Staffing agencies in Louisville: 219 locations, how agency work operates and when temps beat overtime

Louisville's staffing market is almost all temp help: 188 of its 219 agency locations supply workers to other employers' sites, and they average about 60 people on the payroll each. For an employer, the useful question is rarely which agency but whether a surge is long enough for temps to beat your own overtime.

Market report7 min readPublished

The Louisville/Jefferson County metro had 219 staffing agency establishments in 2023 (Census County Business Patterns): 188 temporary help locations employing 11,424 people and 31 placement or executive search offices, with 167 in Jefferson County and 23 across the river in Clark and Floyd counties, Indiana. Job seekers should register with two or three agencies that place their kind of work and never pay a fee. Employers should compare temps with overtime over the full length of the surge.

  • 219 staffing establishments in the Louisville metro; the 188 temp help locations employ 11,424 people on a $469 million payroll.
  • The metro employee total isn't reported because the placement agency figure is high-noise; temp help alone is the floor.
  • 40 temp help locations have 100 or more employees, against 121 agency locations of all kinds with fewer than 20.
  • Kentucky has required PEOs to register with the Department of Workers' Claims since July 2024, and its law excludes temporary help services from that.
  • In the worked example, overtime is cheaper for a one-week surge and temps are $8,674.70 cheaper over eight weeks.

What the Census counts in Louisville

Source: US Census Bureau, County Business Patterns 2023, Louisville/Jefferson County, KY-IN Metro Area (CBSA 31140), NAICS 56131 (Employment Placement Agencies and Executive Search Services) and 56132 (Temporary Help Services).

Measure (2023)Louisville metro
Establishments219
Employees (week of March 12)Not reported (high-noise figure)
Annual payrollNot reported (high-noise figure)
Share of US establishments0.42% of 51,830

The Census Bureau published the metro employee total for placement and search agencies but flagged it as high-noise: the noise it adds to protect confidentiality changed the figure by 5% or more. So the combined total isn't reported here. Temp help's own figures carry no such flag:

Industry (NAICS, 2023)EstablishmentsEmployeesAnnual payroll
Temporary help services (561320)18811,424$469,036,000
Employment placement agencies (561311)23Not reported (high-noise figure)$13,991,000
Executive search services (561312)826$1,877,000

That puts average temp help pay at about $41,100 a year and about 61 employees per temp location. The headcount is large because temp agencies are the legal employer of the people they place: Census defines temporary help workers as "employees of the temporary help services establishment," so warehouse, plant and office temps are counted at the agency's branch, not at the site where they work.

121 locations have fewer than 20 employees; the larger classes aren't published for the two codes combined. The temp help row is published further up: 27 temp locations have 50 to 99 employees, 33 have 100 to 249, 6 have 250 to 499, and one has 500 or more (its exact class isn't published).

Jefferson County has three in four locations. The two Indiana counties have 23 between them, all temp help branches, averaging about 61 employees each. Oldham's five are tiny recruiting offices with four employees between them.

County Business Patterns counts establishments with paid employees, not companies (a national brand with four Louisville branches counts four times), leaves out self-employed recruiters, and measures employment in one week of March 2023. Professional employer organizations are a separate code and aren't included.

If you're looking for work through an agency

  1. Pick agencies by the work they place. Light industrial and warehouse agencies, office and accounting agencies, healthcare staffing and IT contract firms recruit from different pools. ClearlyRated lists 101 Louisville agencies with talent ratings, which is a quick way to see which ones workers rate.
  2. Register with two or three, not ten. Expect an application, ID and right-to-work documents, and for many roles a background check or drug screen.
  3. Know who your employer is. On a temp assignment the agency hires and pays you, withholds taxes and carries workers' compensation, even though you work at the client's site.
  4. Ask how temp-to-hire works at that client: how many hours before you can be hired on, and what the permanent pay would be.
  5. Never pay to be placed. Agencies are paid by employers, and the Federal Trade Commission warns that honest placement firms don't typically charge candidates.

KentuckianaWorks, the region's public workforce board, runs the Kentucky Career Center, workshops and hiring events for job seekers in Jefferson, Bullitt, Oldham, Shelby, Spencer, Henry and Trimble counties, so it's worth registering there too.

