Short answer
The San Jose-Sunnyvale-Santa Clara metro area had 333 staffing agency establishments in 2023, employing 14,384 people on a $1.02 billion payroll (Census County Business Patterns): 244 temporary help locations, 52 placement agencies and 37 executive search offices, 328 of them in Santa Clara County. To choose one, decide between a W-2 contractor through an agency, a direct hire and an independent contractor under California's ABC test, then compare itemized rates, insurance and references.
- 333 staffing establishments in the San Jose metro employ 14,384 people at an average of $70,604 a year.
- Temp help averaged $68,267 per employee, 40% above the $48,635 US average for temp help.
- Executive search offices averaged $245,105 per employee, on 229 employees in 37 offices.
- California presumes a worker is an employee unless the hiring company proves all three parts of the ABC test.
- In the worked example, a W-2 contractor through an agency costs $10,920 more than a 1099 contractor over six months.

Silicon Valley's staffing market in numbers
The figures cover the San Jose-Sunnyvale-Santa Clara, CA Metro Area (CBSA 41940) and two industry codes: NAICS 56131 (Employment Placement Agencies and Executive Search Services) and NAICS 56132 (Temporary Help Services). Source: US Census Bureau, County Business Patterns 2023.
| Measure (2023) | San Jose metro |
|---|---|
| Establishments | 333 |
| Employees (week of March 12) | 14,384 |
| Annual payroll | $1,015,564,000 |
| Average employees per establishment | 43.2 |
| Average annual pay | $70,604 |
| Share of US establishments | 0.64% of 51,830 |
| County | Establishments | Employees |
|---|---|---|
| Santa Clara County, California | 328 | 14,362 |
| San Benito County, California | 4 | 21 |
Santa Clara County is effectively the whole market. The metro's average pay of $70,604 is the figure to notice: it's far higher than in warehouse-driven markets, and the industry rows show why.
Contractors, not just temps
| Industry (NAICS, 2023) | Establishments | Employees | Annual payroll | Average pay |
|---|---|---|---|---|
| Temporary help services (561320) | 244 | 12,988 | $886,651,000 | $68,267 |
| Employment placement agencies (561311) | 52 | 1,167 | $72,784,000 | $62,368 |
| Executive search services (561312) | 37 | 229 | $56,129,000 | $245,105 |
From the Census Bureau's 2023 metro file; average pay is our calculation. Temp help holds 90% of the employees because a temp agency is the legal employer of the people it places: the Census definition says they "are employees of the temporary help services establishment." In Santa Clara County those people include contract software testers, hardware technicians, data analysts and lab staff working inside client campuses, all on the agency's W-2 payroll. That's why temp help here averages $68,267, 40% above the $48,635 US average for the industry. Search offices are small and very well paid: 229 people averaging $245,105. Search firms place candidates on the client's payroll, so these are the firms' own recruiters and researchers.
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 151 |
| 5 to 9 | 36 |
| 10 to 19 | 20 |
| 20 to 49 | 46 |
| 50 to 99 | 37 |
| 100 to 249 | 30 |
| 250 or more | 13 |
The Census Bureau doesn't publish the cells above 249 employees, so the 13 is the total less the published classes: 12 temp help locations with 250 to 499 employees and one placement or search office whose exact class is withheld. In broader bands, 207 establishments have 1 to 19 employees, 83 have 20 to 99 and 43 have 100 or more.
County Business Patterns counts establishments with paid employees, not companies: a firm with offices in San Jose and Santa Clara counts twice, and self-employed recruiters and independent contractors without payroll aren't counted. Professional employer organizations (NAICS 56133, 17 more locations here) are excluded, the snapshot is the week of March 12, 2023, and SEC EDGAR lists no exchange-listed staffing company headquartered in the metro.
California rules for contract work
| Rule | What it means |
|---|---|
| ABC test (Labor Code 2775 to 2787, from AB 5) | Since 1 January 2020, a worker is presumed an employee unless the hiring company proves all three: (A) the worker is free from its control and direction, (B) the work is outside the usual course of its business, and (C) the worker is customarily engaged in an independent trade or business of the same kind. |
| Shared liability (Labor Code 2810.3) | A client with 25 or more workers shares civil liability for supplied workers' wages and workers' compensation unless it has five or fewer workers from labor contractors at a time; overtime-exempt professionals are excluded. |
| Weekly pay (Labor Code 201.3) | Temporary services employers must pay assigned workers at least weekly. |
| Minimum wage | The state rate is $16.90 in 2026 and $17.40 from 1 January 2027; some California cities set higher local rates, so check the city where the work is done. |
Part B often catches tech companies: a software company engaging an individual software engineer on a 1099 has trouble showing the work is outside its usual business. Putting the engineer on an agency's W-2 payroll is the common answer, at a price.
