Nashville's agencies in numbers
US Census Bureau, County Business Patterns 2023, Nashville-Davidson--Murfreesboro--Franklin, TN Metro Area (CBSA 34980), NAICS 5418:
| Measure (2023) | Nashville metro |
|---|---|
| Agency offices | 290 |
| Employees | 2,291 |
| Annual payroll | $185,857,000 |
| Employees per office | 7.9 |
| Average annual pay | $81,125 |
| Share of US offices | 0.75% of 38,864 |
By size: 178 offices have one to four employees, 50 have five to nine, 32 have 10 to 19, 22 have 20 to 49 and 6 have 50 to 99. The Census Bureau doesn't publish the larger classes here; by subtraction, two offices have 100 or more employees.
| County | Offices | Employees |
|---|---|---|
| Davidson | 167 | 1,647 |
| Williamson | 61 | 374 |
| Rutherford | 18 | 74 |
| Wilson | 14 | 48 |
| Sumner | 13 | 91 |
| Maury | 7 | not reported (high-noise figure) |
| Smith | 3 | 3 |
"Not reported" is a Census flag: the figure was published, but the noise added for confidentiality changed it by 5% or more. CBP counts establishments with paid staff in March 2023, so solo publicists and freelancers without payroll aren't in these numbers, and a firm with offices in the Gulch and Franklin counts twice. Codes are NAICS 2017.
What kinds of agency Nashville has

| Direct mail | 541860 | 9 | 95 |
| Flyer and sample distribution | 541870 | 8 | 55 |
| Media representatives | 541840 | 7 | 38 |
| Media buying | 541830 | 5 | not reported (high-noise figure) |
The rows add up to 290. PR firms are 27.9% of offices here against 22.2% across the US (8,646 of 38,864), our calculation from the same file. Beyond 5418, the region has 395 marketing consulting offices (541613) with 2,362 employees, 88 design studios (541430) and 23 market research offices (541910) with 408 employees. Hiring a PR firm: what to settle first
PR is harder to buy than advertising because the output, coverage, isn't guaranteed. Settle four things before you compare firms:
- The goal in a sentence. Trade coverage before a funding round, local reputation after a crisis, or a product launch: each suits a different firm.
- What counts as a result. Named outlets, interviews placed, message pickup, or traffic and leads from coverage. Agree the measure and the report before the retainer starts.
- Who pitches. Ask which person will call reporters and which outlets they've placed stories in this year.
- Crisis terms. Hours outside the retainer, who approves statements, and how fast the firm responds.
Three local rate cards, from federal contracts
Agencies on GSA's Multiple Award Schedule publish ceiling rates, the most they may charge federal buyers per hour (buyers can negotiate lower, FAR 8.405-4). Three Nashville-area agencies have rates in GSA's CALC+ data on 30 October 2026.
MP&F (611 Commerce Street, Nashville; schedule contract 47QRAA18D00DV, to August 2028), a PR agency by its federal contract code. Its current federal work includes a Department of Labor strategic communications and marketing task order for the Job Corps program, with $13,419,013.58 obligated for September 2024 to August 2027 (USAspending).
| Role (as titled) | Ceiling per hour |
|---|---|
| Assistant account executive | $81.36 |
| Graphic designer | $89.92 |
| Account executive | $107.05 |
| Senior account executive | $141.31 |
| Art director | $141.31 |
| Account supervisor | $158.44 |
| Senior account supervisor | $179.85 |
| Vice president | $205.54 |
| Senior vice president | $226.95 |
| Partner or principal | $269.77 |
Creative Direct Marketing Group (1313 4th Avenue North, Nashville; contract 47QRAA24D004H, to February 2029, small business) lists one rate, $167.00 an hour, for its creative director, copywriter, director and manager of digital marketing, and director of print mail and production.
Pathways 2 Solutions (Franklin, Williamson County; contract GS00F049GA, to November 2031, small business) lists $78.54 for an account executive who plans and buys media, $78.95 for a web and user experience designer and $85.69 for graphic design.
