Short answer
The Virginia Beach-Chesapeake-Norfolk metro area had 205 staffing agency establishments in 2023, employing 11,960 people on a $514 million payroll (Census County Business Patterns): 169 temporary help locations and 36 placement or executive search offices. Hampton Roads staffing agencies in Census data
The figures cover the Virginia Beach-Chesapeake-Norfolk, VA-NC Metro Area (CBSA 47260) and two industry codes: NAICS 56131 (Employment Placement Agencies and Executive Search Services) and NAICS 56132 (Temporary Help Services). Source: US Census Bureau, County Business Patterns 2023.
| Measure (2023) | Virginia Beach metro |
|---|---|
| Establishments | 205 |
| Employees (week of March 12) | 11,960 |
| Annual payroll | $514,141,000 |
| Average employees per establishment | 58.3 |
| Average annual pay | $42,988 |
| Share of US establishments | 0.40% of 51,830 |
| Industry (2023) | Establishments | Employees | Annual payroll | Average annual pay |
|---|---|---|---|---|
| Temporary help services (56132) | 169 | 11,030 | $456,017,000 | $41,343 |
| Placement and executive search (56131) | 36 | 930 | $58,124,000 | $62,499 |
The split is from the Census metro file, which also shows the 36 offices divide into 19 placement agencies and 17 search firms.
Why temp help has 92% of the employees
Temp agencies are the employer of record for the people they place, so their payroll includes every temp on assignment at warehouses, plants, call centers and offices, not just recruiters. Placement and search firms recruit people onto the client's own payroll, so their headcount is their staff. That's why 169 temp locations report 11,030 employees (65 per location) and 36 placement and search offices report 930 (26 per office).
Size
| Employees per establishment | All staffing | Temp help only |
|---|---|---|
| 1 to 4 | 69 | 49 |
| 5 to 9 | 13 | 8 |
| 10 to 19 | Not published | 15 |
| 20 to 49 | 39 | 35 |
| 50 to 99 | 28 | 25 |
| 100 to 249 | 35 | 31 |
| 250 to 499 | Not published | 5 |
| 500 or more | Not published | 1 (derived) |
In broader bands, 67 establishments have 20 to 99 employees; the Census Bureau doesn't publish enough cells to give the other bands for the two codes combined. For temp help, the one location with 500 or more is the total less the published classes.
City by city
Virginia's independent cities are counted as county equivalents in Census data, so the split below is by city:
| City or county | Establishments | Employees |
|---|---|---|
| Virginia Beach city | 62 | 3,431 |
| Newport News city | 37 | Not reported (high-noise figure) |
| Norfolk city | 33 | 2,064 |
| Chesapeake city | 27 | Not reported (high-noise figure) |
| Portsmouth city | 11 | 554 |
| James City County | 9 | Not reported (high-noise figure) |
| Suffolk city | 8 | 636 |
| Hampton city | 6 | Not reported (high-noise figure) |
"Not reported" means the Census Bureau's confidentiality noise changed the figure by 5% or more. The Southside cities (Virginia Beach, Norfolk, Chesapeake, Portsmouth, Suffolk) hold 141 of the locations; the Peninsula (Newport News, Hampton, James City County) holds 52.
The limits: County Business Patterns counts establishments with paid employees, not companies, so a national brand with branches in Norfolk and Newport News counts twice; it excludes self-employed recruiters and professional employer organizations (NAICS 561330: 11 locations, 534 employees); and employment is the week of March 12, 2023. SEC EDGAR shows no listed staffing company based in Hampton Roads.
What kind of agency, for what job
| Work | Agency type | Watch for |
|---|---|---|
| Warehouse, port logistics, production | Light industrial temp | Fill rate by shift; transport to the job |
| Skilled trades: welders, pipefitters, electricians | Skilled trades staffing | Certifications checked before day one |
| Call center and office | Office temp | Skills testing; conversion terms |
| Engineers, IT, project managers | Professional contract staffing | Bill rate versus direct hire cost over the term |
| Permanent hires | Direct hire placement | Fee and guarantee |
| Senior roles | Executive search | Retained or contingency terms |
Virginia rules for agencies and clients
The minimum wage steps up twice. Under Virginia Code 40.1-28.10, the minimum wage is $12.77 an hour in 2026, $13.75 from 1 January 2027 and $15.00 from 1 January 2028, after which it is adjusted each year for inflation. The metro's North Carolina counties (Camden, Currituck and Gates) follow North Carolina's $7.25.
