Short answer
The Minneapolis-St. Paul-Bloomington metro had 661 advertising, PR and related agency offices with paid staff in 2023, employing 8,054 people on a $714.8 million payroll (Census County Business Patterns). Hennepin County has 382 of them and 5,414 jobs. Advertising agencies are 269 offices and direct mail firms employ 1,841 people. To hire one, match the type to the job, keep accounts and lists in your name, and for mail, ask for the postage statements.
- 661 agency offices employ 8,054 people in the Twin Cities metro; 579 have fewer than 20 employees.
- Hennepin County holds 58% of the offices and 67% of the jobs.
- 37 direct mail offices employ 1,841 people, about 23% of metro agency employment against 6.5% nationally.
- Clear Channel Outdoor ran 1,143 displays in its Minneapolis market at the end of 2025.
- Permit imprint mail is paid for mailing by mailing, so the postage paperwork exists: ask to see it.

The Twin Cities agency market
US Census Bureau, County Business Patterns 2023, Minneapolis-St. Paul-Bloomington, MN-WI Metro Area (CBSA 33460), NAICS 5418:
| Measure (2023) | Twin Cities metro |
|---|---|
| Agency offices | 661 |
| Employees | 8,054 |
| Annual payroll | $714,845,000 |
| Employees per office | 12.2 |
| Average annual pay | $88,757 |
| Share of US offices | 1.7% of 38,864 |
| Employees at the office | Offices |
|---|---|
| 1 to 4 | 451 |
| 5 to 9 | 75 |
| 10 to 19 | 53 |
| 20 to 49 | 50 |
| 50 to 99 | 11 |
| 100 to 249 | 18 |
| 250 or more | Not published (three offices, by subtraction) |
In bands: 579 offices under 20 people, 61 with 20 to 99 and 21 with 100 or more (the last is the total less the smaller bands).
County by county
| County | Offices | Employees |
|---|---|---|
| Hennepin | 382 | 5,414 |
| Ramsey | 95 | 568 |
| Dakota | 51 | 473 |
| Anoka | 32 | not reported (high-noise figure) |
| Washington | 26 | 97 |
| Carver | 18 | not reported (high-noise figure) |
| Scott | 15 | 54 |
| Sherburne | 12 | not reported (high-noise figure) |
Hennepin, which takes in Minneapolis and the western suburbs, holds 58% of the offices and 67% of the jobs. St. Paul's Ramsey County has a quarter as many offices, mostly small ones. "Not reported" is the Census Bureau's high-noise flag: the figure was published, but the noise added for confidentiality changed it by 5% or more.
What's counted. Establishments with paid employees in March 2023; a two-office firm counts twice, and the self-employed aren't included. Codes are NAICS 2017. Marketing consultancies (541613) are a separate industry, with 797 offices and 5,941 employees here.
What kind of agency, by code
| Kind | Code | Offices | Employees |
|---|---|---|---|
| Advertising agencies: full-service, creative, digital, performance | 541810 | 269 | 3,644 |
| Promotional products, sign lettering, demonstrations | 541890 | 159 | 948 |
| PR agencies | 541820 | 111 | 691 |
| Billboards and display | 541850 | 39 | 551 |
| Direct mail advertising | 541860 | 37 | 1,841 |
| Flyer and sample distribution | 541870 | 19 | 48 |
| Media representatives | 541840 | 14 | not reported (high-noise figure) |
| Media buying | 541830 | 13 | 234 |
The rows add up to 661. Direct mail offices average about 50 employees each, the largest of any agency type here, and they employ about 23% of the metro's agency workforce; nationally the figure is 6.5% (30,369 of 465,231), our calculation from the same Census file. Two more codes to search: the Census index puts custom SEO and custom web design under 541511 (1,203 Twin Cities offices, mostly software firms), and design-only studios under 541430 (296).
Out-of-home is the other big channel: Clear Channel Outdoor's 2025 10-K lists 1,143 displays in its Minneapolis market, mostly printed billboards, and 3% of its US segment revenue.
Hiring a direct mail agency
The Census Bureau's definition says direct mail firms design campaigns, prepare the pieces for mailing and "may also compile, maintain, sell, and rent mailing lists." That makes three questions central.