For employers: Kentucky's rules and how to vet an agency

Kentucky regulates co-employment, not temp help. Since 15 July 2024, a business providing professional employer services must be registered with the Department of Workers' Claims and file audited financial statements (KRS 336.236). The same law says persons "providing temporary help services" are not PEOs (KRS 336.232), and defines temp help as recruiting its own employees, assigning them to support other organizations' workforces and customarily trying to reassign them when an assignment ends. So:

If the firm isCheck
A PEO co-employing your existing staffIts Kentucky registration with the Department of Workers' Claims
A temp or temp-to-hire agencyBusiness entity status with the Secretary of State, a workers' compensation certificate naming you, references
A placement or search firmFee terms, guarantee period and refund or replacement rules
Based in Clark or Floyd CountyIt works under Indiana law for Indiana sites; check the rules where the work is done

Then ask every agency for the pay rate, markup and overtime rate as separate lines, its fill rate on similar orders, and two references at sites like yours.

Worked example: when temps beat overtime

Illustrative example. The company, rates and productivity are invented to show the arithmetic.

Derby Line Packaging (derbyline.example), a Jefferson County plant, needs 300 extra hours of output a week. Its operators earn $21.00, so overtime costs $31.50 plus 7.65% employer FICA: $33.91 an hour. An agency quotes $18.50 pay with a 45% markup: a $26.83 bill rate. New temps are slower, so the plant budgets 400 temp hours in week one and 330 a week after that for the same 300 hours of output.

Length of surgeOvertime (300 hours a week × $33.91)TempsCheaper option
1 week$10,173.00400 × $26.83 = $10,732.00Overtime, by $559.00
2 weeks$20,346.00$10,732.00 + 330 × $26.83 = $19,585.90Temps, by $760.10
8 weeks$81,384.00$10,732.00 + 7 × $8,853.90 = $72,709.30Temps, by $8,674.70

The crossover sits in week two. A short spike is cheaper on overtime; anything longer favors temps, and eight weeks of 60-hour weeks would also cost the plant in fatigue and turnover that the table doesn't show.

Selling to Louisville staffing agencies

The market is small enough to know by name. Of 219 locations, the 188 temp help branches are the buyers that matter for most sellers: payroll and timekeeping, background checks and drug testing, workers' compensation, safety training, transport and recruiting ads. The 31 placement and search offices are mostly small and buy job advertising, candidate data and assessment tools.

Start from the ASA member directory and ClearlyRated's 101 Louisville listings, check each entity on the Kentucky Secretary of State's business search, and include the Indiana-side branches in Jeffersonville and New Albany if you can serve both states. Read each agency's job posts to split warehouse and plant staffers from office and healthcare specialists. A focused list of 40 to 60 temp branches is a realistic territory; research each before you write, which is where Bebop helps by finding agencies that match a description and explaining why each fits. Questions people ask

How many staffing agencies are in Louisville?

Census County Business Patterns counted 219 staffing agency establishments in the Louisville/Jefferson County, KY-IN metro area in 2023: 188 temporary help locations, 23 employment placement agencies and 8 executive search offices. Jefferson County has 167 and Clark and Floyd counties in Indiana have 23. The temp help locations employ 11,424 people; the metro total isn't reported because one component is a high-noise figure.

Do temp agencies in Louisville charge workers a fee?

They shouldn't. Staffing agencies are paid by the employers they supply, through an hourly bill rate or a placement fee, so a job seeker shouldn't pay to register or be placed. The Federal Trade Commission says honest placement firms don't typically charge candidates and advises walking away from one that asks for a fee in advance. KentuckianaWorks, the public workforce board, is another place to look for work.

Do staffing agencies need a license in Kentucky?

Kentucky's staffing law covers professional employer organizations: since 15 July 2024 they must register with the Department of Workers' Claims and file audited financial statements under KRS 336.236. The same law excludes temporary help services from the PEO definition. For a temp or placement agency, check its business registration with the Secretary of State, its workers' compensation coverage and references.

Is it cheaper to use temps or overtime?

It depends on how long the extra work lasts. In an illustrative Louisville plant example, overtime at $33.91 an hour was $559.00 cheaper for a one-week surge, because new temps need more hours for the same output. From week two temps at a $26.83 bill rate were cheaper, and over eight weeks they saved $8,674.70, before counting fatigue from sustained overtime.
