Rochester law offices in Census data
County Business Patterns (CBP) 2023 counts offices of lawyers (NAICS 541110) in the Rochester, NY Metro Area (CBSA 40380).
| Measure (2023) | Rochester metro area |
|---|---|
| Establishments | 374 |
| Employees (week of March 12) | 2,938 |
| Annual payroll | $212,885,000 |
| Average employees per establishment | 7.9 |
| Average annual pay | $72,459 |
| Share of US law offices | 0.23% of 165,491 |
| Employees per office | Offices |
|---|---|
| 1 to 4 | 259 |
| 5 to 9 | 51 |
| 10 to 19 | 31 |
| 20 to 49 | 20 |
| 50 to 99 | 8 |
| 100 to 249 | 5 |
| 250 or more | Not published |
Grouped, 341 offices have 1 to 19 employees, 28 have 20 to 99 and five have 100 or more. The published classes add up to all 374, so none has 250 or more employees.
| County | Offices | Employees |
|---|---|---|
| Monroe County | 304 | 2,681 |
| Ontario County | 36 | 135 |
| Wayne County | 13 | Not reported (high-noise figure) |
| Livingston County | 12 | 56 |
| Orleans County | 9 | Not reported (high-noise figure) |
Wayne and Orleans counties' employee totals are left out because the Census Bureau marks them high-noise, meaning its confidentiality adjustment changed them by 5% or more. Monroe County, with the city of Rochester, has 81% of the offices and 91% of the jobs.
The unusual feature is the pay. Rochester's offices are larger than average, yet their average pay is about 58% of the US figure (our calculation from national CBP totals). The data doesn't say why, but two features matter when you read it: pay covers every employee, not just lawyers, and the industry code covers legal aid offices as well as firms ("legal aid services" is one of its index entries). Rochester has several sizable legal aid and public interest offices, as the registry below shows.
Keep the scope in mind. These are establishments with paid staff, so one firm with two offices appears twice, and lawyers working alone are missing: the Census Bureau's Nonemployer Statistics count 695 legal services businesses with no paid employees in the metro area in 2024. Government lawyers and in-house counsel are counted in their employers' industries. No Rochester law firm is an SEC-registered public company.
Where Rochester's lawyers work
Every lawyer admitted in New York registers with the Unified Court System, and the state publishes the registrations as open data with each lawyer's employer, business address and status. In the data updated on 30 October 2026, currently registered attorneys with a business address in the metro counties are:
| County | Currently registered attorneys |
|---|---|
| Monroe | 2,446 |
| Ontario | 242 |
| Livingston | 64 |
| Wayne | 63 |
| Orleans | 23 |
| Five counties | 2,838 |
In the Monroe County records, 2,446 lawyers list about 1,300 employer names (176 list none). Only 24 names have 10 or more registered lawyers and eight have 20 or more, so even the largest employers are mid-size. The public sector is a big share of the top: the Monroe County District Attorney's Office and the Monroe County Public Defender each have about 50 once spelling variants are merged, and the Legal Aid Society of Rochester about 30. The University of Rochester and Paychex appear with in-house teams too.
Because the employer field is typed by each lawyer, the same firm can appear with and without "LLP" or a comma; merge variants before you count any one employer.
Checking a Rochester lawyer
- Search the registration data by name to confirm the lawyer is currently registered and see the employer and address on file. A status such as "Delinquent" or "Suspended" is a reason to ask questions.
- Use the Monroe County Bar Association's tools. Its Lawyer Referral Service matches callers with member lawyers, and its online attorney directory, updated weekly, lists attorneys in the 7th Judicial District.
- Ask about the firm's size and bench. With only 28 offices of 20 to 99 employees, the firm best for a complex matter may be one of a small group; ask how many lawyers handle matters like yours.
- Agree the fee in writing before work starts.
Prospecting Rochester's legal market
Think of it as three markets. The 310 offices with fewer than ten employees buy like any small business. The 64 offices with 10 to 249 employees have administrators and buy on a committee's timetable. And the public legal offices (prosecutor, defender, legal aid) buy through public procurement and grant budgets, with longer cycles and fixed rules. See selling to law firms for the private side and selling to government for the public offices.
The Monroe County Bar Association's website lists advertisers such as MyCase and LawPay and offers sponsorship and advertising, which shows both the channel and the competition. Greater Rochester Enterprise, the regional economic development group, publishes regional statistics and a list of companies hiring locally, a guide to which local businesses are growing.
Illustrative example. The company, prices and results are invented.
Genesee Records (geneseerecords.example) stores and shreds paper files. It targets the 64 offices of 10 to 249 employees and adds the three largest public legal offices as a separate track. For the firms, it contacts the office manager or administrator at each: 64 people. At an 8% reply rate (the list is short enough to research every account), that's five conversations; if two agree to a file-room survey and one signs a $750-a-month contract, that's $9,000 a year. The public offices go through procurement, so it registers as a vendor and watches for bids. In a market this size, a second cycle of the same 64 offices six months later is part of the plan, not a failure.

Questions people ask
How many law firms are in Rochester, NY?
Census County Business Patterns counted 374 law offices with paid employees in the Rochester metro area in 2023, employing 2,938 people. Monroe County had 304 of them. These are offices, not firms, and lawyers practicing alone without staff aren't counted; the Census Bureau found 695 legal services businesses with no paid employees in the metro area in 2024.
How many lawyers are in Monroe County, NY?
New York's open attorney registration data listed 2,446 currently registered attorneys with a Monroe County business address as of its 30 October 2026 update, and 2,838 across the five Rochester metro counties. That includes lawyers at firms, public offices such as the District Attorney and Public Defender, nonprofits and companies, so it's larger than the private bar alone.
How do I check if a Rochester lawyer is registered?
Search New York's attorney registration data on data.ny.gov by the lawyer's name. It shows the registration status (currently registered, delinquent or suspended), the employer and business address on file and the year of admission. The Monroe County Bar Association's online directory and Lawyer Referral Service can help you find lawyers in the first place.
Why is law firm pay in Rochester low?
Average annual pay at Rochester-area law offices was $72,459 in 2023, about 58% of the US average, according to Census County Business Patterns. The figure covers every employee, not just lawyers, and the industry code includes nonprofit legal services offices as well as private firms. It also excludes partners who own their firms, so it isn't a measure of what lawyers earn.
