Marketing agencies in Louisville: 169 offices, what two local agencies charge and what a monthly report should show

Louisville is one of the few places where you can see what local agencies charge before you call them, because two of them publish federal rate cards. The rate is only half the question, though: what you get for it each month is the report, and most buyers never say what that report must contain.

The Louisville/Jefferson County metro had 169 advertising, PR and related agency offices with paid staff in 2023, employing 1,716 people (Census County Business Patterns); 140 are in Jefferson County. Two local agencies publish federal ceiling rates: an SEO manager at $114.35 an hour and an account manager at $121.45 (LEAP Agency), a copywriter at $110.70 and an art director at $138.60 (Current360). Ask for a plan by role and hours, and agree what each monthly report must show.

  • 169 agency offices in the Louisville metro employ 1,716 people; Jefferson County has 140 offices and 1,542 jobs.
  • Agency offices paid an average of $66,851 per employee in 2023, about 72% of the US industry average.
  • LEAP Agency's federal ceilings run from $114.35 to $146.66 an hour; Current360's from $72.90 to $150.30.
  • Google expects an agency's monthly report to show clicks, impressions and the exact amount Google charged, separate from fees.
  • Consultancies are a smaller pool here than in most metros: 122 offices against 169 agency offices.

What two Louisville agencies charge

Agencies that sell through GSA's Multiple Award Schedule publish ceiling rates, the most they may charge a federal buyer per hour; buyers can negotiate lower on each order (FAR 8.405-4). Two Louisville agencies have current rates in GSA's CALC+ data on 30 October 2026, both small businesses:

Role (as titled in each contract)LEAP AgencyCurrent360
Graphic designer$135.74$72.90
Copywriternot listed$110.70
Web developer or digital designer$136.87 (digital designer)$100.80 (web developer, WordPress)

Social media manager$146.66 (social media or marketing manager)$117.90

Art directornot listed$138.60
Project manager$130.63not listed
Account manager$121.45$150.30

LEAP Agency is at 2500 Technology Drive (contract 47QRAA24D007G, May 2024 to May 2029). Current360 is at 137 West Muhammad Ali Boulevard (contract 47QRAA22D000C, October 2021 to October 2031); its federal work includes a Bureau of Land Management fire prevention campaign with $185,824.21 obligated in 2025 (USAspending).

The two cards price the same titles very differently, $72.90 against $135.74 for a graphic designer, because each agency defines the role, experience and setting its own way. Compare whole plans, not single rates. Omnicom's 2025 10-K lists the other bases agencies use (commissions on media, incentives tied to results, pass-through costs), so ask whether any apply.

Illustrative example. The client and hours are invented; the rates are LEAP Agency's ceilings. An SEO and reporting retainer with 12 hours of SEO management, 6 hours of analytics and 4 hours of account management costs 12 × $114.35 + 6 × $128.20 + 4 × $121.45 = $1,372.20 + $769.20 + $485.80 = $2,627.20 a month at the ceiling.

How many agencies Louisville has

The Census index files custom SEO services under 541511, custom computer programming, so an SEO specialist may be registered there rather than as an agency.

What a monthly report should show

Agree the report before the first invoice. Google sets a floor for paid search: if the agency's terms include monthly reporting, the report must give costs, clicks and impressions at the level of each Google Ads account, and "the exact amount charged by Google, exclusive of any fees." Google's guide for advertisers adds that you "have the right to know the number of clicks, impressions, and the total cost" of your ads. Beyond that floor, a useful report has:

  1. Spend by channel against budget, with agency fees shown separately.
  2. Results you defined in advance: leads, sales, booked calls or store visits, not just traffic.
  3. Cost per result, month on month.
  4. What changed and why: tests run, pages published, keywords added or dropped.
  5. Hours used, if you pay by the hour, against the hours in the plan.
  6. Next month's plan, in two or three lines.

Then make sure you can check it yourself. Keep the Administrator role in your Google Analytics property (only Administrators can manage users) and the ad accounts in your name; Google requires agencies to give you the account's customer ID on request.

Other contract points

  • Creative rights. A signed copyright assignment, since commissioned work is a work made for hire only in nine narrow categories (US Copyright Office).
  • Exit. Notice period, handover list and return of your data.
  • The entity. Check it on Kentucky's business entity search; an Indiana firm registers with Indiana's Secretary of State.

Selling to Louisville agencies

With 141 of 169 offices under 20 people, owners make most buying decisions. The 26 offices with 20 to 99 employees often have a digital or operations lead who evaluates tools first. Reporting is the natural pitch here: agencies that commit to monthly client reports buy dashboards, call tracking and analytics help.

Illustrative example. The vendor, price and response rate are invented.

Riverport Reports (riverport.example) sells automated client reports to agencies at $300 a month. It targets the 77 advertising agencies plus consultancies that run paid search, about 120 businesses. Ten new customers would be $36,000 a year. The opening line names a new client the agency announced, since every new client is another report to build. Bebop can list the agencies that run paid search and find the person who owns client reporting.

Hi [first name],

Congrats on adding [client]. Each new account is one more monthly report, and most teams your size still build them by hand from Google Ads, Analytics and the call tracking.

[Product] pulls them into one report in your branding, with spend, results and cost per lead, ready on the first of the month. [Similar agency] saves about [hours] per client.
