Short answer
There is no single NAICS code for a nonprofit, because NAICS classifies by activity, not tax status. Membership, advocacy and giving organizations use subsector 813: 813110 religious organizations, 813211 grantmaking foundations, 813219 federated fundraisers, 813311 to 813319 advocacy groups, 813410 civic and social clubs, 813910 business associations. Nonprofits that deliver a service use that service's code, such as 624210 for a food bank or 622110 for a hospital. Common SIC codes are 8399, 8699, 8641 and 8661.
- Pick the code for what you do: a nonprofit hospital is 622110 and a nonprofit day care is 624410, the same as for-profit ones.
- County Business Patterns counted 607,696 nonprofit establishments with paid staff in 2023, employing 16,983,356 people.
- Form 990 asks for a six-digit business activity code on each program service revenue line, describing the income, not the organization.
- SBA size standards only cover businesses organized for profit, so a nonprofit can't claim small business status for set-asides.
- 813319 is advocacy and 813990 is mostly homeowners associations; neither is a catch-all nonprofit code.

This page is for nonprofit staff filling in a form that asks for a NAICS or SIC code (a bank, insurer, grant portal, vendor registration, SAM.gov or Form 990), and for sellers who want a list of nonprofits by type. It covers the codes, how to choose, where the IRS asks for them, Census counts and how to find organizations.
Why there is no nonprofit code
NAICS assigns a code to each establishment by its primary activity. Tax status doesn't enter into it, and the Census Bureau's own data shows the result: nonprofits sit in hundreds of codes alongside for-profit and government peers. County Business Patterns (CBP) tags each establishment's legal form, and in 2023 it counted 607,696 nonprofit establishments with paid employees, 16,983,356 employees and $1.05 trillion in annual payroll. That's 7.3% of all establishments and 12.1% of employees.
The nonprofit share varies widely by code:
| NAICS 2022 | Activity | Establishments, 2023 | Share that are nonprofit |
|---|---|---|---|
| 813110 | Religious organizations | 186,801 | 97.8% |
| 624210 | Community food services (food banks) | 5,112 | 96.1% |
| 712110 | Museums | 5,480 | 89.8% |
| 611110 | Elementary and secondary schools (private) | 23,201 | 79.5% |
| 622110 | General medical and surgical hospitals | 5,777 | 59.0% |
| 624120 | Services for the elderly and persons with disabilities | 40,265 | 32.0% |
| 624410 | Child care services | 82,162 | 23.3% |
| 813990 | Other similar organizations (mostly homeowners associations) | 18,140 | 10.2% |
So a nonprofit hospital uses 622110 and a nonprofit child care center uses 624410, exactly as a for-profit one would.
The 813 codes: organizations that exist for a cause or their members
If your organization's main activity is worship, giving, advocacy or serving members, the code is in subsector 813:
| Code | Official title | What it covers | Establishments, 2023 | SBA size standard |
|---|---|---|---|---|
| 813110 | Religious Organizations | Churches, synagogues, mosques, temples, monasteries, missions | 186,801 | $13.0M |
| 813211 | Grantmaking Foundations | Private, community and corporate foundations awarding grants | 12,588 | $40.0M |
| 813212 | Voluntary Health Organizations | Raising money for disease research, health education and patient services | 4,111 | $34.0M |
| 813219 | Other Grantmaking and Giving Services | Federated charities, united funds, community chests | 5,018 | $47.0M |
| 813311 | Human Rights Organizations | Civil liberties, voter education, advocacy for specific groups | 4,101 | $34.0M |
| 813312 | Environment, Conservation and Wildlife Organizations | Environmental and wildlife advocacy and preservation | 8,311 | $19.5M |
| 813319 | Other Social Advocacy Organizations | Causes such as peace, drunk driving prevention, firearms or taxpayers' issues | 8,843 | $18.0M |
| 813410 | Civic and Social Organizations | Alumni groups, booster clubs, fraternal lodges, scouting, veterans' groups | 24,698 | $9.5M |
| 813910 | Business Associations | Chambers of commerce, trade associations | 14,855 | $15.5M |
| 813920 | Professional Organizations | Associations of a profession, such as medical or bar associations | 6,529 | $23.5M |
| 813930 | Labor Unions and Similar Labor Organizations | Unions and labor federations | 12,813 | $16.5M |
| 813940 | Political Organizations | Party and candidate organizations, political action committees | 2,200 | $14.0M |
| 813990 | Other Similar Organizations | Homeowners and condominium associations, sports governing bodies | 18,140 | $13.5M |
Size standards are average annual receipts, from 13 CFR 121.201 (effective March 17, 2023, unchanged in the eCFR as of 28 October 2026). They apply to for-profit firms in these codes. SBA defines a small business concern as one "organized for profit" (13 CFR 121.105), so a nonprofit can't qualify for a small business set-aside however small it is. Two of these codes have their own pages: churches and homeowners associations.