Illustrative example. The hours are invented; the rates are MP&F's federal ceilings. A month of PR support with 30 hours from a senior account executive, 10 from an account supervisor and 4 from a vice president comes to 30 × $141.31 + 10 × $158.44 + 4 × $205.54 = $4,239.30 + $1,584.40 + $822.16 = $6,645.86. Omnicom's 2025 10-K describes the other ways agencies charge (commissions on media, incentives tied to results, pass-through costs), so ask which apply to you.
AI, voices and Tennessee's ELVIS Act
Tennessee updated its personal rights law in 2024 with the Ensuring Likeness Voice and Image Security (ELVIS) Act, which Governor Lee signed on 21 March 2024. The Governor's office describes it as adding "voice" to the name, image and likeness the state already protected, aimed at generative AI tools that clone voices and impersonate people. For anyone commissioning ads, jingles or social content here, ask the agency whether it uses AI voice or image tools, whose voice or face any synthetic asset is based on, and to show the signed releases and licenses for every real performer.
The rest of the contract
Keep ad and analytics accounts in your company's name: Google requires agencies to give advertisers their customer ID on request and to show any management fee separately in writing and on every invoice. Get a written copyright assignment for creative work, since commissioned work outside nine statutory categories isn't a work made for hire (US Copyright Office). Check the firm on the Tennessee Secretary of State's business entity search and call a client who has left.
Selling to Nashville agencies
PR-heavy markets buy different tools: media databases, monitoring and clipping, press release distribution, measurement dashboards and freelance writers. With 260 of 290 offices under 20 people, the agency principal is usually the buyer; at the 28 offices with 20 to 99 staff, a vice president or account director often evaluates.
Illustrative example. The vendor, price and reply rate are invented.
ClipCount (clipcount.example) sells coverage measurement to PR firms at $250 a month. Its first list is the 81 PR agency offices plus the consultancies that advertise PR services. If 60 qualify and an illustrative 15% reply to a note that references a client story they placed last week, that's nine conversations. At volume, Bebop finds the firms that match and the account lead at each.
Subject: The [client] story in [outlet] Hi [first name], Nice placement for [client] in [outlet] this week. When a client asks what that story did for them, most firms your size pull clips and traffic by hand. [Product] turns coverage into one report a client can read: reach, message pickup and the visits each story sent to their site. [Similar firm] uses it for its monthly client reviews. Worth seeing a report built from the [client] coverage? [Your name] [Company, postal address] Reply "no" and I won't follow up.

Questions people ask
How many marketing agencies are in Nashville?
County Business Patterns counted 290 advertising, PR and related agency offices with paid employees in the Nashville metro in 2023, employing 2,291 people: 102 advertising agencies, 81 PR agencies and smaller numbers of media, display and direct mail firms. Davidson County has 167 and Williamson County 61. The metro also has 395 marketing consulting offices. Freelancers without employees aren't counted.
How much does a PR firm in Nashville cost?
Most PR firms quote monthly retainers privately. One Nashville firm, MP&F, publishes federal ceiling rates: $107.05 an hour for an account executive, $141.31 for a senior account executive, $158.44 for an account supervisor and $205.54 for a vice president. In an illustrative month of 44 hours across those roles, the total was $6,645.86. Federal ceilings are maximums for government orders.
What is the ELVIS Act in Tennessee?
The Ensuring Likeness Voice and Image Security Act, signed by Governor Bill Lee on 21 March 2024, updated Tennessee's personal rights law to protect a person's voice alongside their name, image and likeness. It targets generative AI tools that clone voices and impersonate people. If an agency makes ads with AI voices or likenesses, ask what each asset is based on and for the releases.
Should I hire a PR firm or an advertising agency?
It depends on whether you want earned or paid attention. A PR agency (NAICS 541820) works to get coverage and manage reputation, which isn't guaranteed but is often more credible. An advertising agency (541810) creates and places paid campaigns, with predictable reach. Nashville has 81 PR offices and 102 advertising agency offices, and many firms do some of both.
