Insurance companies in Indiana: 3,871 offices, the insurers based here and how to check them

Indiana punches above its size in insurance because of who is headquartered there, including one of the country's largest health insurers. But an Indiana charter and an Indiana headquarters are not the same thing, and the difference matters when you check a company.

Indiana had 3,871 insurance establishments with paid employees in 2023, 15th among the states, employing 56,476 people, according to Census County Business Patterns. 628 were insurance carriers, employing 31,849, and 2,965 were agencies and brokerages. Elevance Health (Indianapolis), CNO Financial (Carmel) and eHealth (Indianapolis) are the SEC-listed insurance companies headquartered in the state. The Indiana Department of Insurance licenses carriers and agents and takes complaints.

  • 3,871 insurance establishments and 56,476 jobs in 2023, with $4.9 billion in payroll; 15th among the states by establishments.
  • Carriers employ 31,849 people, 56.4% of the industry; health insurers alone employ 13,530.
  • The Indianapolis metro holds 65% of Indiana's carrier jobs and 55 of its 90 insurance offices with 100 or more employees.
  • 2,244 of the 2,965 agencies and brokerages have fewer than five employees.
  • Many Indiana-chartered insurers are run from other states, so check the company on your policy, not the brand.

Use this page if you live or work in Indiana and need to make sense of its insurance companies: to buy a policy or resolve a claim, to find a job, or to sell software, data or services to insurers and agencies. It counts them, separates insurers from the agencies that sell their policies, names the companies based in the state from public filings and registries, and explains how to check one. It doesn't recommend carriers.

Insurers versus agencies in Indiana

An insurer (carrier) writes and pays for the policy. An agency or brokerage sells it, for one insurer or many, and is paid commission. Most "insurance companies" a consumer meets locally are agencies. In County Business Patterns 2023 the two look very different:

SegmentEstablishmentsEmployeesAverage pay
Insurance carriers (NAICS 5241)62831,849$92,057
Health and medical insurers (524114)8813,530$91,484
Property and casualty insurers (524126)35111,892$88,493
Life insurers (524113)1075,719$98,725
Agencies and brokerages (524210)2,96517,060$78,696
Third-party administrators (524292)1546,292$82,598
Claims adjusting (524291)81865$97,119
Other insurance services (524298)43410$66,759
All insurance (NAICS 524)3,87156,476$86,861

Average pay is our calculation from payroll and employees. The carrier total also includes 70 title insurers, 7 other direct insurers and 5 reinsurers, not shown separately; the Census Bureau flags two of those employment counts as high-noise.

An average carrier establishment has 50.7 employees; an average agency, 5.8. Indiana ranks 15th among the states for carrier establishments but 21st for carrier employment, and 14th for agencies and related services.

So 3,614 establishments have fewer than 20 employees, 167 have 20 to 99 and 90 have 100 or more. Indiana holds 2.19% of the country's 176,459 insurance establishments, with $4.9 billion in annual payroll. The Census Bureau counts establishments with paid employees, so one-person agencies without staff are missing, and a company with offices in Indianapolis and Fort Wayne counts twice.

Where it concentrates. The Indianapolis-Carmel-Greenwood metro has 1,355 of the state's establishments (35%), but 20,820 of its 31,849 carrier jobs (65%) and 55 of its 90 offices with 100 or more employees. Outside the capital region, insurance is mostly local agencies. The Indianapolis insurance page has the metro's county breakdown.

Beyond the listed companies, the Tennessee Department of Commerce and Insurance's list of licensed insurers (as of 30 September 2026) records each company's state of domicile and main office. Of the 67 Indiana-chartered insurers on it, 26 are run from Indiana. Outside Indianapolis and Carmel, Fort Wayne is the other base: The Lincoln National Life Insurance Company, First Penn-Pacific Life, The Medical Protective Company, Brotherhood Mutual and Wellfleet Insurance Company all list main offices there. The other 41 Indiana-chartered companies on the list are managed from Boston, Hartford, New Jersey and elsewhere, which is common: national insurance groups often keep subsidiaries chartered in several states. That list covers only insurers licensed in Tennessee; for Indiana's complete set, use the Department of Insurance search below.

How to check an Indiana insurer or agent

  1. Find the company. The Indiana Department of Insurance (IDOI) points consumers to its Sircon lookup ("Find Agent/Agency/Company"). Searching with State set to Indiana and Entity Type set to Company returns licensed insurers; its "Indiana Domestic Companies" list uses the same lookup for companies organized in Indiana.
  2. Check the agent. The same lookup shows individual and agency licenses and their status.
  3. Read the complaint history. IDOI says it compiles reports so the public can evaluate companies, but its complaint page doesn't link one. The NAIC's Consumer Insurance Search reports complaints, licenses and financial information for each company; search the legal name on your policy.
  4. File a complaint if needed. Contact the company or agent first. Then use IDOI's online consumer complaint portal, or mail or fax the form to the Consumer Services Division at 311 W Washington Street, Suite 300, Indianapolis. IDOI says it typically processes a complaint within 72 hours and gives you a problem report number; the insurer has 20 business days to answer in writing, and closed complaints become public record. The Consumer Services Division's line is 1-800-622-4461.

IDOI doesn't handle employer self-funded plans, Medicare or Medicaid, or policies bought in another state; its page directs those to other regulators.

Jobs and pay

Indiana insurance averaged $86,861 per employee in 2023: $92,057 at carriers and $78,696 at agencies, both below the national figures ($107,137 and $90,831, our calculation from County Business Patterns). The best-paid large segment is life insurance ($98,725). Corporate roles cluster in Marion and Hamilton counties; agency jobs are spread across every county.

Selling to Indiana insurers and agencies

Carriers here lean toward health and life, so their vendors sell claims and member systems, contact-center and compliance tools, data and actuarial services, through operations, IT and procurement. The 2,965 agencies are overwhelmingly small: their owners buy agency management systems, quoting tools, websites and local marketing. Big I Indiana, the independent agents' association, is based in Carmel.

Illustrative example. The company, rates and results are invented.

Hoosier Local (hoosier-local.example) sells local search and review management to insurance agencies. Statewide, Indiana has 467 agencies with 5 to 9 employees and 155 with 10 to 19, or 622; the Indianapolis metro accounts for 144 and 44 of them, so 434 are elsewhere in the state, where Hoosier Local competes on local knowledge. It keeps agencies whose listings show few recent reviews, an assumed half, or 217. One email and one call to each owner, at a 4% reply rate, gives about 9 conversations; three clients at $1,500 a month add $54,000 a year. Checking 434 agencies' listings by hand takes days; Bebop researches each one from a description of the agencies you want.
