Short answer
The Richmond, Virginia metro had 225 staffing agency establishments in 2023, employing 9,018 people on a $543 million payroll (Census County Business Patterns): 176 temp help branches, 34 placement agencies and 15 executive search offices, 93 of them in Henrico County. To choose one, decide between contract, contract-to-hire and direct hire for the role, check the agency's workers' compensation coverage and, if it's a PEO, its registration with the Virginia Workers' Compensation Commission.
- 225 staffing establishments in the Richmond metro employ 9,018 people; temp help branches hold 7,819 of them.
- Temp help pays an average of about $60,400 a year here, and executive search about $117,800.
- Henrico County has 93 locations, Chesterfield 58 and Richmond city 56.
- ASGN Incorporated, renamed Everforth in April 2026, is headquartered in Glen Allen and reported $3.98 billion of revenue for 2025.
- In the worked example, a $105,000 analyst costs about the same through an agency as hired direct at 12 months; at 24 months hiring saves $20,400.

Richmond staffing agencies in Census data
US Census Bureau, County Business Patterns 2023, for the Richmond, VA Metro Area (CBSA 40060), NAICS 56131 (Employment Placement Agencies and Executive Search Services) and 56132 (Temporary Help Services):
| Measure (2023) | Richmond metro |
|---|---|
| Establishments | 225 |
| Employees (week of March 12) | 9,018 |
| Annual payroll | $543,174,000 |
| Average employees per establishment | 40.1 |
| Average annual pay | $60,232 |
| Share of US establishments | 0.43% of 51,830 |
| Industry (NAICS, 2023) | Establishments | Employees | Average annual pay |
|---|---|---|---|
| Temporary help services (561320) | 176 | 7,819 | about $60,400 |
| Employment placement agencies (561311) | 34 | 1,097 | about $53,800 |
| Executive search services (561312) | 15 | 102 | about $117,800 |
Temp agencies employ the people they supply, so the 7,819 in temp help are mostly temps and contractors working at client sites, counted at the agency's branch.
Size and location
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 95 |
| 5 to 9 | 21 |
| 10 to 19 | 15 |
| 20 to 49 | Not published |
| 50 to 99 | 33 |
| 100 to 249 | 24 |
| 250 to 499 | Not published |
| 500 to 999 | Not published |
| 1,000 or more | Not published |
131 establishments have 1 to 19 employees. The Census Bureau doesn't publish the 20 to 49 class for the two codes combined, so the larger bands can't be totaled. The temp help row is complete: 30 branches with 20 to 49 employees, 29 with 50 to 99, 20 with 100 to 249 and 5 with 250 to 499, and no temp branch in the metro reached 500.
| County or city | Establishments | Employees |
|---|---|---|
| Henrico County | 93 | 3,818 |
| Chesterfield County | 58 | 2,421 |
| Richmond city | 56 | 2,186 |
| Hanover County | 5 | 73 |
| Petersburg city | 4 | 349 |
| Powhatan County | 3 | Not reported (high-noise figure) |
The Census Bureau published Powhatan's employee figure but flagged it as high-noise, meaning confidentiality noise moved it by 5% or more. Henrico, Chesterfield and the city hold 207 of the 225 locations, at about 40 employees each. These are establishments with paid employees, not companies: a firm with offices on Broad Street and in Midlothian counts twice, and self-employed recruiters aren't counted. Professional employer organizations are a separate industry, with 12 locations in the metro.
The public staffing company headquartered here
| Company | Headquarters (10-K cover) | Revenue, 2025 | Workforce |
|---|---|---|---|
| ASGN Incorporated (now Everforth Inc, NYSE: EFOR) | 4400 Cox Road, Glen Allen, Virginia | $3,980.4 million | About 2,800 internal employees and 19,600 billable professionals (full-time equivalent) in 2025 |
ASGN's 10-K for 2025, filed in February 2026, describes an IT consulting and professional services firm: IT consulting was $2.5 billion, 62.3% of revenue, and assignment (staffing) revenue $1.5 billion. SEC records show the company's name changed from ASGN Inc to Everforth Inc on 22 April 2026. Its billable professionals work across its markets, not only in Richmond, so they don't explain the local Census count.
Which agency type fits the role
- IT and professional contract: developers, analysts, project managers and accountants billed by the hour, often for 3 to 12 months.
- Contract-to-hire: the same, with an agreed point at which you can hire the contractor.
- Light industrial and office temp: warehouse, production, call center and administrative shifts.