Nonprofits that deliver a service
Most large nonprofits run a program, and the program sets the code:
| If your nonprofit mainly... | Use | Not |
|---|---|---|
| Collects and distributes food | 624210 Community Food Services | 813219 |
| Runs a homeless or domestic violence shelter | 624221 Temporary Shelters | 813319 |
| Runs youth programs or foster care services | 624110 Child and Youth Services | 813410 |
| Offers counseling, hotlines or family services | 624190 Other Individual and Family Services | 813319 |
| Runs a private school or college | 611110 or 611310 | 813110, even if church-run |
| Runs a hospital or clinic | 622110 or a 621 code | 813212 |
| Runs a museum | 712110 Museums | 813410 |
| Runs a thrift store | 459510 Used Merchandise Retailers | 813110 or 624190 |
| Is a credit union | 522130 Credit Unions | 813990 |
| Raises money for other charities on a fee basis | 561499 All Other Business Support Services | 813219 |
The Census cross-references drive several rows. Schools, broadcasters, publishers, social services and thrift stores run by religious organizations are classified by their own activity, not 813110. Fundraising done on contract for a fee is 561499, while a federated charity raising money for many causes is 813219. Advocacy that also delivers community action services belongs in 624190, not 813319.
The SIC codes for nonprofits
There's no "not for profit" SIC code either. These are the 1987 SIC codes nonprofits usually fall under, with their NAICS 2022 equivalents from the Census concordances:
| SIC 1987 | Title | NAICS 2022 |
|---|---|---|
| 8399 | Social Services, NEC | 813212, 813219, 813311, 813312, 813319 |
| 8699 | Membership Organizations, NEC | 813410, 813910, 813990, 813312 (humane societies), 561599 (motor clubs) |
| 8641 | Civic, Social, and Fraternal Associations | 813410, 813319, 813990 |
| 8661 | Religious Organizations | 813110 |
| 6732 | Educational, Religious, and Charitable Trusts | 813211 |
| 8322 | Individual and Family Social Services | 624110, 624120, 624190, 624210, 624221, 624229, 624230 |
| 8611, 8621, 8631, 8651 | Business, professional, labor and political organizations | 813910, 813920, 813930, 813940 |
The mapping runs both ways: 8399 splits five ways, and 813312 draws on both 8399 and 8699. If a form insists on one SIC code for a general charity, 8399 is the usual fit; for a membership association, 8699. The SEC's own SIC list groups these as 8300 (Social Services) and 8600 (Membership Organizations).
How many organizations use the 813 codes
CBP counted 309,008 establishments in subsector 813 in 2023, with 2,676,522 employees; 280,279 of them were nonprofits. Most are small:
| Employees | Establishments | Share |
|---|---|---|
| Fewer than 5 | 190,194 | 61.5% |
| 5 to 9 | 61,267 | 19.8% |
| 10 to 19 | 31,063 | 10.1% |
| 20 to 49 | 18,778 | 6.1% |
| 50 to 99 | 5,269 | 1.7% |
| 100 or more | 2,437 | 0.8% |
The top states for nonprofit establishments of all kinds are California (55,080), New York (40,072), Texas (36,285), Pennsylvania (33,038) and Florida (26,992). CBP counts locations with paid employees, on a NAICS 2017 basis (no 813 code changed in 2022). Organizations without paid staff aren't counted, one reason the IRS master file lists far more: 1,975,975 records in its 13 October 2026 posting.
