This report is for anyone sizing up St. Louis law firms: a business or family looking for a lawyer, a law graduate choosing where to apply, an analyst, or a company selling to firms. It covers the Census count on both sides of the river, the two state lawyer registries, how to vet a lawyer, and how to prospect firms by size and place.

Two states, one market
| County | State | Offices | Employees | Employees per office |
|---|---|---|---|---|
| St. Louis County | Missouri | 668 | 3,904 | 5.8 |
| St. Louis city | Missouri | 240 | 3,966 | 16.5 |
| Madison County | Illinois | 138 | 1,177 | 8.5 |
| St. Charles County | Missouri | 126 | 347 | 2.8 |

| Jefferson County | Missouri | 31 | 139 | 4.5 |
| Franklin County | Missouri | 25 | 95 | 3.8 |
| Monroe County | Illinois | 11 | 35 | 3.2 |
The eight counties hold 1,358 of the metro area's offices; the other 35 are in its smaller counties. Three patterns stand out. The city of St. Louis, an independent city counted as its own county, has the region's large offices: 240 of them employ more people than St. Louis County's 668. St. Louis County is the region's small-practice market, with suburban offices averaging under six people. And the Illinois side is a real market of its own, with 268 offices and 1,957 employees, led by Madison County.
| Employees per office | Offices |

| 5 to 9 | 227 |
| 10 to 19 | 99 |

| 250 to 499 | 3 |
| 500 or more | Not published |
Grouped: 1,298 offices have 1 to 19 employees, 83 have 20 to 99 and 12 have 100 or more. The published classes add up to all 1,393 offices, so no St. Louis law office has 500 or more employees.
What CBP doesn't count: it counts offices with paid employees, not firms, so a firm with offices in the city and the county counts twice. Lawyers practicing alone without employees are excluded; the Census Bureau's separate Nonemployer Statistics count 2,170 legal services businesses with no paid employees in the metro area in 2024, a broader category that also includes non-lawyer legal services. In-house and government lawyers are counted in their employers' industries. No St. Louis law firm is an SEC-registered public company.
Checking a lawyer on either side of the river
Missouri. The Missouri Bar's Official Directory of Missouri Lawyers includes every lawyer in good standing with the Supreme Court of Missouri, so the public can confirm that a lawyer is licensed. It shows each lawyer's name, city and bar number, lists inactive lawyers (who aren't eligible to practice), and can be searched by county; a search returns at most 250 results. The bar's separate LawyerSearch lists lawyers who are accepting new clients, by practice area or location.
Illinois. The Attorney Registration and Disciplinary Commission (ARDC) registers every Illinois lawyer and runs a public lawyer search. Its 2025 annual report counts registered attorneys by county of principal office:
| Illinois county | 2023 | 2024 | 2025 |
|---|---|---|---|
| Madison | 715 | 724 | 730 |
| St. Clair | 658 | 638 | 647 |
| Monroe | 46 | 42 | 49 |
Statewide, 96,997 attorneys were registered with the ARDC in 2025. A lawyer at a firm with offices on both sides can hold both licenses, so check the state where your case will be heard.
Choosing a St. Louis firm
- Pick the side of the river first. A Madison County lawsuit needs an Illinois lawyer; a St. Louis County one needs a Missouri lawyer.
- Get names from the Bar Association of Metropolitan St. Louis (BAMSL) Find A Lawyer service, the Missouri Bar's LawyerSearch or a lawyer you trust.
- Confirm the license in the Missouri directory or the ARDC search, and read any discipline record.
- Match the office to the work. The large offices are concentrated in the city, so start there for a matter that needs a big team. For most personal matters, a smaller practice near you is easier to reach and usually cheaper to run a case through.
Prospecting St. Louis law firms
BAMSL's 100% Club is one of the few public sources that names local firms. It recognizes firms of five or more attorneys in the St. Louis metro area, all licensed in Missouri, whose attorneys are all BAMSL members; the page shows 46 logos, a handful of which are courts, nonprofits or companies rather than law firms. It's a ready list of established firms of five or more lawyers. BAMSL also runs sustaining partner and advertising programs for companies that want to reach its members. For roles by firm size, see selling to law firms.
| Target | Where to look | Accounts |
|---|---|---|
| Large firms (100 or more employees) | Mostly St. Louis city | 12 offices |
| Mid-size firms (20 to 99) | City, St. Louis County, Madison County | 83 offices |
| Small practices (5 to 19) | St. Louis County, St. Charles, Metro East | 326 offices |
Illustrative example. The company, prices and results are invented.
Gateway Ledger (gatewayledger.example) runs billing and trust-account bookkeeping for law firms. It targets offices with 10 to 99 employees: 99 + 65 + 18 = 182. It starts with the firms on BAMSL's 100% Club page, which fit the size band and are easy to research, then works through the rest by county. Two contacts per firm (the managing partner and the office or finance manager) gives about 364 people. At a 4% reply rate that's 14 or 15 conversations; if one in four agrees to a billing review, about four reviews, and two clients at $3,000 a month adds $72,000 a year. Splitting the list by state matters here: the Illinois firms report to a different regulator, so lead with what changes for them.
Subject: [Firm]'s billing cycle Hi [first name], Firms of [firm]'s size in St. Louis usually close the month with one person reconciling time, invoices and the trust account by hand. We do that work for [number] firms in Missouri and Illinois, and our clients' invoices go out [number] days sooner on average. Would a 30-minute review of last month's close be useful? You'd get a written list of fixes either way. [Your name]

Questions people ask
How many law firms are there in St. Louis?
Census County Business Patterns counted 1,393 law offices with paid employees in the St. Louis metro area in 2023, employing 10,509 people. That includes 668 in St. Louis County, 240 in the city of St. Louis and 268 in the Illinois counties of Madison, St. Clair and Monroe. Offices aren't firms, and lawyers without employees aren't counted.
How do I check if a Missouri lawyer is licensed?
Search the Official Directory of Missouri Lawyers on the Missouri Bar's website by name, city, ZIP code, bar number or county. Every lawyer in good standing with the Supreme Court of Missouri is included. Inactive lawyers also appear, but they aren't eligible to practice in Missouri. For an Illinois lawyer, use the Illinois ARDC's lawyer search instead.
Do I need a Missouri or an Illinois lawyer in St. Louis?
It depends on where the case is filed or the deal is governed. A case in Madison or St. Clair County court needs a lawyer licensed in Illinois; one in St. Louis city or county needs a Missouri lawyer. Many lawyers in the region hold both licenses. Check the Missouri directory and the Illinois ARDC search to see which licenses your lawyer holds.
Where are the big law firms in St. Louis?
Mostly in the city of St. Louis. Census data for 2023 shows the city's 240 law offices employing 3,966 people, an average of 16.5 per office, against 5.8 in St. Louis County. Twelve offices in the metro area have 100 or more employees and none has 500 or more. BAMSL's 100% Club page names many established local firms of five or more lawyers.
How many lawyers are in the Metro East?
The Illinois ARDC's 2025 annual report counts registered attorneys by county of principal office: 730 in Madison County, 647 in St. Clair County and 49 in Monroe County, 1,426 in all. Those counties had 268 law offices with paid employees in 2023 by the Census count. Registered attorneys include in-house, government and inactive lawyers, so the figure isn't the same as private practice.