- Healthcare staffing: nurses and allied staff by shift or contract.
- Direct hire placement and executive search: a fee for a permanent hire; search firms handle senior roles.
- PEO: payroll, benefits and workers' compensation for staff you already employ.
Virginia rules to check
PEOs register with the Workers' Compensation Commission. Virginia Code 65.2-803.1 says any business that wants to provide professional employer services "shall register with the Commission before any such services may be provided," and must report new and terminated client companies within 30 days. The Commission's PEO page adds that PEOs must register themselves and each client before servicing them in Virginia. Ask a PEO for its registration and confirm your company is on its client filing.
Workers' compensation. The Commission's guidance says an employer that regularly employs more than two part-time or full-time employees must carry Virginia workers' compensation, with no waivers. For temps, that employer is the agency; ask for its certificate naming you.
Minimum wage. Virginia's minimum wage is $12.77 an hour in 2026, rising to $13.75 on 1 January 2027 and $15.00 on 1 January 2028 (Virginia Code 40.1-28.10). Multi-year rate agreements for entry-level roles should say how bill rates move on each date.
Worked example: contract or hire?
Illustrative example. The company, rates and loading are invented to show the arithmetic.
James River Logistics Software (jamesriver.example) in Henrico needs a data analyst. An IT staffing firm offers a contractor at an $82.50 bill rate. Hiring directly would mean a $105,000 salary, 28% for benefits and payroll taxes ($134,400 a year), about 1,880 productive hours a year after leave and holidays, and a 20% direct hire fee of $21,000.
| How long you need the analyst | Contractor | Direct hire (cost plus fee) | Cheaper option |
|---|---|---|---|
| 6 months (940 hours) | $77,550 | $88,200 | Contractor, by $10,650 |
| 12 months (1,880 hours) | $155,100 | $155,400 | About even |
| 24 months (3,760 hours) | $310,200 | $289,800 | Direct hire, by $20,400 |
The contractor costs about $20,700 a year more, and the hire fee is $21,000, so the break-even sits close to a year. If the need is shorter or uncertain, contract; if it's clearly longer, hire, or negotiate a contract-to-hire with the conversion fee falling to zero by month 12.
If you're looking for work
Register with agencies that place your kind of role, and don't pay a fee to sign up. If you're offered a contract, ask whether you'd be a W-2 employee of the agency (with workers' compensation and payroll taxes handled) or an independent contractor.
Selling to Richmond staffing agencies
The market is small, 225 locations, and specialized. IT and professional firms buy technical assessments, background checks, contractor onboarding and time-entry tools; light industrial branches buy screening, timekeeping and safety training.
| Establishment size | Count | Who usually decides |
|---|---|---|
| 1 to 19 employees | 131 | The owner or managing partner |
| 50 to 249 employees | 57 | Branch, delivery or regional operations leader |
| Others (20 to 49, 250 and over) | 37 | Varies; national firms often buy centrally |
At a headquarters company such as ASGN, expect purchasing to run through corporate functions rather than a branch; at the local offices of national firms, the branch often can't sign. Questions people ask
How many staffing agencies are there in Richmond, VA?
Census County Business Patterns counted 225 staffing agency establishments in the Richmond, Virginia metro in 2023, employing 9,018 people: 176 temp help branches, 34 employment placement agencies and 15 executive search offices. Henrico County had 93, Chesterfield County 58 and Richmond city 56. The count is of locations with paid employees, so a firm with several offices counts several times.
Which staffing company is headquartered in Richmond?
ASGN Incorporated, an IT consulting and staffing company, gives its principal executive offices as 4400 Cox Road, Glen Allen, Virginia, in its 10-K for 2025. It reported revenue of $3,980.4 million for 2025 and about 2,800 internal employees. SEC records show it changed its name to Everforth Inc on 22 April 2026 and trades on the NYSE as EFOR.
Do PEOs need to register in Virginia?
Yes. Under Virginia Code 65.2-803.1, a business must register with the Virginia Workers' Compensation Commission before providing professional employer services, and must notify the Commission of new and terminated clients within 30 days and of all clients each year. The Commission's guidance says PEOs must register each client before servicing it in Virginia.
Is it cheaper to use a contractor or hire directly?
It depends on how long you need the person. In our illustrative example, an $82.50-an-hour contractor costs about $20,700 a year more than a $105,000 employee with 28% benefits and taxes, but hiring carries a $21,000 fee, so the two break even at about 12 months. Shorter needs favor contracting; longer ones favor hiring or contract-to-hire.
