Short answer
The Detroit metro area had 952 staffing agency establishments in 2023, employing 33,478 people on a $1.86 billion payroll (Census County Business Patterns): 782 temporary help locations, 111 placement agencies and 59 executive search offices, with 614 in Oakland County. To choose one, match the agency to the work, check its insurance, avoid any agency charging job seekers a fee without a Michigan personnel agency licence, and agree how the bill rate moves when pay rises.
- 952 staffing establishments in the Detroit metro employ 33,478 people; temp help locations account for 29,598 of them.
- Oakland County has 64% of the locations but 54% of the employees; Wayne County's locations are larger, averaging about 51 employees.
- Kelly Services, headquartered in Troy, reported $4.25 billion of revenue from services for fiscal 2025.
- Michigan requires a licence for personnel agencies that charge job seekers, and exempts temp agencies that employ the workers they place.
- On a 45% markup, Michigan's 2027 wage step raises the bill rate $1.84 an hour, against $1.27 under a fixed spread.

Metro Detroit staffing agencies by the numbers
Source: US Census Bureau, County Business Patterns 2023, for the Detroit-Warren-Dearborn, MI Metro Area (CBSA 19820): Wayne, Oakland, Macomb, Livingston, St. Clair and Lapeer counties. Two industry codes are counted: NAICS 56131 (Employment Placement Agencies and Executive Search Services) and NAICS 56132 (Temporary Help Services).
| Measure (2023) | Detroit metro |
|---|---|
| Establishments | 952 |
| Employees (week of March 12) | 33,478 |
| Annual payroll | $1,861,472,000 |
| Employees per establishment | 35.2 |
| Average annual pay | $55,603 |
| Share of US staffing establishments | 1.84% of 51,830 |
| Industry (2023) | Establishments | Employees | Annual payroll | Average pay |
|---|---|---|---|---|
| Temporary help services (NAICS 561320) | 782 | 29,598 | $1,620,107,000 | $54,737 |
| Employment placement agencies (NAICS 561311) | 111 | 3,496 | $203,469,000 | $58,201 |
| Executive search services (NAICS 561312) | 59 | 384 | $37,896,000 | $98,688 |
The industry rows come from the Census Bureau's 2023 metro file. The employee count is large because a temp agency employs the people it places: the Census definition says the workers supplied to clients "are employees of the temporary help services establishment." An engineer contracted to an automotive supplier through an agency counts as staffing employment, not manufacturing. That's 88% of the headcount here. Placement agencies and search firms count only their own recruiters, since the people they place join the client's payroll.
Size and county
| Employees per establishment | Establishments |
|---|---|
| 1 to 4 | 457 |
| 5 to 9 | 105 |
| 10 to 19 | 87 |
| 20 to 49 | 127 |
| 50 to 99 | 76 |
| 100 to 249 | 73 |
| 250 to 499 | Not published |
| 500 to 999 | Not published |
| 1,000 or more | Not published |
In broad bands: 649 locations with 1 to 19 employees, 203 with 20 to 99 and 100 with 100 or more, the last being the total less the smaller bands because the top cells aren't published for the two codes together. Within temp help, 22 locations have 250 to 499 employees and two more are larger, in classes the Census Bureau doesn't publish.
| County | Establishments | Employees |
|---|---|---|
| Oakland County, Michigan | 614 | 17,990 |
| Wayne County, Michigan | 203 | 10,316 |
| Macomb County, Michigan | 94 | 3,901 |
| Livingston County, Michigan | 20 | Not reported (high-noise figure) |
| St. Clair County, Michigan | 14 | Not reported (high-noise figure) |
| Lapeer County, Michigan | 7 | 251 |
Missing employee figures were published but flagged as high-noise: the noise the Census Bureau adds for confidentiality changed them by 5% or more. Oakland County has almost two-thirds of the locations. The county file shows why its average is low, about 29 employees per location: 251 of its 519 temp help offices have fewer than five employees, and it holds 95 placement and search offices, including 43 of the metro's 59 executive search firms. Wayne County's 203 locations average about 51 employees.
These are establishments with paid employees, not companies: a national agency with eight branches in the metro counts eight times, and independent recruiters without payroll aren't counted. Professional employer organizations (NAICS 561330: 81 more locations with 4,342 employees) are excluded, and employment is the week of March 12, 2023.
Michigan's rules for agencies and job seekers
- Personnel agency licence. Michigan's Occupational Code says no one may open or operate a personnel agency in the state without a licence (MCL 339.1003). A type A personnel agency is one that puts a client, the job seeker, in contact with employers and takes a fee from that client. The same section exempts a business that employs people to do temporary or part-time work for a third party, provided it pays their wages, payroll taxes, unemployment insurance and workers' compensation and stays responsible for their acts. In plain terms: a temp agency that employs you doesn't need this licence, but an agency that charges you, the job seeker, a fee does.
- Minimum wage. The US Department of Labor lists Michigan's minimum wage at $13.73, rising to $15.00 on 1 January 2027 and adjusted each year after that.
