This report is for people finding, vetting or selling to law firms in Tampa, St. Petersburg, Clearwater and the rest of Tampa Bay: a business or family hiring counsel, a paralegal or lawyer looking at employers, or a vendor that serves firms. Figures come from the Census Bureau and the Bureau of Labor Statistics; how-to steps use the local courts' own records.
Tampa Bay's law offices, county by county
The Census Bureau's County Business Patterns (CBP) 2023, offices of lawyers (NAICS 541110), Tampa-St. Petersburg-Clearwater, FL Metro Area (CBSA 45300), by county:
| County | Offices | Share of offices | Employees | Average employees | Average annual pay |
|---|---|---|---|---|---|
| Hillsborough County, Florida | 1,337 | 56.6% | 11,048 | 8.3 | $123,696 |
| Pinellas County, Florida | 812 | 34.4% | 4,099 | 5.0 | $92,931 |
| Pasco County, Florida | 167 | 7.1% | 828 | 5.0 | $71,697 |
| Hernando County, Florida | 45 | 1.9% | 238 | 5.3 | $75,950 |
Average size and pay are our arithmetic from each county's payroll and employment totals. Hillsborough, which includes downtown Tampa and Westshore, has 68% of the metro's law-office jobs. Pinellas (St. Petersburg and Clearwater) has a third of the offices but a quarter of the jobs: smaller practices, paid about a quarter less.
Market totals and office sizes
| Measure (2023) | Tampa Bay metro |
|---|---|
| Establishments | 2,361 |
| Employees (mid-March) | 16,213 |
| Annual payroll | $1,824,963,000 |
| Average employees per office | 6.9 |
| Average annual pay | $112,562 |
| Share of US law offices | 1.43% of 165,491 |
| Employees per office | Offices |
|---|---|
| 1 to 4 | 1,685 |
| 5 to 9 | 346 |
| 10 to 19 | 181 |
| 20 to 49 | 99 |
| 50 to 99 | 30 |
| 100 to 249 | 18 |
| 250 or more | 2 (derived from the total; classes not published) |
The Census Bureau doesn't publish the size classes above 249 here, but 20 offices have 100 or more employees, so two are larger; Hillsborough's county detail accounts for both. The metro holds 13.7% of Florida's 17,261 law offices.
CBP counts each office with paid staff once, so a firm with offices in Tampa and Clearwater counts twice. Solo lawyers with no staff are outside CBP. A separate Census series for businesses without payroll, Nonemployer Statistics, found 2,629 of them in legal services across the metro in 2023, taking in $166.5 million; its legal services code (5411) also covers title abstract and similar businesses, so not all are lawyers.
A paralegal-heavy market
The BLS Occupational Employment and Wage Statistics (OEWS) for May 2025 count jobs by occupation in every industry, including corporate legal departments, insurers and government:
| Occupation | Employed | Mean annual wage | Location quotient |
|---|---|---|---|
| Lawyers (23-1011) | 8,330 | $148,940 | 1.19 |
| Paralegals and legal assistants (23-2011) | 6,630 | $62,650 | 1.81 |
| Administrative law judges and hearing officers (23-1021) | 230 | $113,720 | 1.52 |
| All legal occupations (23-0000) | 17,400 | $106,150 | 1.43 |
A location quotient of 1.81 means paralegals make up a share of Tampa Bay jobs 81% larger than nationally. That works out to 0.80 paralegals per lawyer, against 0.52 nationally (392,880 paralegals and 754,500 lawyers). Firms that lean on paralegals delegate intake, records, scheduling and document work, which shapes both who you hire there and who you sell to. Treat the lawyer count as approximate: BLS reports a relative standard error of 13.8% for it. Partners who own their firms and solo lawyers fall outside the survey.
How to vet a Tampa Bay law firm
- Confirm Florida admission. Ask each lawyer for their Florida Bar number and look it up on The Florida Bar's website. Admission runs through the Florida Board of Bar Examiners, the Supreme Court of Florida's admissions agency, and requires passing the state's own bar examination, so check that whoever handles your case is admitted in Florida, not only elsewhere.
- Read the firm's court record. Hillsborough County cases are in the Clerk's HOVER court records search. Look for recent cases like yours and how they ended, not just volume.
- Know which circuit hears your case. Hillsborough is the Thirteenth Judicial Circuit; Pinellas and Pasco are the Sixth Judicial Circuit, which publishes its own local rules and practice requirements. Ask how often the firm appears before that circuit.
- Ask who will do the work. In a paralegal-heavy market, much of your file may be handled by a paralegal. That can lower cost; ask which tasks, and who supervises them.
- Get the fee terms in writing, including how costs are billed and what happens if you end the engagement.
Prospecting Tampa Bay firms
The buying pattern follows size. The 2,212 offices with fewer than 20 employees are run by a partner, often with a senior paralegal or office manager who screens vendors. The 147 offices with 20 to 249 employees have a firm administrator or operations lead, and in a market this reliant on paralegals, a paralegal manager is often the person who feels the problem first. Volume litigation practices such as insurance defense and personal injury are natural buyers of staffing, records and document services, so read each firm's practice pages before you write. Our guide to selling to law firms covers who signs at each size.
Illustrative example. The agency and its results are invented.
Gulfline Legal Staffing (gulfline.example) places contract and permanent paralegals. It targets the metro's 147 offices with 20 to 249 employees: 99 + 30 + 18. With two contacts at each (the firm administrator and a hiring partner) that's 294 people. A 5% reply rate on LinkedIn gives about 15 conversations, and if one in three turns into an open role, five job orders. Timing helps: firms post paralegal openings on their own career pages, and an opening is the best reason to write. Checking 147 firms' career pages and finding the right two people at each takes hours by hand; Bebop can do that research across the whole list.
Hi [first name], I saw [firm] is hiring a [litigation] paralegal for the [Tampa / St. Petersburg] office. We place paralegals with Tampa Bay firms, including contract-to-hire if you'd like to test fit first. If it would help to see two or three screened candidates this week, I'm happy to send them. No obligation either way.
