This report is for anyone looking at law firms in Boston: a business or family choosing counsel, a lawyer weighing a move, an analyst sizing the market, or a company that sells to law firms. It covers the Census and Bureau of Labor Statistics figures for the metro, how the core and the suburbs differ, how to check a lawyer, and how to prospect firms of each size.
Greater Boston's law offices at a glance
County Business Patterns (CBP) 2023 counts offices of lawyers (NAICS 541110) in the Boston-Cambridge-Newton, MA-NH Metro Area (CBSA 14460): five Massachusetts counties plus Rockingham and Strafford counties in New Hampshire.
| Measure (2023) | Greater Boston | All US law offices |
|---|---|---|
| Establishments | 2,967 | 165,491 |
| Employees (mid-March) | 24,707 | 1,093,331 |
| Annual payroll | $3,984,692,000 | $137,300,251,000 |
| Average employees per office | 8.3 | 6.6 |
| Average annual pay | $161,278 | $125,580 |
| Share of US law offices | 1.79% | 100% |
Average pay in Boston's law offices is 28% above the national figure (our calculation from the same dataset). The metro's five Massachusetts counties hold 2,825 of the state's 3,920 law offices, or 72%.
Suffolk County and the suburbs
| County | Offices | Employees | Average employees | Average annual pay |
|---|---|---|---|---|
| Suffolk County, Massachusetts | 865 | 16,191 | 18.7 | $197,223 |
| Middlesex County, Massachusetts | 732 | 3,202 | 4.4 | $94,265 |
| Norfolk County, Massachusetts | 527 | 2,011 | 3.8 | $102,299 |
| Essex County, Massachusetts | 426 | 1,490 | 3.5 | $77,217 |
| Plymouth County, Massachusetts | 275 | 1,099 | 4.0 | $89,898 |
| Rockingham County, New Hampshire | 114 | 544 | 4.8 | $96,998 |
| Strafford County, New Hampshire | 28 | 170 | 6.1 | $101,624 |
Averages are our calculation from each county's published employees and payroll. Suffolk County (Boston, Chelsea, Revere and Winthrop) has 29% of the offices but 65.5% of the employees. The other 2,102 offices average about four people each. Most are neighborhood and suburban practices rather than the downtown firms, so the average pay figures for the two groups describe very different businesses. Middlesex County, home to Cambridge, has the second-largest count with 732.
How big the offices are
| Employees per office | Offices |
|---|---|
| 1 to 4 | 2,108 |
| 5 to 9 | 448 |
| 10 to 19 | 197 |
| 20 to 49 | 138 |
| 50 to 99 | 42 |
| 100 to 249 | 24 |
| 250 to 499 | 7 |
| 500 to 999 | not published |
| 1,000 or more | not published |
The Census Bureau doesn't publish the two largest classes here, but the total tells you what's in them: 34 offices have 100 or more employees, so three have 500 or more. The county detail places all three, and all seven in the 250 to 499 class, in Suffolk County.
What these counts leave out. CBP counts establishments with paid employees, not firms: a firm with a Boston headquarters and a Waltham office counts twice. Solo lawyers with no staff are excluded, as are government and in-house legal departments. "Employees" means everyone on the office payroll, from receptionists to associates; equity partners in a partnership are owners, not employees.
Lawyers, paralegals and pay
The Bureau of Labor Statistics' Occupational Employment and Wage Statistics (OEWS) counts jobs by occupation in every industry, including in-house and government lawyers. For the same metro, May 2025:
| Occupation | Employed | Mean annual wage | Median annual wage | Location quotient |
|---|---|---|---|---|
| Lawyers (23-1011) | 20,080 | $215,680 | $183,350 | 1.53 |
| Paralegals and legal assistants (23-2011) | 6,300 | $84,580 | $79,850 | 0.92 |
| Judicial law clerks (23-1012) | 380 | $129,530 | $143,350 | 1.64 |
A location quotient of 1.53 means lawyers are 53% more concentrated in Boston's workforce than nationally. Paralegals are slightly less concentrated than average, so Boston runs at about 0.31 paralegals per lawyer against 0.52 nationally (754,500 lawyers and 392,880 paralegals). OEWS leaves out the self-employed and partners who own their firms.
