Short answer
The Houston-Pasadena-The Woodlands metro had 1,307 staffing agency establishments in 2023, employing 54,529 people on a $3.02 billion payroll (Census County Business Patterns): 928 temporary help locations, 240 placement agencies and 139 executive search offices, with 1,040 in Harris County. Choose a temp agency to find workers and a PEO to run HR for your own staff. Texas licenses PEOs, not temp agencies, so vet a temp agency through references, insurance and contract terms.
- 1,307 staffing establishments in metro Houston employ 54,529 people; temp help locations hold 47,829 of them.
- The largest are seven temp help branches with 500 to 999 employees; none reaches 1,000.
- Insperity, headquartered in Kingwood, averaged 310,089 paid worksite employees a month in 2025 with about 4,200 corporate staff.
- Texas requires a TDLR license for PEOs but excludes temporary help from it; 42 PEO license records list a Harris, Montgomery or Fort Bend County address.
- Billing overtime at 1.5 times the bill rate instead of pay plus a fixed markup adds $8,208 to a 30-person, three-week turnaround in the worked example.

| Measure (2023) | Metro Houston |
|---|---|
| Establishments | 1,307 |
| Employees (week of March 12) | 54,529 |
| Annual payroll | $3,020,968,000 |
| Average employees per establishment | 41.7 |
| Average annual pay | $55,401 |
| Share of US establishments | 2.52% of 51,830 |
| Industry (NAICS, 2023) | Establishments | Employees | Annual payroll | Average annual pay |
|---|---|---|---|---|
| Temporary help services (561320) | 928 | 47,829 | $2,501,999,000 | about $52,300 |
| Employment placement agencies (561311) | 240 | 5,456 | $298,797,000 | about $54,800 |
| Executive search services (561312) | 139 | 1,244 | $220,172,000 | about $177,000 |
Temp help holds 88% of the employees because a temp agency is the legal employer of the people it places: the Census definition says they "are employees of the temporary help services establishment," even though they work at the client's site. A crew of 200 temps at a refinery shows up on the agency branch's payroll, not the plant's.
Where they are
| County | Establishments | Employees |
|---|---|---|
| Harris County, Texas | 1,040 | 43,860 |
| Fort Bend County, Texas | 119 | 4,707 |
| Montgomery County, Texas | 72 | 3,258 |
| Brazoria County, Texas | 39 | Not reported (high-noise figure) |
| Galveston County, Texas | 21 | 1,044 |
| Austin County, Texas | 4 | Not reported (high-noise figure) |
| Chambers County, Texas | 4 | Not reported (high-noise figure) |
Where a cell reads "not reported (high-noise figure)", the Census Bureau did publish a number but marked it as moved 5% or more by the noise it injects to protect confidentiality. Harris County has 80% of the locations and 80% of the employees. Galveston's 21 locations are the largest on average, about 50 employees each.
How big they are
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 527 |
| 5 to 9 | 160 |
| 10 to 19 | 142 |
| 20 to 49 | 196 |
| 50 to 99 | 115 |
| 100 to 249 | 118 |
| 250 to 499 | 42 |
| 500 to 999 | Not published |
| 1,000 or more | Not published |
In broader bands: 829 establishments have 1 to 19 employees, 311 have 20 to 99 and 167 have 100 or more (the last is the total less the smaller bands, since the top classes aren't published for the two codes combined). The industry rows fill the gap: seven temp help branches have 500 to 999 employees, and the published temp help cells account for all 928 of its locations, so none has 1,000 or more.
County Business Patterns counts establishments with paid employees, not companies, so a national firm with ten Houston branches counts ten times, and self-employed recruiters aren't included. PEOs (NAICS 56133, 72 more metro locations with 4,372 employees) are a separate code and not in the tables above.
Temp agency, direct hire or PEO?
| You want | Use | What to expect |
|---|---|---|
| Extra hands for a shutdown, a project or a seasonal peak | Temporary staffing (industrial, craft helpers, office) | Hourly bill rate; the agency recruits, pays and insures the worker |
| To try a worker before hiring | Temp-to-hire | Hourly billing, then conversion on agreed terms |
| A permanent engineer, nurse, accountant or manager | Direct hire or executive search | A fee on hire, often a share of first-year salary, sometimes a retainer |
| Licensed or credentialed staff (nursing, IT, engineering) | A specialist agency | Ask how it verifies licenses and certifications |
| Payroll, benefits and HR for staff you already employ | A PEO | A service fee; the PEO co-employs your staff but doesn't recruit them |
If you're a job seeker, register with temp and direct hire agencies, not PEOs: a PEO only employs people its client businesses have already hired. On a temp assignment the agency is the employer that pays you, and under federal law overtime of at least 1.5 times your regular rate is due for hours over 40 in a workweek.
Public staffing companies headquartered here
| Company | Headquarters (10-K cover) | 2025 revenue | Scale |
|---|---|---|---|
| Insperity (NYSE: NSP) | 19001 Crescent Springs Drive, Kingwood, Texas | $6,812 million | Average of 310,089 paid worksite employees a month in 2025; about 4,200 corporate employees; 44 sales markets |
Insperity is a PEO, classified under SIC 7363 with the staffing firms but outside the two Census codes counted here. Its 10-K describes co-employment directly: it and each client "act as co-employers" of the client's worksite employees, and its revenue is gross billings based on their payroll cost plus a markup. That's why a PEO's revenue per corporate employee looks enormous: the 310,089 worksite employees are on its payroll, the roughly 4,200 corporate staff run the service.
