Marketing agencies in Indianapolis: 235 offices, a third of them in Hamilton County

Indianapolis agencies aren't only downtown: Hamilton County, home to Carmel and Fishers, has 77 of the metro's 235 agency offices. Most buyers start with a directory, so it pays to know which parts of a directory listing are verified and which are paid for.

The Indianapolis-Carmel-Greenwood metro area had 235 advertising, PR and related agency offices with paid staff in 2023, employing 2,080 people, according to the Census Bureau's County Business Patterns. Marion County has 123 and Hamilton County 77. Another 374 offices are marketing consultancies. Directories such as Clutch help you build a list, but they can earn fees for placements, so verify reviews, partner badges and named clients yourself before you shortlist.

  • Hamilton County has 77 offices and 740 jobs, a third of the metro's agencies.
  • Only five agency offices in the metro have 50 or more employees.

This report is for Central Indiana businesses hiring a marketing agency, for agency owners sizing the market, and for vendors that sell to agencies. It covers where the agencies are, their size and type, how to use directories and reviews, a vetting checklist, published rates, and a prospecting example.

Where Indianapolis agencies are

County Business Patterns 2023 reports NAICS 5418 (advertising, public relations and related services) for the Indianapolis-Carmel-Greenwood metro area:

CountyOfficesEmployees
Marion1231,182
Hamilton77740
Johnson1228
Hancock6not reported (high-noise figure)
Madison6not reported (high-noise figure)
Hendricks532
Boone3not reported (high-noise figure)
Metro area2352,080

The counties shown hold 232 offices; the rest of the metro has three. For the three counties marked "not reported", the Census Bureau published employment but flagged it as high-noise: the noise it adds for confidentiality moved the figure by 5% or more. Across the metro, agency offices paid $169.1 million in 2023, average 8.9 employees each, and are 0.60% of the US total of 38,864.

Hamilton County's offices average about as many people as Marion's (9.6 each, our calculation), so the suburban agencies aren't just one-person shops. If you're in Carmel, Fishers or Noblesville, a third of the market is close by.

These are establishments (locations) with payroll, not firms, so solo consultants without employees are missing.

Size and type

By size, 158 offices have one to four employees, 30 have five to nine, 24 have 10 to 19 and 18 have 20 to 49. The Census Bureau doesn't publish the larger cells for this metro; the five offices with 50 or more employees are the total less the published cells.

By main activity, the Census Bureau's codes split the 235 offices like this:

Firms that describe themselves as marketing agencies also register outside 5418: the metro has 374 marketing consultancies (541613, 1,840 employees) and 127 graphic design studios (541430). The Census Bureau puts custom SEO services under 541511, custom computer programming.

Using directories without being misled

Clutch ranks second in Google for "marketing agencies in Indianapolis", and most buyers start with a directory. Read one the way you'd read an ad:

  • Placement can be paid. Clutch's Indianapolis page says "We may earn a fee for some placements" without marking which. DesignRush, another large directory, sorts by "Sponsored" by default and says sponsored listings pay to appear above organic results.
  • Prices are self-reported. Minimum project sizes and hourly ranges on a listing come from the agency. Treat them as a starting point, not a quote.
  • Reviews need a second look. The FTC's Consumer Reviews and Testimonials Rule, in effect since 21 October 2024, bans fake and bought reviews and fake social media indicators such as bought followers. Look for reviews that name a project, a timeframe and a result.
  • Badges can be checked. A Google Partner must meet a 70% optimization score, $10,000 of ad spend across managed accounts over 90 days and certification for half its account strategists. Clicking the badge on the agency's website confirms it.

A vetting checklist

Before you sign with an Indianapolis agency, confirm that:

  • You've seen work for a client like you, in your industry or at your size, and spoken to that client.
  • The proposal names the people who will do the work, not only the ones who pitched.
  • Your Google Ads, Meta and analytics accounts will be in your company's name, with you as an admin. Google says an agency "must set up a separate Ads account for you."
  • The contract assigns you copyright in the final work once you've paid. Without a signed agreement, most commissioned creative work isn't a "work made for hire."
  • Fees for media management are disclosed in writing; Google requires agencies to show a management fee on every invoice.
  • There is a notice period you can live with and a list of what comes back to you when you leave.

