San Antonio's insurance count
US Census Bureau County Business Patterns (CBP) 2023, insurance carriers and related activities (NAICS 524), San Antonio-New Braunfels, TX Metro Area (CBSA 41700):
| Measure | San Antonio metro, 2023 |
|---|---|
| Establishments | 1,398 |
| Employees | 36,219 |
| Annual payroll | $3,505,060,000 |
| Average employees per establishment | 25.9 |
| Average annual pay | $96,774 |
| Share of US insurance establishments | 0.79% (of 176,459) |
| Insurance share of all CBP employees | 3.69% |
The last row is our calculation: 36,219 insurance employees out of 980,355 employees CBP counts in the metro. That ranks eighth among the 182 metros with 100,000 or more CBP employees, behind Hartford, Des Moines, Lansing, Chattanooga, Tampa, Madison and Lincoln. Nationally insurance is 2.12% of employment.
One very large insurer, many small agencies
Carriers (NAICS 5241) underwrite policies and pay claims; agencies, brokerages, adjusters and administrators (5242) sell and service them.
| Segment (NAICS) | Establishments | Employees | Average pay |
|---|---|---|---|
| Carriers (5241) | 224 | not reported (high-noise figure) | not reported |
| Property and casualty insurers (524126) | 86 | 19,694 | not reported (high-noise payroll) |
| Health and medical insurers (524114) | 54 | 1,726 | $66,211 |
| Title insurers (524127) | 46 | 711 | $88,805 |
| Agencies, brokerages and related (5242) | 1,174 | 11,507 | $71,720 |
| Agencies and brokerages (524210) | 1,017 | 6,489 | $73,294 |
| Third-party administrators (524292) | 92 | not reported (high-noise figure) | not reported |
Average pay is our arithmetic from CBP payroll and employees. Where the table says "not reported," the Census Bureau published the figure but flagged it high-noise: the noise it adds to protect confidentiality moved it by 5% or more.
The property and casualty line is the story. Eighty-six establishments employ 19,694 people, 229 per establishment, more than half the metro's insurance jobs. Agencies and related businesses employ 11,507, under a third, and pay much less: $71,720 on average against $96,774 for the industry as a whole.
USAA and the city's largest employers
The City of San Antonio's Annual Comprehensive Financial Report for fiscal 2025 lists its principal employers, compiled from the city's Economic Development Division, the 2025 Book of Lists and Defense Department figures:
| Rank | Employer | Employees, 2025 | Share of metro jobs |
|---|---|---|---|
| 1 | Joint Base San Antonio | 67,350 | 5.10% |
| 2 | H.E.B. Food Stores | 20,000 | 1.51% |
| 3 | United Services Automobile Association (USAA) | 17,000 | 1.29% |
USAA also ranked third in 2016, with 17,000. It isn't among the SEC-listed companies, so it doesn't publish a 10-K; no SEC-listed insurer has its head office in the metro. For the national rankings by premium and revenue, see the largest insurance companies in the US.
Bexar and the surrounding counties
| County | Establishments | Employees |
|---|---|---|

| Wilson County, Texas | 18 | 51 |
| Medina County, Texas | 16 | not reported (high-noise figure) |
| Bandera County, Texas | 4 | not reported (high-noise figure) |
Bexar County has 78% of the establishments and about 95% of the jobs. Outside Bexar, insurance is agency country: Comal's 135 establishments average six employees.
What TDI's license files show
TDI publishes its license holders as open data. Counting unexpired licenses with a San Antonio mailing address on 30 October 2026: 881 agencies and businesses, of which 737 hold a general lines agency license, 80 a specialty insurance agency license, 26 a title agency license, 21 a surplus lines agency license and 15 a managing general agency license. 23,309 individuals hold licenses, led by 11,293 general lines agents and 6,330 adjusters. Compared with Dallas, San Antonio has almost as many agencies (881 against 956) but far fewer wholesale and specialty ones.
Checking a company or agent
- Company: TDI points consumers to the NAIC's Consumer Insurance Search "to get reports on complaints, financials, and licensing." Search the legal company on your declarations page, which may not be the brand name.
- Agent: use TDI's agent lookup, or its open data, which shows each license type.
- Complaint: after trying the company, call TDI's Consumer Help Line, 800-252-3439, or file online. Its open complaint file records the outcome of every complaint it closes, so you can see how often a company's complaints are upheld.
The San Antonio Chamber of Commerce, with councils including economic development, healthcare and small business, is a route to local employers; the Independent Insurance Agents of Texas serves agency owners.
Selling to San Antonio insurers and agencies
| Buyer | Count | Who decides |
|---|---|---|
| Agencies with 1 to 4 employees | 756 establishments | Owner |
| Agencies with 5 or more | 261 establishments | Principal with an office manager |
| Property and casualty insurers | 86 establishments | Enterprise procurement and line-of-business leaders |
| Specialty, title and MGA licensees | 121 licenses | Owners and operations leads |
One employer accounts for much of the carrier side, so a carrier sale here is an enterprise sale with long procurement. Agencies are the volume market. Our guide to finding decision makers covers mapping the enterprise side.
Illustrative example. Alamo Agency Marketing and its price are invented; the counts are from TDI's open data and CBP 2023.
Alamo Agency Marketing (alamoagency.example) runs bilingual local search and review campaigns for agencies at $900 a month. It targets the 261 agency establishments with five or more employees. Signing 8% in a year is 21 agencies, or $226,800 in annual revenue. Bebop builds the list from TDI-licensed agencies and finds each owner.