Public companies headquartered here
SEC EDGAR lists one listed company with a Boston business address under SIC 8111, legal services:
| Company | Ticker | Headquarters | Revenue, fiscal 2025 | Consultants |
|---|---|---|---|---|
| CRA International, Inc. | CRAI (Nasdaq) | 200 Clarendon Street, Boston | $751.6 million | 959 |
CRA isn't a law firm. Its 10-K for the 53 weeks ended 3 January 2026 describes "a leading global consulting firm specializing in providing economic, financial and management consulting services," much of it expert testimony and damages analysis for litigation, and says it works "with many of the world's leading law firms." For sellers, that makes CRA part of the litigation supply chain rather than a target law firm. No Boston law firm itself is listed on a stock exchange.
How to find and check a Boston lawyer
- Pin down the matter and the court. A Middlesex County probate dispute and a federal securities case need very different firms, and the county table above shows how different the offices are.
- Get two or three names. The Boston Bar Association's lawyer referral service matches callers with member lawyers; the association calls itself Boston's largest legal network and runs 16 practice sections. Trade groups, your accountant and opposing parties' filings are other good sources.
- Check the license. Look up each Massachusetts lawyer in the Board of Bar Overseers' attorney lookup. For a lawyer based in Rockingham or Strafford County, start with the New Hampshire Bar Association, which also runs a lawyer referral service.
- Ask who does the work. Get the names, hourly rates and expected hours of the people on your matter, and how conflicts were checked.
- Get it in writing. Ask for an engagement letter that sets out scope, fees, billing frequency and how to end the engagement.
Selling to Boston law firms
| Segment | Offices | Typical buyer |
|---|---|---|
| 1 to 19 employees | 2,753 | The partner who owns the practice; an office manager often screens vendors |
| 20 to 99 employees | 180 | An operations lead evaluates and the partners approve |
| 100 or more employees | 34 | Separate heads of IT, finance, knowledge and facilities, with procurement and a security review before signature |
The large downtown offices are few, concentrated and well defended: expect security questionnaires and long cycles. The suburban practices are numerous, decide fast and, at four people on average, seldom have their own IT or marketing staff, which makes them a volume market for outsourced services. Our guide to selling to law firms covers the ethics rules behind their vendor questions.
Illustrative example. The company, rates and results are invented.
Harborlight IT (harborlight.example) sells managed IT and security to law offices with 5 to 19 employees outside downtown Boston. Census county detail gives 391 such offices in Middlesex (162), Norfolk (95), Essex (86) and Plymouth (48). Removing an estimated 15% that are branches of larger firms with central IT leaves about 332. With one decision maker each and a 3% reply rate on a three-email sequence, that's about 10 conversations; closing three in ten gives three new clients a quarter. The lever is relevance: an email that names the office's actual setup beats one that names its county. Researching 332 offices by hand is the slow part, and Bebop does that research for each account in a list.

Questions people ask
How many law firms are there in Boston?
Greater Boston had 2,967 law offices with paid employees in 2023 by the Census Bureau's County Business Patterns, employing 24,707 people. Suffolk County, which includes the city of Boston, had 865 of them. These are office locations, so a firm with several offices counts more than once, and solo lawyers without employees aren't counted. The metro's Massachusetts counties hold 72% of the state's law offices.
What are the biggest law firms in Boston?
Census data doesn't name firms, but it shows how few large offices there are: 34 offices in Greater Boston have 100 or more employees, seven have 250 to 499, and three have 500 or more, all in Suffolk County. To compare firms, use each firm's own Boston office page for its lawyer count, and check the date, since headcounts change every year and firm-wide totals include other cities.
How much do lawyers make in Boston?
The Bureau of Labor Statistics put the mean annual wage for employed lawyers in the Boston-Cambridge-Newton metro at $215,680 in May 2025, with a median of $183,350, against a national mean of $185,840. The figures cover wage and salary lawyers in every industry, not partners who own their firms. Averaged over every employee, from receptionists up, Boston law offices paid $161,278 in 2023.
How do I check if a lawyer is licensed in Massachusetts?
Use the attorney lookup run by the Board of Bar Overseers, which registers lawyers admitted in Massachusetts, at massbbo.org. Search by name and confirm the lawyer's registration status before you sign an engagement letter. For a lawyer based in southern New Hampshire, check with the New Hampshire Bar Association. Then ask the firm for the names and rates of everyone who will work on your matter.
Are there any publicly traded law firms in Boston?
No. SEC EDGAR lists one listed company with a Boston address under the legal services industry code, SIC 8111: CRA International (Nasdaq: CRAI), with $751.6 million in revenue for fiscal 2025. Its 10-K describes it as an economic, financial and management consulting firm that supports litigation and regulatory work and works with many leading law firms. It is not itself a law firm.
