Staffing agencies in Grand Rapids: 191 locations, who's responsible for a temp, and how to compare crew quotes

Grand Rapids agencies are built for volume: 34 of the metro's 191 staffing locations have 100 or more people on their payroll. When you order a crew rather than one person, the cheapest headline rate can hide a dearer week, so compare quotes across the whole mix of roles.

Market report6 min readPublished

The Grand Rapids-Wyoming-Kentwood metro had 191 staffing agency establishments in 2023, employing 10,358 people on a $440 million payroll (Census County Business Patterns): 132 temporary help locations, 33 placement agencies and 26 executive search offices, with 146 in Kent County. To choose an agency, match its specialty to the work, compare a weighted bill rate across every role you're ordering, and agree in writing who handles safety training and complaints, since agency and client can both be liable.

  • 191 staffing establishments in the Grand Rapids metro employ 10,358 people; temp help locations hold 8,912 of them.
  • 34 locations have 100 or more employees, including one temp branch with 500 or more.
  • Kent County has 146 of the 191 locations and 80% of the employees.
  • Federal EEOC guidance treats an agency and its client as joint employers when both control the work, so both can be liable.
  • In the worked example, the quote with the cheaper assembler rate costs $152 a week more for an 18-person crew.

Grand Rapids staffing agencies by the numbers

US Census Bureau, County Business Patterns 2023, Grand Rapids-Wyoming-Kentwood, MI Metro Area (CBSA 24340), NAICS 56131 (Employment Placement Agencies and Executive Search Services) and 56132 (Temporary Help Services):

Executive search services (561312)26135$10,235,000about 5

Temp help holds 86% of the employees, because the people a temp agency supplies are its own staff: the Census definition says they "are employees of the temporary help services establishment," wherever they work. The placement row is worth a second look: 33 placement agencies carry 1,311 people at average pay of about $32,600, a profile closer to temp help than to a recruiting office. The code alone won't tell you what a firm does, so read what it advertises.

In broader bands: 105 locations have 1 to 19 employees, 52 have 20 to 99 and 34 have 100 or more (the total less the smaller bands; the larger cells aren't published for the codes combined). The industry rows split the 34: 22 temp branches with 100 to 249 employees, 8 with 250 to 499, one with 500 or more, and three placement offices with 100 or more.

Barry County, Michigan3Not reported (high-noise figure)
Ionia County, Michigan3Not reported (high-noise figure)
Montcalm County, Michigan3Not reported (high-noise figure)

Four counties show "not reported (high-noise figure)": the Census Bureau released those employee totals with its high-noise flag, meaning its confidentiality noise changed each by 5% or more. Kent County has 76% of the locations and 80% of the employees; Ottawa County's 34 are 25 temp branches and 9 placement offices.

What's not counted. County Business Patterns counts establishments with paid employees, not companies: a firm with branches in Grand Rapids, Wyoming and Holland counts three times, and self-employed recruiters aren't included. Employment is one week in March 2023. The metro's 17 PEO locations are classified separately and left out.

Who's responsible for a temp

When you use a temp agency, two businesses share the job of employer, and the split matters more than any state form:

ResponsibilityUsually the agencyUsually the clientPut in the contract
Recruiting, screening, hiringYesApprovesScreening standards and who pays
Wages, overtime, payroll taxesYesReports hoursOvertime approval and billing
Workers' compensationYesA certificate naming the client
Day-to-day direction and site safetyYesWho gives site-specific training and protective gear
Discrimination and harassmentSharedSharedHow complaints are reported and investigated

The shared row is federal law, not custom. The Equal Employment Opportunity Commission's guidance on workers placed by staffing firms says an agency and its client "qualify as joint employers" when both have the right to control the work, and gives examples where both are liable. The client must treat assigned workers without discrimination, and the agency must take "immediate and appropriate corrective action" if it learns a client has discriminated. Under the Fair Labor Standards Act, overtime of at least 1.5 times the regular rate is due after 40 hours in a workweek, so agree who approves overtime before the first long week.

Michigan-specific checks: confirm the entity is active in the state's business entity records, ask which Michigan unemployment insurance account the agency reports your temps under, and get its workers' compensation certificate.