The Texas license that does exist
Texas Labor Code section 91.011 says a person may not offer professional employer services without a license, issued by the Texas Department of Licensing and Regulation (TDLR). Section 91.001 then excludes temporary help and day labor employers from the definition, so the license tells you nothing about a temp agency. In TDLR's license data (updated 19 October 2026), 29 PEO license records list a Harris County business address, 11 Montgomery County and 2 Fort Bend County. Several groups hold a license for each of a string of related entities, so the count overstates the number of separate PEOs.
How to choose a Houston agency
- Name the job and the site rules first: plant safety orientations, drug testing, TWIC cards for port work or nursing licenses decide which agencies can supply at all.
- Shortlist specialists. ClearlyRated lists 359 Houston agencies with client and talent ratings, and the American Staffing Association directory filters by job field.
- Confirm the entity is active on the Texas Comptroller's franchise tax account status search.
- Get a workers' compensation certificate naming your company, and ask what the agency's safety program covers on your site.
- Ask for pay rate, markup, overtime method, per diem and conversion terms in writing. The overtime method is the one buyers miss (see below).
- If it's a PEO, check the TDLR license before you sign.
Worked example: two ways to bill overtime on a turnaround
Illustrative example. The company, rates and markup are invented to show the arithmetic.
Bayou Ridge Chemical (bayouridge.example) books 30 helpers for a three-week turnaround at 60 hours a week: 40 straight time and 20 overtime. Pay is $24.00, overtime pay $36.00, and both agencies quote a 38% markup, a $33.12 bill rate.
| Agency A: overtime at 1.5 × bill rate | Agency B: overtime pay plus the same $9.12 markup | |
|---|---|---|
| Straight time, 40 hours | $1,324.80 | $1,324.80 |
| Overtime rate | $49.68 | $45.12 |
| Overtime, 20 hours | $993.60 | $902.40 |
| Per worker per week | $2,318.40 | $2,227.20 |
| 30 workers, 3 weeks | $208,656.00 | $200,448.00 |
Same pay, same quoted markup, $8,208 apart. Neither method is wrong, but the quote that looks identical on page one isn't. Ask for the overtime bill rate as a number in the rate sheet.
Selling to Houston staffing agencies and PEOs
Houston gives a seller two different customer types in one metro. The 928 temp help branches buy for field volume: safety training and site orientations, drug and alcohol testing, background checks, worker transport, workers' compensation and timekeeping. PEOs buy what they resell or administer for clients: benefits, payroll and HR technology, insurance and compliance services.
| Establishment size | Count | Who usually decides |
|---|---|---|
| 1 to 19 employees | 829 | The owner, who often still recruits |
| 20 to 99 employees | 311 | Branch or operations manager; owner signs |
| 100 or more employees | 167 | Regional operations, safety, risk or finance; national brands often buy centrally |
Build the list in two passes: TDLR's license data for PEOs (with addresses), then the ASA directory and ClearlyRated for temp and direct hire firms. Sort temp agencies by what they post; a firm advertising pipefitter helpers in Pasadena and La Porte is a safety and testing buyer, while a Galleria office placing accountants buys job ads and assessments. Time industrial pitches for when a branch's job posts show it booking a turnaround crew. With two customer types in one list, qualifying each account takes the time; Bebop finds agencies or PEOs that match a description and says why each one fits. For method, see how to find decision makers.
Subject: Site orientations for your [month] turnaround crews Hi [first name], I saw [agency] is booking [number] [role, e.g. pipefitter helpers] for work in [city] next month. When a crew starts on the same Monday, the slowest step is usually getting everyone through the site's safety orientation and testing. We [what you do, e.g. run orientation and drug testing sessions at your branch] so workers arrive cleared for day one. Would it help to price one session for this crew? [Your name]

Questions people ask
How many staffing agencies are in Houston?
Census County Business Patterns counted 1,307 staffing agency establishments in the Houston-Pasadena-The Woodlands metro area in 2023, employing 54,529 people: 928 temporary help locations, 240 employment placement agencies and 139 executive search offices. Harris County has 1,040 of them. The counts are of locations with paid employees, so national firms count once per branch and self-employed recruiters aren't included.
What is the difference between a PEO and a staffing agency?
A staffing agency recruits workers and places them with you, usually on its own payroll for a period. A professional employer organization recruits nobody: it co-employs the staff you already have and runs their payroll, benefits and HR administration for a fee. In Texas, PEOs need a license from the Department of Licensing and Regulation, and the law excludes temporary help from that license.
Do temp agencies in Houston need a license?
Texas doesn't issue its PEO license to temp help firms: Labor Code section 91.001 excludes temporary help from professional employer services. Day labor agencies that run a labor hall must meet the standards in Labor Code Chapter 92, which no longer has a state license. So check a Houston temp agency through its franchise tax status, insurance certificates, contract terms and references.
How do staffing agencies bill overtime?
Two methods are common. Some agencies bill overtime at 1.5 times the regular bill rate, which applies the full percentage markup to the overtime premium. Others bill overtime pay plus the same dollar markup as straight time. In an illustrative 30-person, three-week Houston turnaround at a $24.00 pay rate and 38% markup, the first method cost $8,208 more. Ask for the overtime bill rate in writing.
Is Insperity a staffing agency?
No. Insperity, headquartered in Kingwood, Texas, is a professional employer organization. Its 2025 Form 10-K describes co-employment arrangements in which it and each client act as co-employers of the client's worksite employees. It reported $6,812 million in 2025 revenue and an average of 310,089 paid worksite employees a month, with about 4,200 corporate employees.
