Short answer
The San Diego-Chula Vista-Carlsbad metro had 104 pharmaceutical and medicine manufacturing establishments in 2023, employing 10,203 people at an average annual pay of $117,480 (Census County Business Patterns). The same data counts 437 biotechnology R&D establishments with 20,270 employees. FDA's registration file lists 66 drug establishments in the county. Neurocrine Biosciences ($2.86 billion of 2025 revenue) is the largest listed drugmaker headquartered there.
- Biotech R&D establishments (437) outnumber drug plants (104) four to one and employ twice as many people.
- 59 of the 104 plants have fewer than 20 employees; only about 4 have 500 or more.
- 23 establishments make in-vitro diagnostic substances, an unusually high share for a metro.
- FDA's file lists Genentech and Gilead in Oceanside and Novartis Manufacturing and Ionis in Carlsbad.
- Two companies EDGAR still places in San Diego, Ligand and Heron, now give Florida and North Carolina headquarters in their 10-Ks.

This report is for job seekers, partners, suppliers and sellers looking at San Diego's drug companies. The Census metro is San Diego County, so it runs from Chula Vista to Oceanside and Carlsbad. Read it with one fact in mind: the Census manufacturing code catches only the part of the industry that makes product, and in San Diego that's the smaller part.
Plants versus labs
County Business Patterns (CBP) 2023, San Diego-Chula Vista-Carlsbad, CA Metro Area (CBSA 41740):
| Industry (NAICS) | Establishments | Employees |
|---|---|---|
| Pharmaceutical and medicine manufacturing (3254) | 104 | 10,203 |
| Research and development in biotechnology (541714) | 437 | 20,270 |
| Drug wholesalers (424210) | 148 | 2,097 |
CBP counts each location with paid employees once, whatever company owns it, and leaves out the self-employed. A company with a lab in Torrey Pines and a plant in Carlsbad appears twice, once in each code. Head offices are classed as managing offices and aren't broken out by industry.
The manufacturing figures

| 100 to 249 | 8 |
| 250 to 499 | 8 |
| 500 or more | 4 (derived) |
The Census Bureau doesn't publish the 500 to 999 or 1,000 or more cells for San Diego; 4 is the total less the published classes. More than half the plants (59) have fewer than 20 employees, which fits a region where many companies make clinical batches or specialty materials rather than commercial volumes.

| Biologics (325414) | 17 | 1,386 |
The medicinal and botanical employee total was published but flagged as high-noise: the Census Bureau's confidentiality noise moved it by 5% or more. Diagnostics make up 22% of San Diego's establishments in the code, against 9% nationally (267 of 2,905 in the six-digit counts).
FDA-registered drug sites

EDGAR still gives San Diego business addresses for Ligand Pharmaceuticals and Heron Therapeutics, but their latest 10-K covers give Jupiter, Florida, and Cary, North Carolina, so they're left out. ImmunityBio ($113.3 million in 2025) also reports product revenue; outside the 20 largest by SEC revenue data, every company in the 61 reported less than $15 million, and most are clinical-stage.
Checking a San Diego company
- Registration. Search DECRS by firm name to see what each site is registered to do.
- State licences. The California Board of Pharmacy licenses wholesalers, third-party logistics providers and outsourcing facilities, with a separate lookup for each on its license verification page.
- Compliance history. Search FDA's Data Dashboard for the firm's inspections, warning letters and recalls.
- The local network. Biocom California, the state's life science association, publishes a member directory, and the San Diego Regional EDC publishes life sciences research on the region.
If you're job hunting, the ratio above is the point: twice as many biotech jobs sit in R&D establishments as in plants, so search by lab as well as by manufacturer.
Selling to San Diego drug companies
| Segment | Size signal | Who usually buys |
|---|---|---|
| Commercial companies (Neurocrine, Halozyme, Acadia) | Over 400 employees | Supply chain, quality, medical affairs and commercial leaders |
| Clinical-stage biotechs | 10 to 250 employees, R&D code | Head of CMC or technical operations, often with the CFO |
| Contract manufacturers and peptide makers | DECRS manufacturing registration | Site leader, business development, quality |
| Small plants under 20 staff (59) | Founder-led | The founder or operations lead |
Worked example: an instrument service company
Illustrative example. The company and its prices are invented; the counts come from CBP 2023.
Mesa Instrument Care (mesacare.example) services chromatography and dissolution equipment under annual contracts.
- Start with plants big enough to run a QC lab. 45 of San Diego's 104 manufacturing establishments have 20 or more employees.
- Do the arithmetic. Reaching the QC or lab operations manager at 60% gives 27 conversations. If one in five asks for a quote, that's 5, and if 3 sign at $35,000 a year, $105,000.
- Expand to labs. The 437 biotech R&D establishments are the second wave, with smaller contracts and faster decisions.
At this scale, research per account takes longer than the outreach; Bebop researches each company in a list and suggests who to contact and why.