PEOs register with the Workers' Compensation Commission. Virginia Code 65.2-803.1 requires any business providing professional employer services to register with the Virginia Workers' Compensation Commission before it starts, and to report new and terminated client companies to the Commission and the Bureau of Insurance within 30 days. A temp agency that only supplies its own workers isn't a PEO; if a firm proposes to co-employ your existing staff, ask for its registration.
Insurance and entity checks. Ask for the agency's workers' compensation and general liability certificates naming your company, and check its business entity with the State Corporation Commission.
Worked example: pricing a contract across the wage steps
Illustrative example. The company, rates and markup are invented to show the arithmetic.
Chesapeake Bay Coatings (chesbaycoatings.example) in Chesapeake signs a three-year agreement for five full-time entry-level temps (10,400 hours a year), paid the minimum wage plus $1.00, at a 40% markup.
| Year | Minimum wage | Pay rate | Bill rate | Annual cost |
|---|---|---|---|---|
| 2026 | $12.77 | $13.77 | $19.28 | $200,512.00 |
| 2027 | $13.75 | $14.75 | $20.65 | $214,760.00 |
| 2028 | $15.00 | $16.00 | $22.40 | $232,960.00 |
The 2028 bill is $32,448 (16.2%) higher than 2026 for the same hours. Two contract points matter. First, agree whether the markup applies to the new pay rate (as here) or is fixed in dollars per hour, which would hold the agency's margin at $5.51 an hour and save $9,256 in 2028. Second, if your own staff earn just above the minimum, budget for raises too, or temps will soon earn the same as the people training them.
How to choose an agency in Hampton Roads
- Pick the branch, not just the brand. Ask which office will recruit for you; a Peninsula site served from Virginia Beach may struggle on short notice.
- Ask for its fill rate by shift for the last quarter.
- Collect proof of insurance: workers' compensation and general liability, naming your company.
- Get a rate card for each year of the contract, with overtime and conversion terms.
- Read client and worker reviews on ClearlyRated, then call two references.
Job seekers: register with agencies that place your kind of work, and don't pay an agency to place you. Agencies are paid by the employer.
Selling to Hampton Roads staffing agencies
| Segment | Count | Who decides |
|---|---|---|
| Temp help locations with 100 or more employees | 37 | Area or regional operations; national brands often buy centrally |
| Temp help locations with 20 to 99 | 60 | Branch manager |
| Placement and search offices | 36 | Owner or managing partner |
| Offices with 1 to 4 employees | 69 | The owner |
Large temp branches buy skills testing, screening, timekeeping, safety and transport. With wage steps coming in 2027 and 2028, they also need help re-pricing client contracts, which makes rate-negotiation and margin analytics tools timely. Use job postings to separate trades, light industrial and office branches. Bebop researches each agency in a list and suggests the angle to open with; how to build a prospect list covers the method.
Subject: Re-pricing contracts before January Hi [first name], Virginia's minimum wage goes to $13.75 on 1 January, and to $15.00 a year later. For [agency]'s entry-level placements, that means re-pricing client contracts twice in 12 months. Our margin tool shows every active order's pay rate, bill rate and margin at the new wage, and drafts the rate notice for each client. Questions people ask
How many staffing agencies are in Virginia Beach?
Census County Business Patterns counted 205 staffing agency establishments in the Virginia Beach-Chesapeake-Norfolk metro area in 2023, employing 11,960 people: 169 temporary help locations and 36 placement or executive search offices. Virginia Beach city itself had 62, Newport News 37, Norfolk 33 and Chesapeake 27. Each branch with payroll is its own entry, so a firm with offices on both sides of the water counts more than once.
What is the minimum wage for temps in Virginia?
$12.77 an hour in 2026 under Virginia Code 40.1-28.10, rising to $13.75 on 1 January 2027 and $15.00 on 1 January 2028, then adjusted each year for inflation. Temps are employees of the agency and covered like anyone else. In an illustrative example, a five-person order paid the minimum plus $1.00 cost $32,448 more in 2028 than in 2026 at a 40% markup.
Do PEOs need to register in Virginia?
Yes. Virginia Code 65.2-803.1 requires any business that provides professional employer services to register with the Virginia Workers' Compensation Commission before providing them, and to notify the Commission and the State Corporation Commission's Bureau of Insurance of new and terminated client companies within 30 days. A staffing agency that only supplies its own temps doesn't need this registration.
Why do staffing agencies in Hampton Roads have so many employees?
Every temp on assignment is on the agency's payroll, not the client's. The metro's 169 temp help locations reported 11,030 employees in March 2023, 65 per location, and 37 had 100 or more. Placement and search firms, whose candidates join the client's payroll, reported 930 employees across 36 offices.
