Marketing agencies in Milwaukee: 188 offices, two published local rate cards and how to budget for one

Milwaukee has fewer agencies than its size might suggest, but they are well staffed and well paid: about 15 people per office, earning the US industry average. Two local agencies also publish federal rate cards, which makes this one of the few cities where you can check a quote against real local prices.

For Milwaukee-area companies hiring an agency and wondering what it should cost, and for vendors selling to agencies in southeastern Wisconsin. All counts are for the four-county metro: Milwaukee, Waukesha, Ozaukee and Washington.

A market of mid-sized shops

US Census Bureau, County Business Patterns 2023, Milwaukee-Waukesha, WI Metro Area (CBSA 33340), NAICS 5418:

That's 157 offices under 20 people, 26 with 20 to 99 and 5 with 100 or more. Average pay is within a few hundred dollars of the national figure for the industry ($93,178, our calculation from the same file).

Waukesha County611,08917.9
Ozaukee County201688.4
Washington County1317013.1

Half the offices are in Milwaukee County, but Waukesha's are bigger on average. A shortlist limited to Milwaukee County misses half the region's agency offices, and Waukesha alone has a third of them.

Limits of the count. CBP counts establishments with paid employees in March 2023. A firm with offices downtown and in the Third Ward counts twice, and freelancers aren't counted. The codes are NAICS 2017. Marketing consultancies (541613), which often sell the same services, are a separate industry with 243 offices and 2,084 employees in the metro.

Which kind of agency

By six-digit code in the same file: advertising agencies (541810, full-service, creative, digital and performance) have 81 offices and 1,296 employees, paid about $108,700 on average. PR agencies (541820) have 27 offices and 145 employees. Promotional products, sign lettering and other advertising services (541890) have 54 offices and 842 employees. Direct mail (541860) has 7 offices and 197 employees. Media buying (4 offices), display advertising (9) and flyer distribution (4) are too small for reliable employee figures: the Census Bureau flags them as high-noise. Two offices sit in codes too small to publish.

Outside 5418, the Census index puts custom SEO and custom web page design under 541511 (260 offices here, mostly software firms) and design-only studios under 541430 (71). Pick the code that matches the job before you search: an SEO project and a brand campaign rarely go to the same shop.

Two local rate cards, from federal contracts

Most agencies quote privately. Agencies that sell to the federal government through GSA's Multiple Award Schedule publish ceiling rates instead: the highest hourly price they may charge a federal buyer, which buyers can negotiate down on each order (FAR 8.405-4). Two Milwaukee-area agencies hold schedule contracts with rates in GSA's CALC+ data on 30 October 2026.

Creative Marketing Resources (250 East Wisconsin Avenue, Milwaukee; contract 47QRAA18D006U, running to March 2028). Its federal work includes a USDA animal health outreach task order on African swine fever aimed at producers and veterinarians, with $6,343,810.93 obligated for May 2024 to May 2027 (USAspending).

Role (as titled in the contract)Ceiling rate per hour
Social media specialist$125.50
Project manager$150.60
Paid media manager$150.60
Web designer$150.60
Social media manager$150.60
Senior art director$175.70
Media director$175.70
Digital director$175.70

ADZ ETC (Menomonee Falls, Waukesha County; contract GS07F0610X, running to June 2031, small business).

Role (as titled in the contract)Ceiling rate per hour
Production and ad layout specialist$44.42
Proofreader$56.64
Copywriter$68.85
Media buyer$68.85
Creative and graphic designer$68.85
Direct mail specialist$68.85
Project manager$84.53

The same job title can be priced twice as high at one agency as another: $150.60 against $84.53 for a project manager. That reflects what each agency does and who it staffs, so compare quotes on the whole plan, not the hourly rate alone.

Turning a rate card into a monthly budget

Illustrative example. The client and hours are invented; the rates are Creative Marketing Resources' federal ceilings.

Lakeshore Valve (lakeshorevalve.example), a Waukesha manufacturer, wants an always-on paid search and LinkedIn program with fresh creative each month. The agency proposes:

RoleHours a monthRateCost
Project manager10$150.60$1,506.00
Paid media manager20$150.60$3,012.00
Senior art director8$175.70$1,405.60
Total38$5,923.60

Media spend is on top. Three questions turn this into a contract: what happens to unused hours (rolled over or lost), how overruns are approved, and whether the agency reports hours used each month. Omnicom's 2025 10-K lists the other ways agencies charge, including commissions on media and incentives tied to results, so ask which apply.

What to agree before work starts

Keep the ad accounts and analytics in your company's name: Google tells advertisers the agency "must set up a separate Ads account for you" and must give you its customer ID on request. Ask for a written copyright assignment for logos, ads and site designs, because the US Copyright Office explains that commissioned work counts as "made for hire" only in nine categories and only with a signed agreement. If the agency runs email for you, remember the FTC's CAN-SPAM guide: you "can't contract away" your own responsibility, and each violating email can cost up to $53,088.

Selling to Milwaukee agencies

With 157 of 188 offices under 20 people, most buying is done by an owner. The 31 offices with 20 or more staff are where an operations lead or department head evaluates first. Agencies with federal contracts are a niche worth knowing: they need tools and subcontractors that can work to government requirements.

Illustrative example. The vendor, price and response rate are invented.

Northpoint Footage (northpoint.example) licenses stock video of Midwest manufacturing to agencies at $2,400 a year. Its first list is the 81 advertising agency offices plus the 71 design studios, 152 in all, filtered to those whose portfolios show industrial clients. If a third qualify, that's about 50 agencies; an illustrative 8% conversion gives four customers and $9,600 a year. Bebop can find the agencies with manufacturing clients and the creative lead at each.

Hi [first name],

Your [client] work shows a lot of real production lines. Getting a camera crew onto a plant floor takes weeks of safety sign-off, which is why most agencies end up with generic footage.

We license [what you sell, e.g. cleared 4K footage of Midwest machining, welding and packaging lines], filmed with releases in place, at [price] a year for the whole agency.

Questions people ask

How many marketing agencies are in Milwaukee?

Census County Business Patterns counted 188 advertising, PR and related agency offices with paid employees in the Milwaukee-Waukesha metro in 2023, employing 2,806 people. Milwaukee County has 94, Waukesha County 61, Ozaukee 20 and Washington County 13. The metro also has 243 marketing consulting offices. Freelancers without employees aren't included.

How much does a marketing agency in Milwaukee charge per hour?

Two local agencies publish federal ceiling rates. Creative Marketing Resources lists $150.60 an hour for a project manager or paid media manager and $175.70 for a senior art director or media director. ADZ ETC in Menomonee Falls lists $68.85 for a copywriter, media buyer or designer and $84.53 for a project manager. These are maximums for federal orders; commercial quotes are negotiated separately.

How do I budget for a marketing agency retainer?

Ask for the plan as roles, hours and rates, then multiply. In an illustrative Milwaukee example, 10 hours of project management, 20 of paid media management and 8 of senior art direction at one agency's published rates came to $5,923.60 a month before media. Agree what happens to unused hours, how overruns are approved and how hours are reported.

Do Milwaukee marketing agencies pay well?

Yes, by national standards. Agency offices in the Milwaukee metro paid an average of $93,316 per employee in 2023, almost exactly the US average for the industry, and advertising agencies here paid about $108,700 on average, our calculation from County Business Patterns. Pay is a large part of an agency's costs, so it sets a floor under the rates you'll be quoted.