- Whose list is it? If the agency builds a list from your customers, it's yours: get it back in a usable format at the end. If it rents you a list, ask what you're allowed to do with the names that respond, and for how long.
- What did postage really cost? Postage is usually the biggest line and it should pass through at cost. When an agency mails on its own permit imprint, the USPS Domestic Mail Manual (604.5) requires payment for each mailing before it's released, and for company permit mailings and mailings entered at other offices it requires the permit holder to keep records such as postage statements and the postage paid. Ask for the postage statement for each drop and match it to your invoice.
- Who handles personal data, and under what contract? Customer files are personal data. Minnesota's Consumer Data Privacy Act requires a contract between a business and its processor that, among other terms, lets the business choose to have the processor delete or return all personal data when the service ends (section 325M.13).
The rest of the vetting
- Accounts in your name. Google tells advertisers that an agency "must set up a separate Ads account for you," and its policies require agencies to provide the customer ID on request and to report clicks, impressions and cost at account level.
- Fees you can see. Omnicom's 2025 10-K lists the usual ways agencies charge: an agreed fee or hourly rate, commissions on media, incentives tied to results and reimbursed third-party costs. Ask which a proposal uses and how any markup on printing or media is calculated.
- The work assigned to you. Commissioned creative isn't automatically yours: the US Copyright Office explains that work made for hire covers only nine categories with a signed agreement, so ask for a written assignment.
- The firm itself. Confirm the entity on the Minnesota Secretary of State's business filings search and call a former client.
The large holding companies don't help with local due diligence: Omnicom's 10-K names its principal corporate offices (New York, Stamford and West Palm Beach) and Stagwell's lists office countries, so neither tells you which of their brands staff a Twin Cities office.
Selling to Twin Cities agencies
Hennepin County is the territory: 382 offices and two-thirds of the jobs. The 21 offices with 100 or more employees buy through operations, finance and IT; the 61 with 20 to 99 usually have a department head who evaluates and an owner who signs. Direct mail firms are a distinct segment: they buy data hygiene, print, presort and postage optimization, and their volume makes small per-piece savings add up.
Illustrative example. The vendor, price and volumes are invented.
Northstar Hygiene (northstar.example) charges $1.50 per thousand records to correct addresses before a mailing. A direct mail office that mails 2 million pieces a month pays $3,000 a month, and saves far more if it cuts undeliverable mail by even a fraction of a percent. Its first list is the 37 direct mail offices plus the advertising agencies with 50 or more employees. The opener references a client campaign the agency just announced. When the list grows to the whole Upper Midwest, Bebop finds the production or operations lead at each firm.
Subject: Undeliverables on the [client] drop Hi [first name], Saw the [client] campaign [agency] launched this month. Questions people ask
How many marketing agencies are in Minneapolis?
County Business Patterns counted 661 advertising, PR and related agency offices with paid employees in the Minneapolis-St. Paul-Bloomington metro in 2023, employing 8,054 people. Hennepin County has 382, Ramsey 95 and Dakota 51. The metro also has 797 marketing consulting offices. Freelancers without payroll aren't counted, and an agency with two offices counts twice.
Who owns the mailing list when I use a direct mail agency?
It depends on where the names came from. A list built from your own customers is yours, and the contract should require the agency to return it in a usable format at the end. A rented list stays the owner's, and rental terms usually limit how you can use the names. Ask before the first mailing, and get the answer in writing.
How can I check what my agency paid for postage?
Ask for the USPS postage statement for each mailing. When an agency mails on its own permit imprint, the Domestic Mail Manual requires payment for each mailing before it's released, and for some permit mailings it requires the permit holder to keep records such as postage statements and the postage paid. Match those statements to the postage line on your invoice.
Are Minneapolis marketing agencies expensive?
Agency offices in the Twin Cities paid an average of $88,757 per employee in 2023, a little below the US average for the industry. Most agencies price privately, using hourly or agreed fees, media commissions, incentives and pass-through costs, as Omnicom's 10-K describes. Ask for any plan as roles, hours and rates, with postage and media shown at cost.
