On this page
This page is for anyone who needs Houston's law firms as a market: a company or family choosing a lawyer, a law graduate deciding where to work, an analyst sizing the market, or a B2B seller whose customers are law firms. It brings together the Census count of law offices, the State Bar of Texas profile of Harris County's attorneys and the bar's latest rate survey, then shows how to check a lawyer and how to prospect firms by size.

| Texas attorneys in the Houston metro (survey frame) | 32,395 | State Bar of Texas |
| Median hourly rate, full-time private practice (2025) | $377 | State Bar of Texas |
The Census figures cover the Houston-Pasadena-The Woodlands, TX Metro Area (CBSA 26420) and one industry code, NAICS 541110, offices of lawyers. Average pay of $140,513 compares with $125,580 for law offices across the US in the same data.
What the Census count includes. County Business Patterns counts establishments: physical offices with paid employees, not firms. A firm with a downtown office and a Woodlands office counts twice. Lawyers who practice alone with no staff are left out, because the self-employed are excluded. "Employees" means everyone on the office payroll, from receptionists to associates, and partners in a partnership are owners, so their pay isn't in the payroll figure. In-house and government lawyers work outside NAICS 541110 and aren't in it either.
Office sizes and counties
| Employees per office | Offices |
|---|---|
| Under 5 | 2,771 |
| 5 to 9 | 549 |
| 10 to 19 | 264 |
| 20 to 49 | 185 |
| 50 to 99 | 63 |
| 100 to 249 | 32 |
| 250 or more | 3 in total (the classes aren't published) |
The Census Bureau doesn't publish the 250 to 499, 500 to 999 and 1,000-or-more cells for the metro; subtracting the published classes from the total leaves three offices across them. In broader bands, 3,584 offices have 1 to 19 employees, 248 have 20 to 99 and 35 have 100 or more.
| County | Offices | Employees | Average per office |
|---|---|---|---|
| Harris | 3,182 | 24,858 | 7.8 |
| Montgomery | 249 | 999 | 4.0 |
| Fort Bend | 206 | 666 | 3.2 |
| Galveston | 93 | 307 | 3.3 |
| Brazoria | 86 | 515 | 6.0 |
| Liberty | 29 | 73 | 2.5 |
| Austin | 10 | 29 | 2.9 |
| Chambers | 8 | Not reported (high-noise figure) |
Chambers County's employee count carries the Census Bureau's high-noise flag (the noise added to protect confidentiality moved it by 5% or more), so we leave it out. Waller County's 4 offices make up the rest of the metro. The pattern is plain: the large offices are in Harris County, and offices in the suburban counties average three to six people.
Who Houston's lawyers work for
The State Bar of Texas profiles its active Harris County members each year. Of the 17,606 who reported a primary occupation for 2025-26:
| Primary occupation | Harris County | All active Texas attorneys |
|---|---|---|
| Solo practitioner | 3,272 (19%) | 20% |
| Firm of 2 to 5 attorneys | 2,600 (15%) | 15% |
| Firm of 6 to 10 | 901 (5%) | 5% |
| Firm of 11 to 24 | 1,078 (6%) | 5% |
| Firm of 25 to 40 | 499 (3%) | 3% |
| Firm of 41 to 60 | 308 (2%) | 2% |
| Firm of more than 60 | 3,058 (17%) | 13% |
| Corporate or in-house counsel | 2,585 (15%) | 12% |
| Government attorney | 948 (5%) | 10% |
Two things stand out. Houston has more big-firm lawyers than Texas overall: 17% of reporting Harris County attorneys work at firms of more than 60 lawyers, against 13% statewide. It also has more in-house lawyers, 15% against 12%, so a good share of Houston's legal buying happens inside companies that hire firms. Active Harris County attorneys grew 11% in ten years, from 23,379 in 2015 to 25,911 at the end of 2025.
The bar counts lawyers wherever they work; Census counts law offices and everyone on their payroll. Use the bar's figures to size the profession and the Census figures to size the firms. For the state, the ABA's 2025 National Lawyer Population Survey, as reported by the ABA Journal, counts 99,867 active lawyers in Texas; the State Bar's 118,430 active members include lawyers who live outside the state.
What Houston lawyers charge
The State Bar's 2025 Income and Hourly Rate Report surveyed active members from 21 May to 30 June 2026. 6,363 responded (a 7.8% response rate), 1,190 of them from the Houston metro.
| Metro area | Median hourly rate, 2025 | Median income, 2025 |
|---|---|---|
| Austin-Round Rock | $398 | $162,999 |
| Dallas-Fort Worth-Arlington | $388 | $181,009 |
| Houston-Pasadena-The Woodlands | $377 | $173,586 |
| San Antonio-New Braunfels | $332 | $146,801 |
| All Texas respondents | $368 | $164,705 |
Houston's median income rose 14.4% from $151,689 in 2023. Treat the median as a sanity check, not a price list: rates rise with experience and vary by practice area, and a large-firm partner or a board-certified trial lawyer will bill well above it.
How to find and check a Houston lawyer
- Search by practice area first. The State Bar of Texas directory filters by county, practice area, languages spoken and board certification, so you can list Harris County lawyers who handle, say, construction disputes.
- Look for board certification where it exists. The Texas Board of Legal Specialization certifies lawyers in specific fields, and the bar's search filters by it. Not every practice area has a certification.
- Ask the referral service for screened names. The Houston Lawyer Referral Service refers callers to private practice attorneys screened on experience in specific areas of law.
- Confirm the license. The bar's directory covers attorneys licensed to practice in Texas, so a lawyer who isn't in it should be able to explain why.
- Price the team, not the pitch. Ask for the rate of everyone who will work on the matter and a budget by phase, and compare it with the $377 median.
- On large matters, clear conflicts early. Firms with energy, banking and industrial clients may be conflicted out, so ask for a conflicts check before you share details.
Selling to Houston law firms
| Office size | Houston metro offices | Who usually decides | First conversation |
|---|---|---|---|
| 1 to 19 employees | 3,584 | The owner or a name partner | The partner, by phone or a short email |
| 20 to 99 employees | 248 | Managing partner, with a firm administrator; IT or litigation support evaluates | The administrator, or the head of the group that feels the problem |
| 100 or more | 35 | Committees: COO or executive director, CIO, procurement and information security | The head of the function you serve |
Houston's in-house lawyers are a second route in. When a company's legal department sets billing, security or e-discovery rules for outside counsel, its firms follow them.
Illustrative example. The company, percentages and results are invented.
Bayou Review Partners (bayoureview.example) hosts e-discovery data and staffs document review. It targets Houston-area offices with 20 to 99 employees: Census gives 248. It keeps the ones whose websites list commercial litigation, energy disputes or construction claims, an illustrative 45%, or about 112 firms. Two contacts per firm (the litigation support manager or firm administrator, and the partner who leads litigation) make 224 people. At a 5% reply rate that's about 11 conversations; if one in three agrees to price a live matter, four pilots.
What decides the reply rate is a reason to write to each firm: a new case in Harris County district court, a lateral litigation partner, a new office. At volume that research is the slow part; Bebop finds firms that match a description and writes a playbook for each account. The wider method is in selling to law firms.