For job seekers

  • Find agencies that place your trade. Assembly, machine operation, warehouse and forklift, office, healthcare and IT staffing are often different firms. ClearlyRated lists 61 Grand Rapids agencies with talent ratings.
  • The agency is your employer on a temp assignment: it pays you and handles overtime and workers' compensation, even though the client directs your work.
  • Don't pay to be placed. Employers pay agencies.
  • Use West Michigan Works! too. The public workforce agency, part of the American Job Center network, offers job search help, hiring event listings and unemployment registration support in a seven-county region that includes Kent and Ottawa.

Worked example: compare a weighted rate, not the headline rate

Illustrative example. The company and rates are invented to show the arithmetic.

Thornapple Furniture Works (thornapple.example), a Kent County plant, needs 12 assemblers, 4 forklift operators and 2 quality inspectors for 26 weeks at 40 hours a week. Agency B leads with a lower assembler rate.

Role (headcount)Agency A bill rateAgency B bill rate
Assembler (12)$26.40$25.90
Forklift operator (4)$28.80$30.10
Quality inspector (2)$31.20$33.50
Crew cost per hour$494.40$498.20
Weighted average rate$27.47$27.68
Per week (40 hours)$19,776.00$19,928.00

Agency B costs $152 a week more, $3,952 over 26 weeks, because its specialist rates more than offset the cheaper assembler rate. Ask every agency to price your actual crew, and add any role you might need later.

Selling to Grand Rapids staffing agencies

20 to 99 employees52Branch manager, owner signsScreening, onboarding, timekeeping, safety training
100 or more34Area operations, risk or finance; national brands often buy centrallyWorkers' compensation programs, payroll, transport, protective equipment

The 31 temp branches with 100 or more employees are the volume buyers. Build the list from ClearlyRated's 61 listings, the ASA directory and the Grand Rapids Chamber business directory, then read job posts to separate manufacturing staffers from office and healthcare firms. Ottawa County's agencies are worth a separate pass: their employee count is high-noise in Census data, so size them from their own postings. Industrial staffing buyers respond to safety and attendance problems they can see in their own numbers. Sizing Ottawa's agencies from their postings is slow by hand; Bebop finds agencies matching your description and explains each match. For the list method, see how to build a prospect list.

Email to a manufacturing staffing branch manager
Subject: Site safety training for [agency]'s plant crews

Hi [first name],

I saw [agency] is filling [number] [role, e.g. assembler and forklift] openings at plants around [town] this month. When a client and an agency split employer duties, site-specific safety training is the piece that most often falls between them.

We [what you do, e.g. deliver plant-specific safety modules and send completion records to both the branch and the client].

Would it help to see how one client's onboarding would look?

Questions people ask

How many staffing agencies are in Grand Rapids?

Census County Business Patterns counted 191 staffing agency establishments in the Grand Rapids-Wyoming-Kentwood metro area in 2023, employing 10,358 people: 132 temporary help locations, 33 employment placement agencies and 26 executive search offices. Kent County has 146 and Ottawa County 34. The counts are of locations with paid employees, so firms with several branches count once per branch.

Who is responsible for a temp worker, the agency or the company?

Both, for different things. The agency usually recruits, pays wages and overtime, withholds taxes and carries workers' compensation. The client directs the work and controls site safety. Under EEOC guidance, when both have the right to control the work they are joint employers, and both can be liable for discrimination. Write the split, including safety training and complaint handling, into the contract.

How do I compare staffing agency quotes for a crew?

Ask each agency to price every role you'll order, multiply each bill rate by its headcount and hours, and compare the totals or a weighted average rate. In an illustrative Grand Rapids example, an agency with a cheaper assembler rate cost $152 a week more for a crew of 12 assemblers, 4 forklift operators and 2 inspectors, because its specialist rates were higher.

Where can I find temp work in Grand Rapids?

Register with two or three agencies that place your kind of work; ClearlyRated lists 61 Grand Rapids agencies with ratings from workers and clients. West Michigan Works!, the region's public workforce agency, also lists hot jobs and hiring events and helps with unemployment registration. You shouldn't pay a fee to an agency to be placed, because employers pay agencies.
