On this page
This page is for people trying to find or size up San Diego law firms: someone hiring a lawyer, a job seeker, a founder opening a practice, or a company that sells to law firms. It compares three ways of counting the market, sets out the Census figures, shows how to pull a named list from the city's open data, and covers vetting a lawyer and prospecting firms.
How many law firms are in San Diego: three counts
Each source counts something different, so use the one that matches your question.
| Source | Count | What it counts |
|---|---|---|
| Census County Business Patterns, 2023 | 2,536 offices | Law offices with paid employees in San Diego County |
| City of San Diego business tax certificates, active, October 2026 | 1,214 businesses | Legal businesses registered in the city, with or without employees |
| State Bar of California, 29 October 2026 | 201,374 active licensees | Every active California lawyer, wherever they work |
The city figure combines 530 certificates coded "offices of lawyers" and 684 coded more broadly as "legal services". It covers the City of San Diego only, not Chula Vista, Carlsbad or the rest of the county, but it includes solo lawyers the Census count leaves out. The State Bar doesn't publish a county total on its demographics page.
San Diego law offices in Census data
The Census Bureau's San Diego-Chula Vista-Carlsbad, CA Metro Area (CBSA 41740) is San Diego County. These are its offices of lawyers (NAICS 541110) in County Business Patterns 2023.
| Measure (2023) | San Diego County |
|---|---|
| Establishments | 2,536 |
| Employees (week of March 12) | 15,617 |
| Annual payroll | $1,980,950,000 |
| Average employees per establishment | 6.2 |
| Average annual pay | $126,846 |
| Share of US law offices | 1.53% of 165,491 |
| Employees per office | Offices |
|---|---|
| 1 to 4 | 1,927 |
| 5 to 9 | 304 |
| 10 to 19 | 179 |
| 20 to 49 | 83 |
| 50 to 99 | 25 |
| 100 to 249 | 14 |
| 250 to 499 | 3 |
| 500 to 999 | Not published |
| 1,000 or more | Not published |
In broader bands, 2,410 offices have 1 to 19 employees, 108 have 20 to 99 and 18 have 100 or more. That last figure is the total less the smaller classes: the published classes account for 2,535 offices, so one office sits in a larger class the Census Bureau doesn't publish here, to protect confidentiality. The 76% share under five employees is a little above the US share of 72%.
Two limits apply. The count is of establishments, so a national firm's San Diego office counts once here and again in every other city. It leaves out lawyers who work alone without staff (the Census Bureau's Nonemployer Statistics count 3,989 legal services businesses with no paid employees in the county in 2024), and in-house and government lawyers, who are counted in their employers' industries.
On rankings: the PDF that tops Google for this search is an undated list of the 50 largest San Diego firms whose file was created in 2013. Treat any headcount list without a date as history, and use a firm's own website and the State Bar search for current numbers.
Build a named list from the city's tax records
Every business operating in the City of San Diego needs a business tax certificate from the City Treasurer, and the city publishes all of them as open data, updated daily.
- Download the active file from the city's Business Tax Certificates dataset (CSV, about 18 MB).
- Filter the NAICS code to 54111 (offices of lawyers) and 5411 (legal services). Leave out 54112 (notaries) and 541199 (other legal services) unless you want them.
- Use ownership type to sort by size. Of the 1,214 active legal businesses, 494 are sole proprietorships, 361 corporations, 143 S corporations, 109 partnerships and 91 limited partnerships.
- Use the council district and coordinates to map them. 471 are in Council District 3, which includes downtown.
- Use the business start date as a trigger. 48 legal businesses list a 2025 start and 35 a 2026 start. New practices buy phones, software, insurance and space in their first months.
The file gives the business name, owner name, address and dates, not a phone number or email, so you'll still need to find the right person at each firm.
Finding and vetting a San Diego lawyer
- Ask a certified referral service. The State Bar's San Diego list includes the San Diego County Bar Association's Lawyer Referral and Information Service and the Bar Association of Northern San Diego County's service (lawreferral.org). SDCBA also runs a Spanish-language referral line, Encuentre Abogado.
- Check the attorney profile on the State Bar's search: license status, public discipline and administrative history.
- Check the firm's form. The State Bar requires professional corporations that practice law to register with it, and says it doesn't certify LLCs to practice law in California.
- Know where fee disputes go. SDCBA runs a fee arbitration program for clients and lawyers who disagree about a bill.
Selling to San Diego law firms
Most of the market is small. A firm with fewer than five people has no administrator: the lawyer who owns it signs, often quickly, and prefers a simple monthly price. The 108 offices with 20 to 99 employees typically have an office manager or administrator who runs vendor selection, and the 18 largest buy like corporations, with IT and security review. Selling to law firms covers who decides at each size.
SDCBA has a vendor membership level, a member-benefit provider application and sponsorship packages, so the bar is a direct channel to its members. Read the list of current providers first: if a competitor already holds the benefit slot, lead with what you do differently.
Illustrative example. The company, prices and results are invented.
Torrey Desk IT (torreydesk.example) manages IT and security for small offices. It targets the county's 5 to 49 employee law offices: 304 + 179 + 83 = 566. It drops branches of firms with central IT, about 15% on its review, leaving roughly 481. With one contact each (the managing partner or office manager) and a 5% reply rate, that's about 24 conversations a cycle. If one in six books a security review and half of those sign at $2,500 a month, that's two clients a cycle and $60,000 a year in new recurring revenue. Adding the 83 new legal businesses from the city file as a second, faster-moving list costs nothing. Researching 481 offices by hand is the slow part; Bebop finds firms that match a description and writes a playbook for each one.
Hi [first name], I saw [firm] opened its [neighborhood] office in [month]. New offices usually set up email, backups and phones in a hurry and fix security later, which is the part clients now ask about. We run IT for [number] San Diego practices your size. Would a 20-minute security check of your setup be useful? No charge, and you keep the report.

Questions people ask
How many law firms are there in San Diego?
Census County Business Patterns counted 2,536 law offices with paid employees in San Diego County in 2023, employing 15,617 people. Within the City of San Diego, the City Treasurer's open data showed 1,214 active business tax certificates in legal services in October 2026, a count that includes sole practitioners without employees. Neither figure is a count of lawyers, which the State Bar keeps statewide.
What are the largest law firms in San Diego?
The list that tops Google for this search is an undated PDF of the 50 largest San Diego firms by attorneys, and its file dates from 2013, so its headcounts are long out of date. Census data shows that only 18 law offices in San Diego County have 100 or more employees. For a current figure, count the lawyers on each firm's own website.
How do I check if a San Diego lawyer is licensed?
Use the State Bar of California's attorney profile search, which covers every lawyer licensed in the state. It shows whether the lawyer is active and eligible to practice, any public discipline and the license's administrative history. Search by name or bar number, and check each lawyer named in your fee agreement. A firm organized as a law corporation must also be registered with the State Bar.
Is there a free lawyer referral service in San Diego?
The San Diego County Bar Association runs a Lawyer Referral and Information Service certified by the State Bar of California, and the Bar Association of Northern San Diego County runs another for North County. They match you with a panel lawyer for your type of case; ask about any consultation fee when you call. SDCBA also offers a Spanish-language referral service.
How can I get a list of law firms in San Diego?
Download the City of San Diego's Business Tax Certificates dataset from data.sandiego.gov and filter the NAICS code to 54111 and 5411. It gives each legal business's name, owner, address, ownership type, council district and start date, updated daily. It covers the city only, so for Carlsbad, Chula Vista and other cities, use their own business license records.
