Pharmaceutical companies in Florida: many small plants, a big distribution trade

Florida ranks third for drug manufacturing establishments, but most of its plants are small and its real weight is in distribution: only California has more drug wholesale establishments. That changes who you hire with, partner with and sell to.

Market report6 min readPublished

Florida had 184 pharmaceutical and medicine manufacturing establishments in 2023, employing 9,967 people at an average annual pay of $72,704 (Census County Business Patterns), third among states. 117 of them have fewer than 20 employees. Remember that CBP counts locations with a payroll, not companies, and skips the self-employed. It classifies each location by its main activity, so Florida's large drug distribution trade sits in another code: 864 drug wholesale establishments (NAICS 424210) with 15,829 employees in 2023. Biotechnology R&D adds 236 establishments (NAICS 541714) with 2,726 employees. Corporate head offices land in a separate managing-offices code.

The Census Bureau doesn't publish the 1,000 or more cell for Florida; the published classes add up to the full 184, so the derived figure is zero. Almost two-thirds of the plants (117) have fewer than 20 employees, 40 have 20 to 99 and 27 have 100 or more.

By six-digit code, 104 make finished dose pharmaceuticals (6,876 employees), 51 make medicinal chemicals and botanicals (1,666), 19 make biologics (1,132) and 10 make in-vitro diagnostic substances (293).

Orange County's employee total was published but flagged high-noise: the Census Bureau's confidentiality noise moved it by 5% or more. Pinellas has fewer plants than Miami-Dade but more jobs, so its sites are larger.

FDA's register for Florida

FDA's Drug Establishments Current Registration Site (DECRS) lists establishments that manufacture, prepare, propagate, compound or process drugs for the US market. Counting the file we downloaded on 30 October 2026:

Registrants include Noven Pharmaceuticals (Miami), Catalent Pharma Solutions (St. Petersburg), B. Braun US Pharmaceutical Manufacturing (Daytona Beach), Lonza Tampa, Actavis Laboratories FL (Davie and Sunrise), Bausch & Lomb (Tampa), ADMA Biologics (Boca Raton), Alchem Laboratories (Alachua) and Pegasus Laboratories (Pensacola). Listed drugmakers headquartered in Florida

SEC EDGAR shows 47 listed companies in SIC codes 2833 to 2836 with a Florida business address. The two largest by revenue, Trulieve and Jushi, are cannabis operators, so they're left out. The drugmakers, checked in each latest 10-K:

Florida's permits

Florida regulates drug businesses under Chapter 499 of its statutes, the Florida Drug and Cosmetic Act. Section 499.01 says a permit is required "for each person and establishment" before it operates as, among 18 types:

Permit typeWho needs it
Prescription drug manufacturer or repackagerPlants and repackagers in Florida
Nonresident prescription drug manufacturerOut-of-state makers shipping into Florida
Prescription drug wholesale distributorDistributors based in Florida
Over-the-counter drug manufacturerOTC makers, such as sunscreen and topical products
Third party logistics providerWarehouses handling drugs for others

FDA lists the Florida Department of Business and Professional Regulation as the agency that licenses wholesale distributors, and its license search lets you look up a permit by type. Check FDA's Data Dashboard for inspections, warning letters and recalls before you sign anything, and use BioFlorida, the state's life sciences association, for events and introductions.

If you're looking for work, the size table matters most: with 117 of 184 plants under 20 employees, most openings are at small, owner-run firms, and the state's average pay in the industry is well below the national leaders.

Worked example: a label and carton printer

Illustrative example. The printer and its prices are invented; the counts come from FDA's registration file.

Gulf Coast Labels (gulfcoastlabels.example) prints compliant labels and cartons for drug packagers.

  1. Build the list. 178 manufacturing registrations that aren't gas suppliers, plus 56 pack and label sites: 234 sites.
  2. Do the arithmetic. Reaching the owner or operations manager at half gives 117 conversations. If 10% ask for a quote, that's 12, and if 5 become customers at $24,000 a year, $120,000.
  3. Sequence by county. Start in Miami-Dade, Broward and Palm Beach, where 88 of the plants are, then Tampa Bay.

For a list this long, research is the bottleneck; Bebop researches each company in a list and suggests the right contact.

Packagers we work with in Florida say artwork changes, not press time, are what delay a run.

We print compliant drug labels and cartons in South Florida with proofs in 24 hours. Would it help if I sent a sample pack and our changeover checklist?