Worked example: three ways to bring in a contractor
Illustrative example. The company, rates and the 25% employer cost are invented to show the arithmetic.
Guadalupe Signal Systems (guadalupesignal.example), a chip design firm, needs a verification engineer for six months: 1,040 hours.
| Option | How it's priced | Six-month cost | Who carries the risk |
|---|---|---|---|
| Independent contractor (1099) | $100.00 an hour, paid directly | $104,000 | Guadalupe, if the engineer fails the ABC test |
| W-2 contractor through an agency | $85.00 pay plus a 30% markup = $110.50 | $114,920 | The agency is the employer for payroll, taxes and workers' compensation |
| Direct employee | $85.00 an hour plus 25% employer costs | $110,500 | Guadalupe, as employer, plus the cost of recruiting and ending the job |
The agency route costs $10,920 more than the 1099 over six months and $4,420 more than hiring directly, in exchange for an employer of record and a clean exit at the end of the project. If the role is the firm's core work, the 1099 option is the one most likely to fail Part B.
Choosing an agency
- Decide which of the three routes you need before you call.
- Match the agency to the skill: IT and engineering contract firms, life sciences staffing, office temps, light industrial and logistics, direct hire placement or executive search.
- Confirm the entity on the California Secretary of State's bizfile search and get certificates of workers' compensation and general liability, plus errors and omissions cover for technical work.
- Ask for the pay rate and markup separately, the conversion fee schedule, and how intellectual property and confidentiality pass from the contractor to you.
- Read reviews and call references: ClearlyRated lists San Jose agencies with client and talent ratings.
If you're looking for work, ask whether an assignment is W-2 through the agency or a 1099 contract, since that decides who pays employer taxes and whether you're covered by workers' compensation. work2future, the local workforce program, offers career services at no cost to people in its service area.
Selling to San Jose staffing agencies
| Establishment size | Count | Who usually decides |
|---|---|---|
| 1 to 19 employees | 207 | The owner or managing partner |
| 20 to 99 employees | 83 | Operations or delivery director, with the owner signing |
| 100 or more employees | 43 | Finance, compliance or HR technology; national firms buy centrally |
Contractor-heavy agencies buy what employers of engineers buy: benefits for contractors, laptops and security tooling, background and credential checks, time and expense software, and integrations with clients' vendor management systems. Search firms buy candidate research and compensation data. Start from California Staffing Professionals and the ASA directory, then read job postings to split engineering contract firms from office and industrial branches. Doing that for every firm takes time; Bebop finds agencies that match a description and explains why each fits. To understand how these buyers compare vendors, see how B2B buyers build a shortlist.

Questions people ask
How many staffing agencies are there in San Jose?
Census County Business Patterns counted 333 staffing agency establishments in the San Jose-Sunnyvale-Santa Clara metro area in 2023, employing 14,384 people. That's 244 temporary help locations, 52 employment placement agencies and 37 executive search offices, 328 of them in Santa Clara County. The count is of locations with paid employees, so a national firm counts once per branch and independent contractors aren't included.
Why use a staffing agency instead of hiring a 1099 contractor in California?
Because California's ABC test, in force since 1 January 2020, presumes a worker is an employee unless the hiring company proves the worker is free of its control, does work outside its usual business and runs an independent business of the same kind. A tech company hiring an engineer for core work often can't meet the second part, so an agency's W-2 payroll is the safer route.
How much do tech staffing agencies charge in San Jose?
There's no published standard rate. Contract staffing firms bill an hourly rate made up of the contractor's pay plus a markup for payroll taxes, insurance, benefits, recruiting and margin, so ask for the two parts separately. In an illustrative example, an $85.00 engineer at a 30% markup billed $110.50 an hour, $114,920 for six months, against $104,000 for the same engineer on a 1099.
Why is temp agency pay so high in San Jose?
Because many San Jose temps are professionals. Temp agencies employ the people they place, so their payroll covers contract engineers, technicians and analysts as well as office and warehouse temps. Census figures show San Jose temp help locations paid $68,267 per employee in 2023, 40% above the US average of $48,635 for the industry, and executive search offices averaged $245,105.
How do I check a staffing agency in San Jose?
Look up the agency on the California Secretary of State's bizfile search to confirm it's active, ask for certificates of workers' compensation and general liability insurance, and for technical work ask about errors and omissions cover and how intellectual property is assigned. Get the pay rate and markup separately, read client and talent reviews on an independent site, and call two references.
