Staffing agencies in Sacramento: the market, California pay rules and how to choose one

Sacramento's staffing market is smaller than its population suggests: 387 locations and 11,799 employees across four counties. The rule that most changes an agency bill here is California's health care minimum wage, which can follow a temp onto a hospital floor.

Market report7 min readPublished

The Sacramento-Roseville-Folsom metro had 387 staffing agency establishments in 2023, employing 11,799 people on a $627 million payroll (Census County Business Patterns): 298 temp help branches, 51 placement agencies and 38 executive search offices, with 282 in Sacramento County. To choose one, match the agency type to the role, confirm the entity on California's bizfile, get insurance certificates, and check whether the work site triggers the health care minimum wage before you agree a rate.

  • 387 staffing establishments in the Sacramento metro employ 11,799 people; temp help branches hold 10,058 of them.
  • Sacramento County has 282 locations and Placer County 70; together they hold 91% of the metro's agencies.
  • California's minimum wage is $16.90 an hour in 2026, but agency staff at a large health system's hospital can be owed $25.
  • In the worked example, the same 13-week temp costs $5,896.80 more at a covered hospital than at a site outside the health care rules.

Why the employee count is so high

A temp agency is the employer of the people it supplies: the Census Bureau's definition says they "are employees of the temporary help services establishment." A claims processor on a six-month assignment at a Rancho Cordova insurer is on the agency's payroll and counted at its branch. So 298 temp branches carry 10,058 people, about 34 each, while the average executive search office has fewer than five. Professional employer organizations, which co-employ a client's existing staff, are counted separately: 16 locations with 936 employees.

In broader bands, 277 establishments have 1 to 19 employees, 74 have 20 to 99 and 36 have 100 or more. The Census Bureau doesn't publish the classes from 100 up for the two codes combined, so the 36 is the total less the smaller bands. The temp help row shows 26 branches with 100 to 249 employees and 4 with 250 to 499; two more temp branches are in the unpublished classes above that.

The Census Bureau published Yolo's employee figure but flagged it as high-noise: confidentiality noise moved it by 5% or more. Sacramento and Placer counties average about 30 employees per location; El Dorado's 17 agencies average fewer than 7, mostly small recruiting offices. All counts are establishments with paid employees, not companies, and they exclude self-employed recruiters.

No SEC-registered listed staffing company has its headquarters in the metro.

The California pay rules that matter most

State minimum wage. From 1 January 2026 it is $16.90 an hour for all employers not covered by a higher industry or local rate. A temp is the agency's employee, and the agency must pay at least the applicable minimum.

Health care minimum wage. California has a separate, higher minimum for workers at covered health care facilities. The Labor Commissioner's guidance says it reaches employees of contractors too, when the worker provides health care services or services supporting health care, the employer contracts with a covered facility directly or through another contractor, and either the facility acts as a joint employer or the worker "spends more than 50% of their time in a workweek performing work at the covered health care facility." That describes many agency placements. Rates in effect in October 2026 include:

Covered facilityMinimum wage from 1 July 2026
Hospital or integrated system with 10,000 or more full-time employees$25
Dialysis clinics$25
Most other covered facilities not run by counties$23
Community and rural clinics$22
Safety net hospitals$19.28

Support roles count, including janitorial, food service, laundry, clerical, scheduling and warehouse work at the facility.

Worked example: the same temp at two sites

Illustrative example. The agency, markup and assignment are invented; the wage floors are California's published rates.

Delta Breeze Staffing (deltabreeze.example) fills a 13-week patient transporter order at a hospital belonging to a system with more than 10,000 full-time employees, 40 hours a week. Its sister order is a 13-week warehouse role at a medical supply distributor outside the health care rules. It bills a 40% markup on the minimum pay floor in both cases.

SitePay floorBill rate (40% markup)520 hours
Large-system hospital$25.00$35.00$18,200.00
Other covered facility$23.00$32.20$16,744.00
Site outside the health care rules$16.90$23.66$12,303.20

The hospital placement costs $5,896.80 more per worker than the warehouse one. If you run a facility, ask every agency which column it priced from; if you run an agency, check the client's facility type before you quote.

How to vet a Sacramento agency

  1. Look up the entity on the Secretary of State's bizfile search and confirm it is active.
  2. Get certificates for workers' compensation and general liability naming your company.
  3. Ask for the pay rate and markup separately, and which minimum wage the pay rate assumes.
  4. For healthcare roles, ask how the agency checks licences and certifications and how quickly it replaces a no-show.
  5. Read ratings on ClearlyRated and call two clients with similar roles.

If you're looking for work

Agencies are paid by the employer, so you shouldn't pay to register. If you're placed at a hospital, clinic or dialysis center, compare your pay with the health care minimum wage table above, and keep your timesheets showing where you worked each day: the 50% test is counted per workweek.

Selling to Sacramento staffing agencies

Temp branches buy payroll and timekeeping, screening, workers' compensation and job advertising; healthcare staffing firms add credential verification, scheduling and compliance tools; search firms buy candidate data.

The market is small enough to research by hand: 387 locations, of which 110 have 20 or more employees. Start with those, sorted by specialty from their job postings. The health care minimum wage stepped up on 1 July 2025 and again on 1 July 2026, which makes payroll and rate-sheet tools timely each spring. Questions people ask

How many staffing agencies are there in Sacramento?

Census County Business Patterns counted 387 staffing agency establishments in the Sacramento-Roseville-Folsom metro in 2023, employing 11,799 people: 298 temp help branches, 51 employment placement agencies and 38 executive search offices. Sacramento County had 282 and Placer County 70. The figures count locations with paid employees, so a firm with several branches counts several times.

Does the health care minimum wage apply to staffing agency workers?

It can. California's Labor Commissioner says employees of contractors are covered when they provide health care or support services, their employer contracts with a covered facility directly or through another contractor, and either the facility acts as a joint employer or the worker spends more than half of a workweek at the facility. Agency temps at hospitals, clinics and dialysis centers often meet that test.

What is the minimum wage for temp workers in Sacramento?

Temps are owed the same minimum as other employees. California's minimum wage is $16.90 an hour from 1 January 2026. Higher industry rates can apply: at a covered health care facility, for example, the rate in October 2026 ranges from $19.28 at safety net hospitals to $25 at hospitals in systems with 10,000 or more full-time employees. Check the work site, not just the job title.

How much do staffing agencies charge in Sacramento?

There's no published standard. Temp agencies bill an hourly rate made up of the worker's pay plus a markup covering payroll taxes, workers' compensation, recruiting and margin, so ask for the two parts separately and which minimum wage the pay assumes. Direct hire and search firms usually charge a one-off fee tied to first-year salary. Retained searches are paid in stages.
