Medical device companies in Minneapolis: the Twin Cities cluster in Census, FDA and SEC data

The Twin Cities' device industry is a few very large employers surrounded by hundreds of small developers and suppliers. The Census Bureau counts the jobs, but the FDA's registration file shows who actually designs, makes and ships devices here, site by site.

This report is for engineers and job seekers, suppliers and contract manufacturers, investors, and B2B sellers looking at the Twin Cities device cluster. It uses three public records: Census County Business Patterns for jobs and size, FDA's establishment registrations for who is doing what where, and SEC filings for the listed companies.

Instruments and electromedical apparatus hold 25,192 of the jobs. In the Census definitions, the first covers products such as catheters, syringes and anesthesia apparatus, and the second pacemakers, hearing aids, ultrasound and MRI equipment. Dental laboratories are 59 of the 257 establishments but only 705 employees, so a list built on the Census code includes many small dental labs; take them out and the remaining 198 sites average about 150 employees (our calculation). The ophthalmic count was published but flagged as high-noise: noise the Census Bureau adds for confidentiality moved it by 5% or more.

Who is registered with FDA in the metro

Owners and operators of establishments that produce or distribute devices for the US market must register with FDA every year and list their devices. FDA's weekly download of 25 October 2026 has 642 registered establishments in the metro: 614 in Minnesota and 28 on the Wisconsin side, mostly in Houlton and Hudson. Each registration lists one or more activities:

Contract manufacturer227
Specification developer (designs, doesn't manufacture there)172
Complaint file establishment112
Repackager or relabeler77

Together, 495 list manufacturing or contract manufacturing. By postal city, Minneapolis addresses have 90, Saint Paul 64, Eden Prairie 59, Plymouth 33, Minnetonka 29, Chanhassen 25, Bloomington 23 and Maple Grove 21. The 642 belong to 504 owner-operators; those with the most registrations in the metro are Medtronic (19), Beckman Coulter (14), Abbott Laboratories (12), Coloplast (11), 3M (10), and Boston Scientific and Stryker (6 each). The FDA count runs higher than Census because it includes sites without manufacturing employees, such as complaint-handling offices and specification developers.

Two notes. Medtronic, the region's largest device employer, gives its principal executive office as Ireland, but its 10-K says its main operational offices are in the Minneapolis metro; it reported $36,364 million of net sales for the year to April 2026 and more than 95,000 full-time employees worldwide. And 3M, in St. Paul, still carries the SEC's surgical and medical instruments code, but it spun off its health care business as Solventum, so it isn't listed here.

Prospecting Twin Cities device companies

Establishment sizeCountWho usually decidesWhat they buy
1 to 19 employees150Founder, CEO, head of R&D or regulatoryDesign and testing services, regulatory consulting, prototyping, clinical support
20 to 9950VP operations, quality director, supply chain leadComponents, contract manufacturing, quality software, validation
100 or more57Strategic sourcing, supplier quality engineering, site leadershipApproved-supplier programs, automation, sterilization, logistics

Large device makers buy through supplier qualification, which takes months and starts with quality, not price. Small developers buy on speed. The FDA registration activities are a useful filter: specification developers need manufacturing partners, and contract manufacturers need components and validation work.

Illustrative example. The company, rates and results are invented; the counts are from Census and FDA data.

Lakeshore Regulatory (lakeshoreregulatory.example) prepares FDA submissions and quality systems for early-stage device companies. It starts from the metro's 172 registered specification developers and keeps those with fewer than 50 employees, an illustrative 60%, about 103 companies. Contacting the CEO and the head of regulatory at each gives 206 people. Eight engagements a year at $40,000 is $320,000. Its trigger is a new device listing or a financing round. Bebop finds companies that match a description like this and researches each one, and how to find decision makers covers the contacts.
