| 20 to 49 | 201 |
| 50 to 99 | 62 |
| 100 to 249 | 48 |

County by county
| County | Establishments | Employees |
|---|---|---|
| Fulton | 912 | 21,402 |
| Gwinnett | 844 | 12,889 |
| Cobb | 564 | 10,127 |
| DeKalb | 368 | not reported (high-noise figure) |
| Cherokee | 160 | 593 |
| Forsyth | 159 | 692 |
| Henry | 114 | not reported (high-noise figure) |
| Fayette | 94 | 437 |
The Census Bureau published DeKalb's and Henry's employee totals but flagged them as high-noise (confidentiality noise moved them by 5% or more), so we leave them out. Fulton, Gwinnett and Cobb together have 2,320 establishments and 44,418 employees, at least 72.6% of the metro's insurance jobs. Gwinnett stands out: second for establishments, and home to two listed insurers' head offices.
Carriers, agencies and a claims cluster
From our tabulation of the metro file by NAICS code:
| Segment | NAICS | Establishments | Employees | Average pay |
|---|---|---|---|---|
| Carriers | 5241 | 515 | 32,047 | $107,450 |
| Agencies and brokerages | 524210 | 2,892 | 20,093 | $109,305 |
| Claims adjusting | 524291 | 263 | 3,358 | |
| Third-party administration | 524292 | 80 | 4,888 | |
| Life insurers (within carriers) | 524113 | 103 | 5,507 | |
| Health insurers (within carriers) | 524114 | 66 | 5,623 | |
| Reinsurers (within carriers) | 52413 | 14 | 848 |
Two things are unusual. Atlanta's agencies and brokerages pay slightly more on average than its carriers, which suggests large commercial and benefits brokerages, not only storefront agencies. And 263 of Georgia's 294 claims adjusting establishments are in the metro. Property and casualty carriers (290 establishments) have a high-noise employee figure, so it isn't shown.
Listed insurers based in the metro
From SEC EDGAR, each checked against its 10-K for 2025:

| Atlantic American | 4370 Peachtree Road NE, Atlanta | Life, health and property and casualty insurance | $210.4 million |
Travelers, headquartered in New York, lists a building it owns in Norcross among its properties. Aflac is based in Columbus, outside the metro; see the Georgia insurance market for the state picture.
Before you buy, two checks
- Who carries the risk? An agency or brokerage places your policy with one or more carriers. Ask which company issues the policy, then look that company up, not the agency's brand.
- Is it licensed, and what's its record? Georgia's Office of the Commissioner of Insurance and Safety Fire (OCI) runs a License Lookup for agents, agencies and companies, and takes complaints online. The NAIC's Consumer Insurance Search adds each insurer's complaint record across states.
Insurance jobs in Atlanta
Insurance work in the metro paid an average of $103,486 in 2023, above both the Georgia figure ($94,536) and the US industry ($98,628). The 88 establishments with 100 or more employees, and the eight with 1,000 or more, are where most large-employer hiring happens. Claims adjusting is a distinct path: the metro's 263 adjusting establishments are more than most states have.
Prospecting metro Atlanta
| Territory | Establishments | Best first targets |
|---|---|---|
| Fulton (Atlanta, Sandy Springs, Alpharetta) | 912 | Carrier regional offices, commercial brokerages |
| Gwinnett (Duluth, Peachtree Corners, Norcross) | 844 | Head offices, claims firms, service operations |
| Cobb (Marietta, Cumberland) | 564 | Brokerages and carrier offices |
| Cherokee, Forsyth, Fayette, Henry | 527 | Small agencies, owner-led |
Two local directories help: the Metro Atlanta Chamber, the region's chamber and economic development organization, and the Gwinnett Chamber, whose member directory has an Insurance Companies category.
Worked example: benefits enrollment software
Illustrative example. The vendor, prices and conversion rates are invented; the counts are from the Census tables above.
Chattahoochee Enroll (chattahoocheeenroll.example) sells online enrollment software to brokers who place employee benefits.
- Narrow the list. Start with the 2,892 agency and brokerage establishments and assume 400 have a benefits practice (an assumption: the Census Bureau doesn't split agencies by line).
- Do the arithmetic. Reaching a benefits practice leader at half of them gives 200 conversations. If 6% start a trial, that's 12; 5 subscriptions at $9,000 a year bring $45,000, before the renewal season lifts usage.
- Time it. Brokers choose tools before the fourth-quarter open enrollment rush, so start in spring.
Sorting brokerages that do benefits from those that don't is the slow part; Bebop researches each account in a list and explains why it fits.
Hi [first name], this is [your name] with [company]. I'm calling because brokers in [county] tell us enrollment season means retyping census files into four carrier portals. We send one enrollment link to employees and push the results to each carrier. I'll email you a two-minute example. My number is [phone].
