NAICS code for manufacturing: sector 31-33 and how to find your six-digit code

Manufacturing has a sector code, 31-33, but no form that asks for your NAICS code will accept it: you need one of 346 six-digit industries. The work is in choosing the right one, and the edge cases (bakeries, machine shops, on-site fabrication, repackaging) are where most manufacturers get it wrong.

The NAICS code for manufacturing is sector 31-33, which covers establishments that transform materials or components into new products. It splits into 21 subsectors, from 311 Food Manufacturing to 339 Miscellaneous Manufacturing, and 346 six-digit industries. Forms want the six-digit code for your main product by revenue, such as 332710 Machine Shops. The matching SIC codes are Major Groups 20 to 39 (SIC 2011 to 3999).

  • County Business Patterns 2023 counts 284,452 US manufacturing establishments with 12,335,234 employees.
  • Fabricated metal products (332) has the most establishments, 53,790; food (311) and transportation equipment (336) have the most jobs.
  • Retail bakeries, dental labs, machine shops and tire retreaders are manufacturing; on-site fabrication by contractors and repackaging are not.
  • SBA size standards for manufacturing count employees, from 500 to 1,500 depending on the industry.
  • SIC Major Groups 20 to 39 hold 459 manufacturing industries; publishing moved out of manufacturing into Information.
On this page

This page is for manufacturers filling in a NAICS or SIC field (SAM.gov, a loan or grant application, an insurer, a state tax incentive) and for sellers building a list of manufacturers. It explains the sector code, the subsectors, how to land on the right six-digit code and how many businesses sit in each part of the sector.

The NAICS code for manufacturing is 31-33

Manufacturing is the only NAICS sector with three two-digit prefixes, because it's too big for one. The Census Bureau's definition: establishments engaged in the mechanical, physical or chemical transformation of materials, substances or components into new products. Assembling component parts counts too, unless the assembly is construction work.

A plant that owns its materials and pays another plant to process them is still a manufacturer, and so is the contract plant doing the processing. Workshops that make goods by hand, and shops that sell what they make on the premises (bakeries, candy stores, custom tailors), can also be manufacturing.

How to find your six-digit code

  1. List your products by revenue. The NAICS manual classifies an establishment by its principal product, measured in practice by revenue or shipments.
  2. Find the subsector by process and material, not by the customer. A shop that mills aluminum brackets to a car maker's drawings on a job basis is 332710 Machine Shops, not a motor vehicle parts code in 336.
  3. Pick the six-digit industry in that subsector with the NAICS code lookup, and read its cross-references before you settle.
  4. Check your code didn't change in 2022. Sixteen manufacturing codes changed, mostly mergers: car and light truck makers moved from 336111 and 336112 to 336110, and battery makers from 335911 and 335912 to 335910.

The NAICS manual settles the common boundary cases:

What you doWhere NAICS puts it
Bake or make candy and sell it from the same shopManufacturing (311811 Retail Bakeries, confectionery codes in 3113)
Machine parts to customers' ordersManufacturing (332710 Machine Shops)
Retread tires, rebuild engines or remanufacture partsManufacturing
Make manufactured or prefabricated buildings, even if you erect them on siteManufacturing (321991 and 321992 for wood, 332311 for metal)
Fabricate steel or build structures on a construction siteConstruction (Sector 23)
Break bulk, repackage or bottle products you buy, or cut metal to order for resaleWholesale (42) or retail (44-45)
Assemble and sell computers to custom orderWholesale or retail
Publish books, newspapers or softwareInformation (513), even if you also print them
Print for othersManufacturing (323)

Machine shops have more edge cases than most; the NAICS code for a machine shop page covers them.

SIC codes for manufacturers

In the 1987 SIC, manufacturing is Division D: Major Groups 20 to 39, holding 459 four-digit industries from 2011 to 3999. The Census concordance maps most major groups onto one or two NAICS subsectors:

SIC major groupMain NAICS 2022 subsectors
20 Food and Kindred Products311, 312
21 Tobacco Products312
22 and 23 Textiles and Apparel313, 314, 315
24 and 25 Lumber, Wood, Furniture321, 337
26 Paper and Allied Products322
27 Printing, Publishing, and Allied Industries323 for printing; 513 (Information) for publishing
28 Chemicals and Allied Products325
29 Petroleum Refining324
30 Rubber and Miscellaneous Plastics326
31 Leather and Leather Products316
32 Stone, Clay, Glass, and Concrete327
33 and 34 Primary and Fabricated Metals331, 332
35 Industrial Machinery and Computer Equipment333, 334 (machine shops in SIC 3599 go to 332710)
36 Electronic and Electrical Equipment334, 335
37 Transportation Equipment336 (missile R&D in SIC 3761 goes to 5417)
38 Instruments, Medical and Optical Goods334, 339
39 Miscellaneous Manufacturing339

A few SIC codes outside Division D became NAICS manufacturing codes: Retail Bakeries (SIC 5461) partly to 311811, Dental Laboratories (SIC 8072) to 339116, and Tire Retreading and Repair Shops (SIC 7534) partly to 326212. One SIC code can split across several NAICS codes, and the reverse, so check the concordance for your exact code.

How many US manufacturers there are

County Business Patterns 2023 counts 284,452 manufacturing establishments with 12,335,234 employees and $902.96 billion in annual payroll. It counts locations with paid employees (a company with four plants is four establishments) and leaves out one-person shops with no payroll. The 2023 data use 2017 NAICS codes.

Employees per establishmentEstablishmentsShare
Fewer than 5102,56736.1%
5 to 1992,01632.3%
20 to 9963,84222.4%
100 to 49922,6438.0%
500 or more3,3841.2%

The states with the most manufacturing establishments are California (35,300), Texas (21,034), Florida (14,341), New York (13,837) and Ohio (13,307). Manufacturing establishments average 43 employees, against 17 across all industries in CBP, so even a mid-sized plant has separate purchasing, maintenance, quality and operations people to reach.

