Short answer
The Milwaukee-Waukesha metro area had 676 staffing agency establishments in 2023, employing 20,639 people on a $962 million payroll (Census County Business Patterns): 590 temporary help locations and 86 placement or executive search offices, 574 of them in Milwaukee County. Wisconsin licenses only agencies that charge job seekers a fee; temp agencies aren't regulated as employment agents. So check insurance and references yourself and get every rate, premium and fee itemized.

The home of ManpowerGroup
ManpowerGroup (NYSE: MAN) gives 100 Manpower Place, Milwaukee, as its principal executive offices in its 10-K for 2025. The filing reports $17,957.1 million in revenues from services for the year, up 0.6% from $17,853.9 million, about 25,400 employees in more than 70 countries, and says those employees help about 485,000 workers a day. In the United States it had 286 branch offices and 127 franchise offices at 31 December 2025. It's the only exchange-listed company in the SEC's staffing codes headquartered in the metro.
The gap between its 25,400 employees and the 485,000 workers it serves daily is the same effect you see in the Census figures below: a staffing company's placed workers far outnumber its own recruiters and branch staff.
Small offices and big branches
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 337 |
| 5 to 9 | 91 |
| 10 to 19 | 58 |
| 20 to 49 | 82 |
| 50 to 99 | 51 |
| 100 or more | 57 |
The Census Bureau publishes no combined cells above 99 employees for the metro and doesn't publish the 1,000-or-more cell at all, so the 57 is the total less the smaller classes. The temp help row fills in most of it: 42 temp locations have 100 to 249 employees, 10 have 250 to 499 and 3 have 500 to 999.
| County | Establishments | Employees |
|---|---|---|
| Milwaukee County, Wisconsin | 574 | 17,509 |
| Waukesha County, Wisconsin | 68 | Not reported (high-noise figure) |
| Ozaukee County, Wisconsin | 18 | Not reported (high-noise figure) |
| Washington County, Wisconsin | 16 | Not reported (high-noise figure) |
Milwaukee County holds 85% of both the locations and the employees. The three suburban counties' employee counts carry the Census Bureau's high-noise flag, meaning the noise it adds for confidentiality moved them by 5% or more, so they're left out.
| Industry (NAICS, 2023) | Establishments | Employees | Annual payroll |
|---|---|---|---|
| Temporary help services (561320) | 590 | 19,044 | $881,321,000 |
| Executive search services (561312) | 44 | 306 | $25,837,000 |
| Employment placement agencies (561311) | 42 | Not reported (high-noise figure) | $54,862,000 |
Temp help holds 92% of the metro's staffing employees, at an average of $46,278 per employee (our calculation). That share is large because temp agencies are the legal employers of the people they place: the Census definition says the workers "are employees of the temporary help services establishment." A machine operator on assignment at a Menomonee Valley plant counts on the agency's payroll, not the plant's.
County Business Patterns counts establishments with paid employees, not companies, so a firm with five branches counts five times and self-employed recruiters aren't included. Professional employer organizations (NAICS 56133) are excluded, and the figures are for the week of March 12, 2023.
Wisconsin's rules: who is regulated
| Agency type | What Wisconsin requires |
|---|---|
| Charges job seekers a fee | A private employment agent license from the Department of Workforce Development (DWD), with a bond, a premises inspection and a character and fitness review |
| Charges only employers | Registration, with a $5 annual fee |
| Temporary help agency | Not covered: DWD says the regulation of employment agents "does NOT extend to temporary help agencies" |
| Places home care workers | Must tell the worker and the client in writing who employs the worker, who withholds taxes and who provides insurance |
DWD's list of licensed private employment agents has five entries statewide, so almost every agency you'll meet in Milwaukee is either employer-paid or a temp firm. Wisconsin's minimum wage is the federal $7.25 (US Department of Labor state table), so in practice temp pay is set by the market, not by statute.
How to pick a Milwaukee agency
- Decide what you need before you call: light industrial or office temps, IT or healthcare contract staff, temp-to-hire, direct hire, or a PEO to run HR for staff you already employ. Know what your own employees earn for the same work.
- Ask for proof of workers' compensation and general liability coverage, since no state license stands behind a temp agency.
