Short answer
The Washington-Arlington-Alexandria metro had 506 architecture offices with paid employees in 2023, employing 6,041 people, according to the Census Bureau; the District itself had 171 offices and over half the jobs. DC, Maryland and Virginia each license architects and have their own firm rules. Federal agencies, the region's anchor client, rank at least three firms on qualifications, then negotiate a fee capped at 6% of estimated construction cost for design.

This report is for agencies, institutions, developers and owners hiring an architect in the Washington region, for architects and designers choosing employers, and for companies that sell to design firms. It covers the Census count, the three licensing systems, how federal selection works, and how to prospect.
The region's architecture offices
County Business Patterns (CBP) 2023 reports NAICS 541310, Architectural Services, for the Washington-Arlington-Alexandria, DC-VA-MD-WV Metro Area (CBSA 47900):
| Measure (2023) | Washington metro |
|---|---|
| Architecture offices | 506 |
| Employees | 6,041 |
| Annual payroll | $646,109,000 |
| Employees per office | 11.9 |
| Average annual pay | $106,954 |
| Share of US architecture offices | 2.22% of 22,805 |
| Employees at the office | Offices |
|---|---|
| 1 to 4 | 277 |
| 5 to 9 | 105 |
| 10 to 19 | 57 |
| 20 to 49 | 35 |
| 50 to 99 | 25 |
| 100 to 249 | 5 |
| 250 or more | Not published |
In bands: 439 offices under 20 employees, 60 with 20 to 99 and seven with 100 or more. The Census Bureau doesn't publish the classes from 250 up here; the total less the published classes implies two offices of that size. CBP counts establishments with paid staff, not firms, and leaves out architects working alone. For comparison, the same release counts 1,957 engineering offices in the metro with 62,497 employees, ten times architecture's workforce.
The District and the suburbs
| Jurisdiction | Offices | Employees | Employees per office |
|---|---|---|---|
| District of Columbia | 171 | 3,229 | 18.9 |
| Montgomery County, Maryland | 93 | 586 | 6.3 |
| Fairfax County, Virginia | 80 | 1,015 | 12.7 |
| Alexandria city, Virginia | 38 | 419 | 11.0 |
| Loudoun County, Virginia | 26 | 100 | 3.8 |
| Arlington County, Virginia | 25 | 316 | 12.6 |
| Prince George's County, Maryland | 21 | 135 | 6.4 |
| Frederick County, Maryland | 12 | 51 | 4.2 |
Employees per office is our calculation. The District has a third of the offices and 53% of the jobs; its offices average 18.9 employees, the most of any county listed. Montgomery County has the second-most offices but they're small, at 6.3 employees each. Forty more offices sit in the metro's other counties.
Three licensing boards, three firm rules
Your project's location decides which board's license the architect and the firm need.
| District of Columbia | Virginia | Maryland | |
|---|---|---|---|
| Board | Board of Architecture, Interior Design and Landscape Architecture | Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects | Maryland Board of Architects |
| Firms | Separate Professional Design Firms license | Business entity registration with the board | Board issues permits to businesses practicing architecture |
| Check a license | Board page and license portal (free Access DC account) | DPOR License Lookup | Board site and license search |
| Architect licenses, 2025 (NCARB) | 4,721 | 7,788 | 6,750 |
DC regulates interior design practice through the same board, which matters for office fit-outs. 59% of DC's architect licenses are held by people living elsewhere, so a firm based in Virginia or Maryland may well hold the District license too; check rather than assume.
How federal agencies hire architects
Federal Acquisition Regulation subpart 36.6 sets the method for architect-engineer services:
- Announce the requirement publicly. Firms respond with the SF 330, Architect-Engineer Qualifications, which FAR 36.702 requires above the simplified acquisition threshold.
- Evaluate on qualifications, including professional qualifications and capacity to do the work in the required time.
- Hold discussions with at least three of the most highly qualified firms and rank at least three in order of preference.
- Negotiate with the top-ranked firm. If no satisfactory contract results, the contracting officer ends negotiations and moves to the next firm.
Price enters only at step 4, and FAR 15.404-4 caps the price for producing designs, plans, drawings and specifications for public works at 6% of the estimated construction cost.