SBA size standards for manufacturing

Unlike most service codes, manufacturing size standards count employees, averaged over the last 24 completed months, with part-time staff counted the same as full-time. In the SBA's table effective March 17, 2023, they range from 500 to 1,500:

CodeIndustrySize standard
332710Machine Shops500 employees
311811Retail Bakeries500 employees
323111Commercial Printing (except Screen and Books)650 employees
337110Wood Kitchen Cabinet and Countertop Manufacturing750 employees
325412Pharmaceutical Preparation Manufacturing1,300 employees
334413Semiconductor and Related Device Manufacturing1,250 employees
336110Automobile and Light Duty Motor Vehicle Manufacturing1,500 employees

If you sell products you didn't make on a small business set-aside, the nonmanufacturer rule applies instead: no more than 500 employees, primarily in wholesale or retail, supplying the product of a small US manufacturer.

Where the code gets used, and what a wrong one costs

  • Federal contracts. The contracting officer assigns one NAICS code to each solicitation, and you must be under that code's size standard. A plant registered only under a wholesale code won't come up when a contracting officer searches SAM.gov by a manufacturing code, and claiming small status you don't have invites a size protest.
  • Tax returns. Schedule C uses grouped codes, such as 332000 for all fabricated metal product manufacturing. That's a tax code, not a valid NAICS code for SAM.gov.
  • Loans, incentives and insurance. Lenders, insurers and state incentive programs often ask for a NAICS code. Use the same code everywhere, and the one that matches what the plant actually does, because that's what an underwriter or auditor will compare it with.

Finding manufacturing companies

Public manufacturers file under SIC codes 2000 to 3999 on EDGAR, and the SEC's search takes one code at a time: for example, the EDGAR list for SIC 3714, motor vehicle parts. The largest by revenue in their latest 10-K:

CompanyEDGAR SICHeadquartersRevenueFiscal year
Apple3571 Electronic ComputersCupertino, CA$416,161 million (net sales)Year ended September 27, 2025
Exxon Mobil2911 Petroleum RefiningSpring, TX$332,238 million (total revenues and other income)2025
Nvidia3674 SemiconductorsSanta Clara, CA$215,938 millionYear ended January 25, 2026

Ford Motor3711 Motor VehiclesDearborn, MI$187,267 million2025
General Motors3711 Motor VehiclesDetroit, MI$185,019 million (total net sales and revenue)2025

Company revenue includes non-manufacturing lines (Apple's services, GM's financing arm), and each company runs many establishments across several codes. For a ranked list, see the largest manufacturing companies; for how plants buy, see the manufacturing companies guide.

The 284,452 establishments are mostly private. Bebop finds private manufacturers from a plain-language description (process, material, size, region), explains why each fits and researches each account.

Worked example

Illustrative example. The company and figures are invented to show the method.

Ridgeback Metalworks (ridgeback.example) has 85 employees in Ohio. Revenue: 55% CNC machining of customers' parts on a job basis, 35% its own line of hydraulic hose fittings, 10% repairing customers' machine tools.

  1. Primary NAICS code: 332710 Machine Shops, the largest revenue share.
  2. Other codes to list: 332912 Fluid Power Valve and Hose Fitting Manufacturing for the product line, and 811310 for machinery repair.
  3. Size: 85 employees, averaged over 24 months, is small under 332710 (500) and 332912 (1,000). Repair work under 811310 uses receipts instead: $12.5 million.
  4. SIC for a bank form: 3599, the SIC code that maps to 332710.
  5. Tax return: activity code 332000.

Questions people ask

What is the NAICS code for manufacturing?

Manufacturing is NAICS sector 31-33. It covers establishments that transform materials, substances or components into new products, and splits into 21 subsectors (311 to 339) and 346 six-digit industries. Forms such as SAM.gov registrations ask for a six-digit code, so pick the industry for the product that brings in most of your revenue, for example 332710 Machine Shops or 336110 Automobile and Light Duty Motor Vehicle Manufacturing.

What is the SIC code for manufacturing?

Manufacturing is Division D of the 1987 SIC, Major Groups 20 to 39, with four-digit codes from 2011 to 3999. Each major group covers a product family: 20 is food, 28 chemicals, 34 fabricated metal products, 35 industrial machinery and computer equipment, 36 electronic equipment and 37 transportation equipment. A manufacturer uses the four-digit code for its main product, such as 3599 for a job machine shop.

What SIC code should a manufacturer use?

Use the four-digit SIC code for your main product, found by starting from your NAICS code and checking the Census concordance. Many NAICS codes map to one SIC code (332710 Machine Shops to SIC 3599), but some split: Retail Bakeries (SIC 5461) became manufacturing code 311811 for baking on site and retail code 445291 for shops that only sell. The SEC's EDGAR list uses its own short set of SIC codes, including group codes like 3570.

Is a bakery or a print shop considered manufacturing?

Yes, in NAICS. A bakery that bakes and sells from the same premises is 311811 Retail Bakeries, in the manufacturing sector, as long as the goods aren't for immediate consumption on site. Commercial printing is 323111, also manufacturing. Publishing is not: newspaper, book and software publishers are in the Information sector, even when they print their own products.

How many manufacturing companies are there in the US?

County Business Patterns 2023 counts 284,452 manufacturing establishments with paid employees, employing 12,335,234 people. That counts locations, not companies, so a firm with several plants appears several times, and one-person shops without payroll aren't included. About 36% of manufacturing establishments have fewer than five employees, and 3,384 have 500 or more.
