantees a ranking or a specific ad position
[ ] Ad accounts set up in the agency's name
[ ] No written assignment of copyright in final work
[ ] Can't name the people who will do the work

The red flags come from published rules. Google's guide to hiring an SEO says no one can guarantee a number one ranking, and its advertiser guide says a specific ad position can't be guaranteed and that an agency "must set up a separate Ads account for you." The Copyright Office explains that commissioned work is a "work made for hire" only in nine narrow categories and with a signed agreement.

What Tampa agencies charge

The clearest published rates come from the General Services Administration's schedule contracts, where vendors set maximum hourly rates for federal orders. Four vendors based in the metro hold one with an advertising, PR or marketing consulting category, and two of them, both small businesses, list a full set of agency roles:

Role (as titled)AdGrid USA, ClearwaterVistra Communications, Lutz
Creative director$208$143
Media planner or buyer$140$131
Social media specialist or strategist$118$118
Web developer$140$138
Project manager$224$160

Rates are rounded, as of 30 October 2026. Nationally, the median ceiling for a creative director at small businesses on these contracts is $184 (our calculation from GSA's data), so the two bracket it. Ceilings are maximums for government work; commercial rates are negotiated.

Selling to Tampa agencies

Tampa's agencies buy production, media tools, data and freelance help, often for one client and billed to that client. Below 20 staff, which covers 464 of the 500 offices, the owner usually signs.

Illustrative example. The company, prices and results are fictional.

Boardbook (boardbook.example) lets agencies book digital billboard slots online and takes a 10% fee. It targets the metro's 102 offices with five to 49 employees. If a third buy out-of-home for clients, 34 fit; at an illustrative $60,000 of bookings each a year, each is worth $6,000 in fees. The opening email cites a client campaign the agency ran outdoors. Identifying the 34 and the media lead at each is the research Bebop does for each account.

Questions people ask

How many marketing agencies are in Tampa?

The Census Bureau's County Business Patterns puts it at 500 for 2023: advertising, PR and related agency offices with paid staff in the Tampa-St. Petersburg-Clearwater metro area, employing 4,631 people. Hillsborough County had 252, Pinellas 200, Pasco 39 and Hernando 9. Another 1,063 offices were marketing consultancies. Owner-only shops without payroll aren't counted.

How do I compare marketing agency proposals?

Send every agency the same written brief, ask each to price it in hours by role with third-party costs listed separately, and ask how it is paid on media. Score the proposals on fixed weights: understanding of your goal, relevant work, the named team, the plan, year-one cost and terms such as account ownership and copyright. Pause on any agency that guarantees rankings.

How much do marketing agencies in Tampa charge?

Most quote retainers or project fees, and few publish rates. Two Tampa Bay agencies list ceiling rates on federal GSA schedule contracts: AdGrid USA in Clearwater lists a creative director at $208 an hour and Vistra Communications in Lutz at $143, with social media roles at $118 at both. Those are maximums for government work; commercial fees are negotiated.

Are marketing agencies lucrative?

The Census data shows what agencies pay rather than what they earn. Tampa Bay's agency offices paid $378.7 million in payroll in 2023, an average of $81,769 per employee, and most are small: 385 of 500 have fewer than five employees. Profitability isn't published for private agencies, and SEC EDGAR shows no listed agency headquartered in the metro.

What are the big 5 agencies?

There's no official list. By reported revenue the largest agency groups are Omnicom, Publicis Groupe and WPP, and lists of five add the next-largest groups, which vary with the measure. Omnicom's merger with Interpublic, completed on 26 November 2025, took one name off older lists. Our page on the largest advertising agencies and holding companies gives the reported figures.