How much federal design work lands here
USAspending.gov records for fiscal 2025 contracts coded NAICS 541310:
| Measure | Fiscal 2025 obligations |
|---|---|
| Work performed in the District of Columbia | $86.4 million |
| Contractors located in the District of Columbia | $56.7 million |
| Contractors located in Arlington County, Virginia | $47.2 million |
| Contractors located anywhere in Virginia | $67.1 million |
| Contractors located anywhere in Maryland | $11.8 million |
Firms located in DC, Virginia and Maryland received $135.6 million, 18.8% of the $720.6 million obligated nationally under the code (our calculation). Much federal design work is coded as engineering instead, so treat these as a floor.
Private clients: borrow the method
Shortlist three firms on comparable work and the team assigned, check the right jurisdiction's license, pick the best-qualified, then negotiate scope and fee. AIA's B101-2017 is the standard owner-architect agreement for large projects. AIA|DC's directory lists member firms; AIA Northern Virginia and AIA Potomac Valley cover the suburbs.
Jobs
BLS counted 3,020 architects in the metro in May 2025, at a mean wage of $115,480 and a median of $102,080, plus 1,610 architectural and civil drafters at a mean of $80,650. Within the District itself, architects are 3.52 times as concentrated as in the US workforce. AIA|DC runs a job center. No SEC-listed architecture company is based in the metro.
Selling to Washington architecture firms
Federal pursuit work is the local specialty: firms spend unbilled hours on SF 330s, teaming and past-performance write-ups. The 92 offices with 10 to 49 employees are big enough to chase federal work and too small to keep a full proposal team.
Illustrative example. The company, prices and results are invented.
Capitol Pursuits (capitolpursuits.example) writes and designs SF 330 submissions for architecture firms. It takes the 92 mid-sized offices, keeps the 40 that hold recent federal awards in USAspending.gov, and writes to each firm's marketing or business development lead before the fiscal year-end rush. Nine conversations lead to four retainers at $5,000 a month. Matching offices to award records and finding who runs pursuits is the slow part, and Bebop does that research for each firm in the list.
Subject: SF 330s for [firm]'s next federal pursuits Hi [first name], [Firm] won [agency] work last year, so you know what a strong SF 330 takes. We write and lay out Part I and Part II submissions for architecture firms, so your principals review instead of draft. Would it help if we rebuilt one recent submission so you can compare? Questions people ask
How many architecture firms are in Washington DC?
The Census Bureau counted 506 architecture offices with paid employees in the Washington-Arlington-Alexandria metro in 2023, employing 6,041 people. The District of Columbia had 171 offices and 3,229 employees; Montgomery County, Maryland had 93 and Fairfax County, Virginia 80. The count is of office locations with staff, so sole practitioners aren't included and multi-office firms count once per office.
Do architecture firms need a license in DC?
The District's Board of Architecture, Interior Design and Landscape Architecture issues a separate Professional Design Firms license alongside individual architect licenses, renewed in odd-numbered years. Confirm with the District's Occupational and Professional Licensing office whether your firm needs one. Virginia requires business entities to register with its board, and Maryland issues permits to businesses practicing architecture.
How does the federal government select an architect?
Under FAR subpart 36.6, an agency announces the requirement, evaluates firms on qualifications using the SF 330, holds discussions with at least three of the most highly qualified firms and ranks them. It then negotiates a contract with the top-ranked firm. If they can't agree on a fair price, negotiations end and the agency moves to the next firm on the list.
Is there a cap on architect fees for federal projects?
Yes. FAR 15.404-4 says that for architect-engineer services for public works or utilities, the price for producing and delivering designs, plans, drawings and specifications may not exceed 6% of the estimated cost of constructing the project, excluding fees. The cap covers design documents, not every service an architect provides, such as studies or construction-phase work.
How much do architects make in Washington DC?
The Bureau of Labor Statistics put the mean annual wage for architects in the Washington-Arlington-Alexandria metro at $115,480 in May 2025, with a median of $102,080 and 3,020 employed. Architectural and civil drafters averaged $80,650. In the District itself, architects are 3.52 times as concentrated in the workforce as in the US overall.