- Get an itemized rate card: pay rate, markup, overtime, shift premiums, attendance bonuses and conversion fees, each on its own line.
- Ask how the agency recruits for your shift. Second and third shifts fill differently, so ask for its fill rate on similar orders.
- Read client and talent reviews on ClearlyRated, then call two references at plants or offices like yours.
If you're looking for work, you shouldn't usually be asked to pay: an agency that charges job seekers must hold a DWD license, and the state's list has five. Employ Milwaukee runs adult, dislocated worker, apprenticeship and youth employment programs and posts current openings if you'd rather not go through an agency.
Worked example: pricing a second-shift premium
Illustrative example. The company, wages and markups are invented to show the arithmetic.
Menomonee Valley Castings (mvcastings.example) adds a second shift of 15 temps for 26 weeks at 40 hours a week: 15,600 hours. Base pay is $19.00 an hour plus a $1.50 second-shift premium. The agency's markup is 42%.
| How the premium is billed | Bill rate | Cost over 26 weeks |
|---|---|---|
| Full markup on base pay and premium | $29.11 | $454,116.00 |
| Full markup on base; premium at cost plus 20% | $28.78 | $448,968.00 |
| Difference | $0.33 | $5,148.00 |
The premium still carries payroll taxes and insurance, so some markup on it is fair; the question is whether it should carry the full margin. Ask the same of overtime, attendance bonuses and holiday pay, and settle it in the contract before the shift starts.
Selling to Milwaukee staffing agencies
| Establishment size | Count | Who usually decides |
|---|---|---|
| 1 to 19 employees | 486 | The owner, often also the lead recruiter |
| 20 to 99 employees | 133 | Branch or operations manager, with the owner signing |
| 100 or more employees | 57 | Regional operations, finance or HR technology; national brands buy centrally |
Two very different buyers share the metro. ManpowerGroup's head office buys at global scale through central procurement, while hundreds of local branches and independents buy recruiting ads, screening, payroll, safety training and worker transport for the region's plants. For the independents, start from the Wisconsin Association of Staffing Services and the ASA directory, then read job postings to separate manufacturing temp branches from office and IT recruiters. That reading takes time across hundreds of firms; Bebop finds agencies that match a description and explains why each fits. Then rank the list using how to build a prospect list.

Questions people ask
How many staffing agencies are there in Milwaukee?
Census County Business Patterns counted 676 staffing agency establishments in the Milwaukee-Waukesha metro area in 2023, employing 20,639 people. That's 590 temporary help locations, 44 executive search offices and 42 employment placement agencies, with 574 in Milwaukee County. Half of all locations have fewer than five employees. The count is of locations with paid employees, so national firms count once per branch.
Do staffing agencies need a license in Wisconsin?
Only agencies that charge job seekers a fee need a private employment agent license from Wisconsin's Department of Workforce Development, which involves a bond, a premises inspection and a character review. Agencies paid only by employers register for $5 a year. DWD says its regulation of employment agents doesn't extend to temporary help agencies, so temp firms need no state license as employment agents.
Is ManpowerGroup headquartered in Milwaukee?
Yes. ManpowerGroup's 10-K for 2025 lists its principal executive offices at 100 Manpower Place, Milwaukee, Wisconsin. The company reported $17.96 billion in revenues from services for 2025, about 25,400 employees in more than 70 countries, and says it helps about 485,000 workers daily. Its shares trade on the New York Stock Exchange under the symbol MAN.
Should I pay a staffing agency to find me a job in Milwaukee?
Usually not. Most Milwaukee staffing agencies are paid by employers, and Wisconsin requires any agency that charges job seekers to hold a state license; the Department of Workforce Development's list had only five licensed private employment agents statewide when we checked. If an agency asks you for money, ask for its license and check the list. Employ Milwaukee also runs employment programs and posts job openings.
How do Milwaukee staffing agencies charge?
Temp agencies bill an hourly rate: the worker's pay plus a markup for payroll taxes, insurance, recruiting and margin. Direct hire firms charge a one-off fee, often a share of first-year salary. Ask whether shift premiums, overtime and bonuses are marked up at the full rate, because on a long second-shift order a $1.50 premium can add thousands of dollars to the bill.