Choosing an agency in Metro Detroit
| If you need | Look for | Ask before signing |
|---|---|---|
| Production, assembly or warehouse shifts | Light industrial temp | Pay rate and markup separately; safety training; overtime billing |
| Engineers, designers or IT staff for a program | Engineering and IT contract firm | Bill rate, conversion terms, who owns work product |
| Nurses and allied health staff | Healthcare staffing | Credential checks, cancellation terms |
| Office, accounting or call center cover | Clerical temp | Minimum hours, conversion fee |
| A permanent hire | Direct hire placement | Fee, when it's due, replacement guarantee |
| A senior leader | Executive search | Retainer stages, off-limits terms |
| Payroll and HR for your own staff | PEO | Fees, benefits, who holds the tax accounts |
Then verify: ask for certificates of workers' compensation and general liability insurance naming your company, call two references with similar roles, and start with a small group.
Worked example: when Michigan's minimum wage rises
Illustrative example. The company and markup are invented; the wage rates are Michigan's published minimums.
Rouge River Packaging (rougeriver.example) in Wayne County uses 25 temps paid at the state minimum, 2,080 hours each a year. Its agency bills a 45% markup. The question is how the contract treats the step from $13.73 to $15.00 on 1 January 2027.
| Contract term | 2026 bill rate | 2027 bill rate | Increase per hour |
|---|---|---|---|
| Percentage markup (45%) | $19.91 | $21.75 | $1.84 |
| Fixed spread ($6.18 over pay) | $19.91 | $21.18 | $1.27 |
Both terms start at the same rate. With a percentage markup, the agency's margin grows with the wage, so the bill rises $0.57 an hour more. Across 25 workers and 52,000 hours, that's $29,640 in 2027. Neither is wrong, since the agency's payroll taxes and insurance also rise with pay, but decide which one you're signing before the new year.
Metro Detroit's public staffing company
One SEC-registered, listed company in the staffing industry codes (SIC 7361 to 7363) has its headquarters in the metro.
| Company | Headquarters (10-K cover) | Revenue from services | Staff | What it does |
|---|---|---|---|---|
| Kelly Services, Inc. (Nasdaq: KELYA, KELYB) | 999 West Big Beaver Road, Troy | $4,250.9 million, fiscal year ended 28 December 2025 | About 3,600 full-time staff in the US and 1,300 abroad | Staffing, outcome-based services, RPO, MSP and payroll outsourcing |
Kelly's 10-K reports revenue down 1.9% from $4,331.8 million in 2024, and says that in 2025, with its supplier partners, it placed about 375,000 workers with customers. Its business runs through three units: Enterprise Talent Management (light industrial, contact center and office), Science, Engineering & Technology, and Education. The staff figure is Kelly's own employees; the people it places are counted separately.
Selling to Detroit staffing agencies
Large national firms such as Kelly tend to buy centrally, so the local opportunity is in the independent and regional firms:
- Engineering and IT contract firms in Oakland County buy candidate data, timesheet and invoicing tools, and background checks for client sites. The owner or delivery head decides.
- Light industrial branches in Wayne and Macomb counties buy screening, safety training, protective equipment and payroll. Branch managers judge; owners sign.
- The 457 one- to four-person offices buy job boards and applicant tracking, and decide in a single conversation.

Questions people ask
How many staffing agencies are in Detroit?
Census County Business Patterns counted 952 staffing agency establishments in the Detroit-Warren-Dearborn metro area in 2023, employing 33,478 people: 782 temporary help locations, 111 employment placement agencies and 59 executive search offices. Oakland County had 614 of them and Wayne County 203. The count is of locations with paid employees, so national firms count once per branch and solo recruiters aren't included.
Do staffing agencies need a license in Michigan?
Michigan's Occupational Code requires a licence to operate a personnel agency (MCL 339.1003), which covers agencies that charge job seekers a fee for connecting them with employers. Temp agencies are exempt when they employ the workers they place, paying their wages, payroll taxes, unemployment insurance and workers' compensation. If an agency asks you, as a job seeker, for a fee, ask to see its Michigan licence.
What is Michigan's minimum wage for temp workers?
The US Department of Labor lists Michigan's minimum wage at $13.73 an hour, scheduled to rise to $15.00 on 1 January 2027 and then be adjusted annually. Temps are employees of the agency and get the same minimum as other workers. If you use an agency, check whether your contract applies a percentage markup or a fixed spread, because that decides how much your bill rate rises with the wage.
Where is Kelly Services headquartered?
Kelly Services' latest 10-K, for the fiscal year ended 28 December 2025, gives its principal executive offices as 999 West Big Beaver Road, Troy, Michigan, in Oakland County. It reported $4,250.9 million of revenue from services for that year and about 3,600 full-time staff in the United States and 1,300 internationally, and says it placed about 375,000 workers with customers in 2025, together with supplier partners.
Why are most Detroit staffing agencies in Oakland County?
Census data for 2023 put 614 of the metro's 952 staffing establishments in Oakland County, against 203 in Wayne County and 94 in Macomb. Oakland's locations are smaller, about 29 employees each against about 51 in Wayne: 251 of its 519 temp help offices have fewer than five employees, and it holds 43 of the metro's 59 executive search offices.