What Indianapolis agencies charge

Agencies typically charge retainers, project fees or hourly rates, and larger ones add media commissions and incentives. The clearest public prices come from the General Services Administration's schedule contracts, where vendors set maximum hourly rates for federal orders. HighPoint Digital, a small business based in Indianapolis, holds one. Its ceiling rates next to the national medians for small businesses on these contracts (our calculation from GSA's data, 30 October 2026):

Role (as titled)HighPoint DigitalNational small-business median
Account manager$118$141
Copywriter ("copy writers")$107$125
Social media strategist$117$118
Integrated communications specialist$90$121 (PR or communications specialist)
Project manager$146 to $217, by experience$143

Ceilings are maximums for government work and commercial clients negotiate their own rates, but a table like this tells you whether a local quote is in the normal range.

Selling to Indianapolis agencies

Agencies here are small: 212 of the 235 offices have fewer than 20 employees. They buy tools for client work, reporting, production and freelance help, and the owner usually decides. At the 47 offices with ten or more staff, an operations or account lead typically evaluates first.

Illustrative example. The company, prices and results are fictional.

Timecard (timecard.example) sells time tracking and resourcing software for agencies at $25 a user per month. Its targets are the 47 offices with ten or more employees. At an average of 15 users, each is worth $4,500 a year; ten customers would bring in $45,000. The first email references a dated signal, such as a job post for an account manager, often a sign the agency is adding clients. Finding those signals and the operations lead at each of the 47 is the research Bebop does for each account.

Local organizations

  • AMA Indy, the American Marketing Association's Indianapolis chapter, where client-side marketers and agencies meet.
  • Indy Chamber, the regional chamber of commerce, for local business programs and member listings.
  • Indiana's INBiz business search confirms an agency's legal name and status; it blocked our automated check, so search it directly.

Next step: compare these agencies with the largest national groups in the largest advertising agencies and holding companies.

Questions people ask

How many marketing agencies are in Indianapolis?

In 2023 the Indianapolis-Carmel-Greenwood metro area had 235 advertising, PR and related agency offices with payroll, employing 2,080 people, by the Census Bureau's County Business Patterns. Marion County had 123 and Hamilton County 77. Another 374 offices were marketing consultancies. Owner-only shops without payroll aren't counted, so the number of firms offering marketing services is higher.

How much do marketing agencies usually charge?

Most charge retainers, project fees or hourly rates, and few publish them. Federal GSA schedule contracts are a public benchmark: HighPoint Digital in Indianapolis lists an account manager at $118 an hour and a project manager at $146 to $217, and the national median for small businesses on these contracts is $141 for an account manager. Those are ceilings for federal work, not commercial quotes.

Are Clutch rankings paid?

Partly. Clutch's Indianapolis directory page says it may earn a fee for some placements, without marking which listings are paid. Other directories do similar things: DesignRush sorts by sponsored listings by default. Prices on listings are reported by the agencies themselves. Use directories to find names, then check reviews, partner badges and client references yourself.

What are the big 3 marketing agencies?

By reported revenue, the three largest agency groups are Omnicom, Publicis Groupe and WPP. Omnicom reported $17.27 billion of revenue for 2025 and completed its merger with Interpublic on 26 November 2025. Each group owns many agency brands that pitch and work separately. Our page on the largest advertising agencies and holding companies gives the reported figures and sources.

What should I check before hiring a marketing agency?

Speak to a client like you, confirm who will do the work, and keep your ad and analytics accounts in your company's name with admin access. Get a signed copyright assignment for the final work, written disclosure of any media management fee, a notice period you can accept, and a list of everything the agency hands back when the relationship ends.