Where a nonprofit actually enters a code
- Form 990, Part VIII. Each line of program service revenue (2a to 2e) and other revenue (11a to 11c) needs a six-digit business activity code. The IRS says to describe the income-producing activity, not the organization: museum gift shop sales take 459420, and income that fits no code takes 900099.
- Form 990-T. Each unrelated trade or business gets its own Schedule A, coded with the first two digits of its NAICS code plus four zeros, such as 450000 for retail.
- IRS records. The IRS classifies exempt organizations with NTEE codes, not NAICS: X20 for Christianity, K31 for food banks and pantries, T20 for private grantmaking foundations, S41 for chambers of commerce. Grant portals and foundation databases often ask for NTEE.
- Banks, insurers and vendor forms. Give the six-digit code for your main program. An insurer pricing a food bank's liability wants 624210, not 813219.
Finding nonprofits by code
Nonprofits don't issue stock, so EDGAR's company search isn't useful here. The free source is the IRS Exempt Organizations Business Master File: CSV files by state, with each organization's EIN, address, subsection, NTEE code, assets and income. Form 990s are open to public inspection, and Part VII lists officers, directors, trustees and key employees, so the decision makers at larger nonprofits are on record. The list of nonprofit organizations shows how to filter the file by type, size and state. Bebop can search by description, such as food banks in Ohio with 20 to 99 employees, and explain why each one fits.
Worked example
Illustrative example. The organization and figures are invented.
Harvest Table (harvesttable.example) is a 501(c)(3) food bank with 45 staff. Last year it took in $3.1 million in donations, $420,000 in shared maintenance fees from partner pantries, $610,000 from a thrift store and $90,000 from a public cafe.
Its primary NAICS code is 624210, Community Food Services, and that's what it gives its bank and insurer. On Form 990, Part VIII, donations go on line 1 with no code, the pantry fees go on line 2 with code 624210, and thrift store sales take 459510. If its accountant treats the cafe as an unrelated business, it goes on Form 990-T, Schedule A, coded 720000 (sector 72, Accommodation and Food Services). Its IRS master file entry carries an NTEE code starting with K, Food, Agriculture and Nutrition, not a NAICS code at all.
Next step: see how many nonprofits there are by type, size and state, and how to download the IRS file, in the list of nonprofit organizations.

Questions people ask
What is the NAICS code for a nonprofit organization?
There isn't one. NAICS classifies by activity, so a nonprofit uses the code for what it does. Membership, advocacy and giving organizations use subsector 813, such as 813110 for churches, 813211 for foundations, 813319 for advocacy groups and 813410 for civic clubs. Service nonprofits use the service's code, such as 624210 for a food bank, 611110 for a private school or 622110 for a hospital.
What is the SIC code for a nonprofit?
The 1987 SIC system has no nonprofit code either. Charities that don't fit elsewhere usually use 8399, Social Services, NEC. Membership associations use 8699, civic and fraternal groups 8641, churches 8661, and charitable trusts 6732. Service nonprofits use the code for the service, such as 8322 for individual and family social services or 8062 for a general hospital.
Is there a NAICS code for a 501(c)(3)?
No. 501(c)(3) is a tax status under the Internal Revenue Code, and NAICS ignores tax status. A 501(c)(3) hospital and a for-profit hospital both use 622110. The IRS classifies exempt organizations with its own NTEE codes, such as X20 for Christian churches or K31 for food banks, which appear in its Exempt Organizations Business Master File.
What business activity code do I put on Form 990?
Form 990, Part VIII, needs a six-digit business activity code for each program service revenue line (2a to 2e) and each other revenue line (11a to 11c). Use the code for the income-producing activity, not the organization: the IRS's examples are 459420 for museum gift shop sales and 541990 for credit counseling. If no code fits, enter 900099.
Can a nonprofit be a small business for federal contracts?
Not under SBA's rules. 13 CFR 121.105 defines a small business concern as a business organized for profit, so a nonprofit can't qualify for small business set-asides, whatever its receipts or headcount. Nonprofits can still register in SAM.gov, list NAICS codes and compete for unrestricted contracts and grants. The SBA size standards for 813 codes apply to for-profit firms in those codes.
